Anti-Naxal ops: CRPF to turn choppers into air ambulances to save troops
Over a dozen helicopters operating in the country's anti-Naxal operations grid are being retrofitted by the CRPF with air ambulance-like facilities as part of a maiden initiative to reduce casualties of its troops and other personnel, officials said on Monday.

A specialised training module for helicopter-based air ambulance services, for the force's doctors and paramedical staff, was launched on Monday at a CRPF camp in Jagdalpur in Chhattisgarh, they said.

The officials said as the in-service choppers only have basic medicines and doctors on-board when on a 'mission sortie' to evacuate a seriously wounded or ill personnel, administering quick specialised medical care in the air is not possible.


The time taken in the entire process of lifting injured personnel and getting them admitted to a hospital leads to instances of excessive blood loss and also losing the 'golden hour' to save a person hit in operation.

A senior official told PTI the new CRPF chief, A P Maheshwari, has now directed that over a dozen choppers, drawn from the IAF and the BSF, will be "retro-fitted" with air ambulance-like facilities so that as soon as they lift an injured or ill personnel the doctors on-board can give them "vital life saving treatment" with the help of dedicated medical equipment.

"When a trooper injured in an anti-Maoist operation or someone seriously ill in a similar remote location is to be evacuated, a fixed-wing air ambulance is sent in. But they can only go upto major locations where there is a tarmac or landing strip and cannot land in a jungle or makeshift helipad like a chopper does.

"This is where it was felt necessary that choppers need to double up as air ambulances so that essential life saving procedures are administered to the injured or sick as soon as they are brought on-board," the official said.

Air ambulance helicopters will help save the 'golden hour' and also in case of injuries reduce casualties occurring from excessive blood loss, he explained.

The official said a specialised training module for helicopter-based air ambulance services, for the doctors and paramedical staff of the force, has been launched on Monday at a CRPF camp in Jagdalpur in Chhattisgarh.

The medical equipments are also being fitted on the choppers that are deployed in the anti-Naxal operations or the Left Wing Extremism (LWE) grid as part of the 'air support' system for the central paramilitary forces or state police units operating in these areas.

These choppers are based in Jagdalpur and Raipur in Chhattisgarh and Ranchi in Jharkhand.

CRPF Director General (DG) Maheshwari, in a message sent to his troops recently, said this "innovative life saving medical facility will soon be operational".

The force, tasked as the lead combat unit for conducting operations against Maoists in the country, is also mulling to ink a deal with some fixed-wing air ambulance services in the country so that serious and critical cases of injured or sick personnel can be specifically catered to and they can be promptly airlifted to specialist medical facilities like the AIIMS in Delhi or other such premier medical institutions in metropolitan cities.

In a related activity, the about 3.25 lakh personnel-strong largest paramilitary force of the country has also launched a pan-India blood donation drive from February 27 to mark the 81st year of its raising on March 19 this year.

"I am sure, by March 16, many of us will have volunteered into becoming not just blood donors but life savers as well," Maheshwari said in a message to his troops.

Ordnance Factory Tiruchy hands over 500 assault rifles to CRPF

TIRUCHY: Ordnance Factory Tiruchy (OFT) on Thursday handed over the first consignment of 500 assault rifles to CRPF. Trichy Assault Rifles or TAR, as these are called, are the indigenous version of AK-47 rifle. Shirish Khare, GM, OFT handed over the rifles to DS Rawat, DIG, CRPF.

OFT started the development of the rifle in 2015, and established a production line in 2017. The first batch of 200 TARs was delivered to Chandigarh police in March 2017. In November 2017, the CRPF tested the rifle for functionality and reliability. It was subjected to a life cycle test by firing 15,000 rounds in one go. In February 2018, the TAR was deployed for a field trial at Jagdalpur, Raipur, Guwahati and Srinagar. Following this, order for 6167 rifles were placed.

OFT would supply TARs in both fixed and foldable butt models, sources said adding that the latter was in the development stage. The TAR is compatible with GP-25, 30 and UBGL M-6 grenade launchers.

OFT has so far supplied more than 10,000 rifles to Central Armed Police Forces including the BSF, SSB, ITBP & CISF. Police force in several States have also inducted TAR under their modernisation scheme.

OFT has also taken up research and development projects such as the trial of 7.62X39mm TAR Carbine(long barrel firearm) and 40X46mm UBGL (Underbarrel Grenade

Launcher) for TAR/AK 47, which after induction would serve as an import substitute.

MHA Sanctions 42,000 Bullet-Proof Jackets, 176 Armoured Vehicles For CRPF Jawans

Led by Amit Shah, the Union Ministry for Home Affairs (MHA) has sanctioned around 42,000 bullet proof jackets for the Central Reserve Police Force (CRPF) for use in counter-terrorist operations in the Kashmir Valley and anti-Naxal operations in various States, reports Times of India.

It should be noted that the new bullet proof jackets sanctioned for the jawans weigh as much as 40 per cent lighter than the older jackets which used to weigh around 7-8 kilograms each. Also, these provide enhanced protection to vital body parts like neck and groin areas.

In addition to the bullet proof jackets, a total of 176 medium bullet-proof vehicles have also been sanctioned for the CRPF jawans, each of which can seat about 5-6 armed personnel. These vehicles can withstand grenade attacks, gun shots and other such dangerous attacks.

Apart from these, the CRPF has also armour-plated at least 80 four-wheeler Gypsy vehicles already used by it to provide special protection to the troops in Kashmir Valley while moving around.

