I founded a way to keep IT and engineers in country. At every institution a IT department should be exist. At every institution a engineer should take care of mechanical things. Even police stations. In this the lab would be used for create products also. The start of lab is first maked by state so that fast engineers would be employed. Whit the rule that all over country this labs exists. Look how you can encourage people to make smart kids. You take a sample of people. Large one. Smart people. And see their parents qualities and properties. And calculate wich gene (people combination) give genius,smart,average and idiot kids. Then just promote this as a way for parents that wish to have smart kids. Also i think like this....if you would have a way that the car to be protected to hits you could have cheap metal on it make it cheaper. A high pressured bumper maibe? Sensors that stops car before impact?
