In the last two years, France has been drawing down its military deployments in its former colonies in Africa. The operation that was launched sometime around 2014, was called Barkhane and was undertaken by France to fight the spreading ISIS expansion in their former colonies. An interesting point to note here is that France still maintains economic and financial control of its former colonies, including their currencies and fiscal policies.
However, the last week saw France reduce its troops and quit a critical base in Mali's Timbuktu city, which has been ravaged by Islamic terrorism. While the locals have zero sympathies for the French forces, the expansion of ISIS in the region and the growing disagreement on how to end Islamic expansion in the SAHEL region of Africa has resulted in an impasse between Bamako and Paris. As France reduces its military presence across Africa, Russia is increasingly replacing Paris as the solution to fighting ISIS.
Russia's private military corporation called the Wagner Group has allegedly signed an agreement with Mali's administration to help them get rid of ISIS. Russia here comes with two main advantages:
Russia's interest in Africa has increased in the last couple of years, primarily through its engagement with central and SAHEL region states (formerly almost all of which are French colonies) through supplying them with arms to end their civil wars and help their dictators consolidate power.

- Unlike France, Russia has no colonial baggage in Africa; they are largely seen as the successors of the Soviet Union, that helped several countries fight colonial powers by supplying them with weapons in a bid to promote communism in the continent;
- Russia's tremendous success against the NATO-backed, pro-ISIS Free Syria Army, that bolsters its credentials.
