The levl 3 BPJ used by US during Iraq war weighted around 6.8 kgs ours weight 6.5 kg this is definitely a improvement.

At his first press conference, DG CRPF, Pranay Sahay lays out his KRAs

On October 30, when the director general (DG) of the Central Reserve Police Force (CRPF) addressed his maiden press conference, he seemed to have sailed through the rough waters. Just a month before his first press conference, he assumed the additional charge of director general of the country’s largest paramilitary force. This was in addition to his previous post as the director general of Sashastra Seema Bal (SSB). While some reports at that time suggested that the Government of India gave only temporary charge as head of the CRPF to the DG SSB, it was later reported that there might be a change in the SSB’s top position. As of now, Pranay Sahay is assuming the charge as the DG for both the paramilitary forces.

In the press conference, it was straight down to business. Sahay decided to directly take on the question and answer session, unlike any other media conference which begins with a long list of achievements. Instead, a press release highlighting last year’s list of achievements was handed over to the journalists right at the beginning, thus, ensuring that no time was wasted. All through the conference, Sahay relied on a team of experts like the inspector general, DIG and ADG.

But this only made it chaotic, what with so many talking heads. When a reporter posed a question to DG Sahay about the CRPF men killed despite the use of Mine-Protected Vehicles (MPV), N.C. Asthana, inspector general, CoBRA, decided to answer it providing technical details. “High detonation velocity explosives like RDX shatter the metallic hull of the MPV whereas low detonator velocity explosives (used by the naxals) tend to topple it… The casualties take place because the vehicle itself topples,” informed Asthana. He cited the example of US troops in Afghanistan. The number of mine resistant ambush protected (MRAP) vehicles in Afghanistan is 17,700 and the number of IEDs found was 16,553 (either exploded, unexploded or detected before exploded) last year. The number of US troops injured last year was 5,183 and 566 were killed. “If they (US troops) couldn’t prevent the damage, what can we do?” asked Asthana. The tone and tenor of the reply resulted in a brief heated exchange between journalists and CRPF officials.

Such unpleasantries can deeply demoralise CRPF officials, who are already troubled by many other internal issues such as promotions for cadre officers, and high attrition in the CRPF.

According to reports, CRPF men preferred posting in the Jammu and Kashmir (J&K) sector to areas affected by Left Wing Extremism (LWE). “Difference in the allowance (between J&K and LWE areas) is one of the main reasons why people opt for J&K,” said Sahay. Apparently, CRPF men deployed in the J&K sector earn more than those deployed in the LWE affected areas. Sahay told reporters that the CRPF has appealed to the home ministry that this difference in the wages should be reduced so that CRPF men are willing to work even in the LWE areas. Currently, 33 per cent of the CRPF men are deployed in J&K. “We are also encouraging postings in the home state to address the issue of vacancies,” said Sahay.

According to CRPF officials, CRPF troop movements were tracked in all the special operations so that reinforcements could be sent easily if the troops were attacked. “In case of operations in remote and inaccessible areas, we are monitoring our troops on a 24x7 basis,” said IG Pankaj Singh said. “If there is any attack, the reinforcement, arms and ammunition can be sent to the troops without them having to inform us,” he added. According to the DG, Basuguda, Abujhmaad and Tulsi Dongri (Chhattisgarh); Burra Pahad and Saranda (Jharkhand); Chakarbanda (West Bengal) and parts of Gadchiroli in Maharashtra and few locations in Odisha are identified as the areas which are out of reach for security personnel.

Another contentious issue that emerged in the course of the press meet was the use of helicopters in the LWE theatre. Till now, the Indian Air Force supplied the Mi-17 helicopters. However, there were some differences between the IAF and the CRPF over the maintenance of the choppers. In the wake of these differences, the MHA allowed the CRPF to hire the choppers privately for the LWE operations. “We have already forwarded a proposal to ministry of home affairs for hiring two helicopters which will be maintained and controlled by the CRPF,” said Sahay. As of now, mostly two types of helicopters are being used – Mi-17 and Dhurv. “We have experienced problems with Mi-17 since it cannot fly in cloudy weather and it has delayed deployment in the past,” he added.

The government has hired two helicopters from a private firm to provide air support to security forces deployed in the jungles of Chhattisgarh and its border areas which are hotbeds of Maoist activities.

New Delhi, Mar 1: The government has hired two helicopters from a private firm to provide air support to security forces deployed in the jungles of Chhattisgarh and its border areas which are hotbeds of Maoist activities. The much-awaited deployment of these air assets has come after more than a year of hectic efforts to find more helicopters for troops tackling Left-wing extremism (LWE). CRPF has inked the deal for leasing two private choppers which will not only carry troops for reinforcements but also evacuate battle causalities and supply arms and rations.

