Why does Indian Navy have the Lowest Budget out of all the Other 3 services? Why does Army always get Highest budget and Airforce Second Highest?

Is it because Army has more exposure to the Conflict area compared to the other 3 services? because in a Full-scale War it will be Army whose assets will be mostly allocated to Fight the Enemy?

Oh Thanks now I came to know why why each service is allocated the Budget They are allocated. Thank you bro ,I am hoping that in the near Future our Defence Budget will increase more so that Indian Navy too will get a good Fair share to Purchase new assets like 3rd Aircraft Carrier. Heck who knows we might even see a 4th one.

As per hal cheif it was 16.7 million , and everything included may take it to 50 million , they can order limited number or pay for those 10 lch , and order don't mean payment has to start at that moment
