SAAB in the previous negotiation had informed India that it wants to set up a Joint venture with HAL for which it has asked for majority shareholding over 50% making it Major Partner in the Company .

SAAB wants 50+% in a new Jt. Venture Company or wants to buy up majority holding of PSU HAL? That is not clear. Presumably it wants to set up a separate entity together with HAL to make a new aircraft. In that case, SAAB will not have access to Tejas or its future iteration.

50%+ stake in a JV is OK. Why there is a need to question it.
LCA itself will not be produced by this JV, only some components.

It is better that components be made in India, rather than being imported. We shall lose control in case of imports. We need to substitute imported components, as well as redesign some to save space. I think the main requirement is internal EW systems, where HAL needs help. SAAB is the logical partner, as Gripen is almost same size as LCA, and IAF's wishlist more or less mirrors Gripen's capabilities.

HAL also has failed to disclose why it needs SAAB’s Help in the development of Tejas MK-1A and what area of work will be awarded to SAAB in the development of upgraded LCA-Tejas . IAF has asked for over 40 modifications in Tejas MK-1A but many of them can be done in house but it seems deadline for less than 2 years is allowing SAAB to get a favorable deal on its side .

This section clearly speaks how clueless these DDMites are.

For general information, Tejas MK-1A is just IFR installation, rearrangement of avionics and electronics, a podded jammer and an indo isreali AESA MMR.

TKS-3 has almost 10 times wider data bandwith due to new data processors, AESA-based trancievers and data processing/compressing algorythms.
Also TKS-3 can work with newest global war control and digital battlefield systems which increases its network centric capabilities.

There still are old and shady facilities, but they are not key relevant for now or undergo complete rapid reconstruction and technological updates.

The had ToT for all the machinery so now the can make it in Russia,they were preparing for it after the Georgian war so they were well prepared .