A team of two Bell choppers has been based at Jagdalpur in the Bastar region of Chhattisgarh, which is among the worst Naxal violence-affected areas, for operations under the command of the Central Reserve Police Force (CRPF), the lead force for combating the LWE challenge. “Two private choppers have been hired on contract for aiding the forces in anti-Naxal operations. The flying machines have begun operations and will be based in south Bastar,” a senior officer said.

The private firm which is providing the choppers has experience of operating in the Maoist-affected zones, albeit for ferrying civilians and VVIPs. “We have been operating in Chhattisgarh since 2008. This is the first time we will be helping the security forces in a full-fledged role. The sorties will be executed by the CRPF,” Ajay Veer Singh, Managing Director of the Delhi-based Dhillon Aviation Pvt Ltd, which owns the choppers, told PTI.

The firm has deployed its own pilots and crew for the operation, repair and overhauling of the flying machines. The helicopters, while operating in these areas, will land and take-off from helipads which will be sanitised and secured by CRPF and state police. “The choppers, even though only two, will be of precious help during operations or for evacuating casualties, thereby saving numerous lives as time is at a premium in this theatre of operations. “The helicopters will also be used to provide rations and other essential items to troops in the difficult-to-reach areas of Chhattisgarh and its border areas with Odisha and Andhra Pradesh which are hotbeds of Naxal activity,” the officer said.

CRPF has been pitching for getting more choppers to add to the existing fleet of 11 helicopters deployed for anti-Maoist operations by Indian Air Force (IAF) and the Border Security Force (BSF). With the continuous increase in the number of battalions and men in anti-Naxal operations, security forces have been facing a crunch in terms of chopper sorties for helping troops in such terrain which is marked by difficult topography dotted with thick jungles. With the addition of these two choppers, they will get about 30-40 more flying hours.

A pair of new Mi-17-V5 military choppers are also expected to be inducted for these operations by the middle of this year after they arrive from Russia and join the BSF fleet by March. The latest Mi-series helicopters have an on-board weather radar along with state-of-the-art autopilot functions and latest night vision devices, which are not available in the existing Mi-17s. Helicopters are the most important force-multiplier when it comes to providing logistical support to the forces deployed in LWE operations.

With spate of terror attacks in Kashmir Valley, the Central Reserve Police Force (CRPF) is expected to get at least 7,000 AK-47 rifles out of the 39,000 AK-47 rifles procured from Bulgaria for the security forces and state police.

Top official in CRPF have confirmed that 39,000 AK- 47 rifles have been procured from Bulgaria for the reserve police and four other Central Armed Police Force along with 22 state police which will share the pool of the weapons.

Of the 7,000 AK-47 rifles, huge lot will be sent to Jammu and Kashmir where the force is still neck-deep fighting militancy while the rest of the weapons will be sent to fight Naxals and insurgency in the Northeast.

DG CRPF RR Bhatnagar said, "We will soon be getting the procurement of the AKs and we will be sending it to fill vacancies (of weapon) against authorised strength." He, however, confirmed that majority of it will be sent to Kashmir Valley.

With 342 terrorists related violence occurring in trouble-torn Jammu and Kashmir in 2017, at least 80 security personnel's were martyred while 40 civilians lost their lives.

Sources said CRPF will also get a at least 20 sniper rifles. Furthermore, at least 27 light bullet proof vehicles will soon be made available for the forces. While 35 more will be ordered. CRPF has been using vehicles with "Jugaad" bullet-proofing -- a mechanism which consists of putting on a panel, a metal sheet on one side and wood on another side. A concrete mix is poured into the hollow fixing the panel. The troopers than put different shapes and sizes of the panel to the inside and outside of the vehicles to make it bulletproof. But, though considered a quick fix, the weight slows down the vehicle considerably. And is no answer to the proper bullet proof vehicle.


Last 29,000 pieces of this Russian Kalashnikov Automatic rifles were imported by forces like CRPF, BSF and NSG in 2011-2012. This time the procurement was propelled after Union Home Ministry decided to cut-down the red-tapism to procure latest weapons and equipment for the Central Armed Police Forces (CAPFs). The procurement process has been fast-tracked to improve operational efficiency and effectiveness of the CAPFs and continued need for modernisation of the forces. A global tender was floated by the CRPF a year ago. While the weapons order were placed four months ago from a Bulgaria-based company. Sources told India Today, "We are expecting the stock within next three to four months. This will boost the performance."

CRPF, a three lakh force, has been, for some time, planning to reduce the numbers of INSAS rifles in its armoury -- a decision taken after a technical and scientific comparison with the sophisticated AK rifles which have become a preferred weapon of combat.

The Indian Small Arms System (INSAS) rifle has been the primary weapon of the force for many years now and it is even relied upon by the Indian Army for use by its troops in various conflict theatres.

The INSAS, developed by the Ordnance Factories Board (OFB) in late 1980s, was meant as Made in India weapon for the Indian infantry forces, but despite few drawbacks it remained integral to security forces in the country.
