I can't find any link, from articles, specs speed is 2M max, without booster and less than mach 2.

You are taking MTCR too seriously. Let me give you just 2 insights.

Is the MTCR a treaty?

No. The MTCR is not a treaty and does not impose any legally binding obligations on Partners (members). Rather, it is an informal political understanding among states that seek to limit the proliferation of missiles and missile technology.

It means when it suits you, no one is going to make any hue and cry.

Now coming to export, the Regime places particular focus on rockets and unmanned aerial vehicles capable of delivering a payload of at least 500 kg to a range of at least 300 km and on equipment, software, and technology for such systems. It means if the payload is restricted to 100 kg, you could technically increase the range by another 100 km. No one is going to break sweat on it.

Start-ups and MSME don't engage in manufacturing. This is what I've stated couple of days back when someone posted a tweet of one guy crying over order assurance from MoD for Startups.
They would only develop the technology and hand it over to production partner or whoever has financed the project.

Medium Range Surface-to-Air Missile (MRSAM) Army weapon system has once again proved its effectiveness as two missiles, during the flight tests, achieved direct hits against high speed aerial targets at Integrated Test Range, Chandipur off the coast of Odisha on March 30, 2022. The launches were carried out establishing the accuracy and reliability of the weapon system against targets covering the sea skimming and high altitude functionality within the envelope. Performance of all weapon system components including missile, weapon system radar and command post have been validated during these trials. The flight tests were carried out in the presence of senior officials from Defence Research and Development Organisation (DRDO) and the Indian Army. With the conclusion of flight trials for different ranges and scenarios, the system has completed its development trials.

Raksha Mantri Shri Rajnath Singh has complimented DRDO, Indian Army and the Industry for successful launches of the MRSAM-Army and said the successful launches have once again proved the reliability of the system. Secretary Department of Defence R&D and Chairman DRDO Dr G Satheesh Reddy congratulated the teams associated with the successful test firings of the weapon system.
On March 27, 2022, the missile system was successfully flight tested twice against high-speed aerial targets for different ranges as part of the live firing trials.

so in total how many barak 8 will be in ready to fire at any point in time , from Indian army?

only thing we know for sure on numbers is that Kalyani Rafael has an order of 1000 barak 8 kits, they got order in 2019 and started delivery in 2021.

I meant wrt to lch , you said someone will make a predictable comment , so i thought it would be that one which i made
