DEATH BY BUDGET: Is This The Indian Army’s Angriest Report To Government?

The Indian Army has had enough. And it has chosen to vent its anger in an unusually candid tone to India’s Parliamentary committee on defence, a body that shines a light on military preparedness every year. Asked about how budgetary constrictions are squeezing its plans and hampering preparedness, the Army has let loose a salvo of honest indignation hitherto unseen within the usually decorous testimony that make up such reports. Invoking the pace of defence modernisation in China and Pakistan, the Army has done what appears to be the equivalent of rolling its sleeves up and walking out of the room:

“Modernisation of both Pakistan and China is going on in full swing. China is competing to reach the levels of US. It is important that we remain deterrent as far as these are concerned. The possibility of two front war is a reality and speaking about it, it is important that we are conscious of the issue and we pay attention to our modernisation and filling up our deficiencies. More than ever, there is an increasing obligation to ensure that our Nation cements its military capability and is recognised as a net security provider in the South Asian region. However, the current Budget does little to contribute to this requirement.”

The Army’s testimony across 13 pages raises the sort of alarm not seen in recent memory, pointing out with an air bordering on frustration, that its modernisation budget isn’t even enough to cater for committed payments — instalments for signed deals. The Army’s apparent frustration with the death spiral of budgetary pressures is so extreme, it has even invoked a recent terrorist attack in which Pakistani terrorists entered a family accommodation area of the Army’s Sunjuwan cantonement in Jammu & Kashmir to push home the point that its hands are tied. Its indignation also stretches to how the Indian government’s new , politically contentious Goods & Services Tax (GST) has added a burden to its financial commitments, without being taken care of in the actual budget. Even more ominously, the Army has said it is not sure what the future holds on the modernisation front when it comes to the Make in India projects it has embarked on. Warning that 25 such projects could be ‘foreclosed’ because of the ‘kind of budget that has been allocated’.

This could have gone into the Indian Army News thread but I believe this issue needs its own thread for discussion as this has quickly ballooned into crisis. Not having money to pay for even installments is a new low and a sick joke. Bloody disgrace if you ask me.

As a first step, IA should learn to manage and plan their perspective future acquisitions. Every procurement they delay, they are going to pay more next year onwards for the same equipment.

But central govt is definitely going thru a financial crunch. 7th pay commission and GST revenue has hit everybody hard.

I think country is running only because of cost saving measures introduced in first two years.

Time to reduce army headcount and other government defence employees. Most of these budget is going to salary and heavily subsidised defence canteens.

With atom bomb we hav achieved deterrence. Only thing our army going to do is counter insurgency operations . Equip infantry soldiers with top notch equipments. Stop import of expensive tanks,ships,jets and other shits which r never going to see battlefield.

The GoI started well with the closure of Army farms. Needs to push through more reforms to make the Army more mobile and flexible.

But certain critical requirements HAVE to be met. New infantry weapons for one, and the whole AAD needs to be upgraded. The ideal solution would be to go for local manufacturing and phase-wise induction - slowly over a period of 5-7 years.

The IAF needs to learn to make do with what it has - and embrace the Tejas - with an additional 2 squadrons of Rafales to maintain its edge.

Least area of concern is the Navy. The GoI has put tremendous pressure on the IN to maintain ships and assets at all critical areas of the IOR to displace any attempts by the Chinkis and to be the first responder to any crisis - a very good decision - but ships are being pushed too hard and we barely have sufficient units to rotate them in and out of deployment cycles.

Submarines and Minesweepers need to be built urgently. Otherwise, everything else is fine.

Army,airforce is giving billions of USD to russia,french,israel every year for shiny toys then they whine about not having enough money for basic necessities. We dont hav enough money to spend in defence. Time to accept this hard truth. We should spend our resources wisely .

Navy has its own Design Bureau.

But where is ARMY DESIGN BUREAU and IAF DESIGN BUREAU????

There is an army design bureau started last year. But I donno what exactly they are supposed to do.

Why not spent on Armed Forces in last 10 years of UPA Rule.

Usually I count every thing regarding IA only from year 2000. Prior to that we didn’t have monies. Even Kargil lessons were getting implemented from 2000 onwards.

Yes the shit hole created by UPA in the tenure Cuda-mbaram & Ragda-Ragad-Rigger. Who left Economy in High Debts with High Inflation, Sky Rocketing Corruption, Rabid Mismanagement infested with Crony Capitalism.

BC why Current Govt. is correcting all the wrong doing of the previous govt. and bringing fiscal prudence in the Economy.

But one OWL-BABA(selvem) can always ask - Why this Govt. Reduced Defence in % of GDP?????

Why IA and IAF stand out???

Naval assets are Much Capital Incentive, Large and Complex then Army's.

But Navy achieved it and army ----------?

You know, but there was never shortage of money for foreign systems, even prior to 2000s.