It should be noted that CRPF is the nation's largest paramilitary force and it functions directly under the administration of MHA. It has about 3.25 lakh personnel under its emblem and has about 70 battalions deployed in Kashmir Valley in addition to 70 others which have been deployed in Let Wing Extremism hit States.

New Delhi: Home Minister Amit Shah has played another Desi gamble, ordering the central para-military forces and central police organisations to go for purchase of arms and ammunitions from the Indian firms, besides the procurement from the State-run Ordnance Factory Board (OFB). He wants to put a total ban on their procurement from abroad.

Sources said the Home Ministry is in the process of floating the tenders for the purpose after interacting with at least 17 private firms having the requisite licenses through video conferencing. The purchases from these companies, shortlisted from some 40 companies, will include missiles, rockets, torpedoes, artillery guns, besides the rifles and ammunitions.

The Central Armed Police Forces (CAPF) or the para-military forces have the combined manpower strength of 10 lakh, including National Security Guards (NSG), Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB), Indo-Tibetan Border Police (ITBP), and Assam Rifles.

Meanwhile, the Home Ministry has not yet sent a new list of the foreign-produced items to be barred from sale from the CAPF canteens across the country since after a goof-up and withdrawal of the first list on June 1. The only action taken so far is to remove DIG rank officer RM Meena, who had issued the earlier order in his rightful capacity as the Chief Executive Officer (CEO) of the Kendriya Police Kalyan Bhandars (KPKB), the parent body that runs the CAPF canteens, and replace him with a new officer temporarily.

No action could be taken against Meena since he had stated in the scrapped order that some of the suppliers did not authenticate the products they were supplying to the para-military canteens as "Indian" that may have been put on the banned list. He had also mentioned that the list was drawn up on the basis of the information provided by the suppliers and "the onus to prove the information as correct will be on the respective firms."

Home Ministry Talks To 17 Indian Private Arms Manufacturers To Localise Production Of Small Arms For CAPFs
In a bid to push further the Make in India and Aatmanirbhar Bharat spirit in domestic defence manufacturing, the Union Ministry of Home Affairs (MHA) has held discussions with 17 private Indian companies for local production of small arms for the Central Armed Police Forces (CAPFs), reports Economic Times.

The private companies shortlisted by the MHA were ones which own the licence to manufacture weapons in the nation. Such participants included Larsen & Toubro (L&T), Godrej, Kalyani Strategic, Shyam Arms, Premier Explosives, HYT and VEM Technologies etcetera.

The move comes as the government is looking to localise the production of several weapons which are used by the CAPFs and are presently imported by them from abroad via the MHA.

The first round of the discussion held involved the representatives of the companies and the Director-Generals of the ITBP, BSF, CRPF, SSB, CISF, NSG and the Assam Rifles which form the seven CAPFs in India. The MHA has asked the CAPFs to provide their requirements so local manufacturing can be taken up by private players.

Did the 17 companies include SS and Aster defence? They are the only one apart from OFB to have already come up with their own designs.

Anti-Naxal operation: Maiden air ambulance for troops sanctioned
A team of doctors, nursing assistants and paramedics have been deputed to round-the-clock man this first "dedicated" air ambulance service for the Central Armed Police Forces (CAPFs), a senior official said.

A first-of-its-kind air ambulance service has been sanctioned for troops deployed in anti-Naxal operations and those posted at high-altitude border posts, officials said Sunday.

The ambulance will be on a Mi-17 helicopter platform of the Border Security Force (BSF) and it will be stationed at Jharkhand's capital Ranchi, a recent Union Home Ministry order accessed by PTI said.

A team of doctors, nursing assistants and paramedics have been deputed to round-the-clock man this first "dedicated" air ambulance service for the Central Armed Police Forces (CAPFs), a senior official said.

Some medical equipment like stabilisers and oxygen cylinders will also be affixed on the chopper, he said.

The CAPFs include the Central Reserve Police Force, Border Security Force, Indo-Tibetan Border Police Force, Central Industrial Security Force, Sashastra Seema Bal and the National Disaster Response Force.

The service is primarily aimed to serve about a lakh central forces troops who are deployed in the Left Wing Extremism (LWE) grid in various states. It will also cater to state police forces personnel who get injured during operations or are rendered sick during deployment in these hard areas, the official said.

However, the ambulance can also be used to evacuate and provide medical assistance to CAPF personnel deployed in far-flung border areas and high-altitude deployment areas, he said.


This is the first time that such a full-time air medical facility has been provided for these forces who are thick in operations, especially in the Naxal violence-affected areas, that are marred by problems of sparse medical facilities and connectivity.

As per current practise during casualty evacuation, a team of doctors is sent on a helicopter that picks up and the injured troops and they provide the first aid medical care.

A number of instances have occurred in the past where excessive blood loss due to a grievous injury led to the death of the troops. An air ambulance responding to such a situation will provide basic medical aid to the injured or sick who can further be evacuated to a nearby medical facility, a senior CAPF commander said.

But, these forces need at least two such air ambulances to effectively cater to the medical needs of the troops spread from the remotest location in Chhattisgarh's Bastar area to the Ladakh region in Jammu and Kashmir, the CAPF officer said.

The other such ambulance helicopter could be placed at Raipur in Chhattisgarh as the main action theatre, vis-a-vis Naxal operations, remains the south Bastar area. It will take less time for a helicopter to reach from Raipur rather than Ranchi, he explained.

The home ministry, as part of the latest order, has directed the BSF air wing to prepare a second air ambulance as soon as it gets the required medical staff.

The BSF operates the Ministry of Home Affairs (MHA) air wing and a has a fleet of different rotary and fixed-wings aircraft.
