U.S. Considers Supplying Arms to Ukraine Forces, Officials Say

With Russian-backed separatists pressing their attacks in Ukraine, NATO's military commander, Gen. Philip M. Breedlove, now supports providing defensive weapons and equipment to Kiev's beleaguered forces, and an array of administration and military officials appear to be edging toward that position, American officials said Sunday.

Secretary of State John Kerry, who plans to visit Kiev on Thursday, is open to new discussions about providing lethal assistance, as is Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, officials said. Defense Secretary Chuck Hagel, who is leaving his post soon, backs sending defensive weapons to the Ukrainian forces.



But the failure of economic sanctions to dissuade Russia from sending heavy weapons and military personnel to eastern Ukraine is pushing the issue of defensive weapons back into discussion.

"Although our focus remains on pursuing a solution through diplomatic means, we are always evaluating other options that will help create space for a negotiated solution to the crisis," said Bernadette Meehan, a spokeswoman for the National Security Council.

Fueling the broader debate over policy is an independent report to be issued Monday by eight former senior American officials, who urge the United States to send $3 billion in defensive arms and equipment to Ukraine, including anti-armor missiles, reconnaissance drones, armored Humvees and radars that can determine the location of enemy rocket and artillery fire.

In recent weeks, Russia has shipped a large number of heavy weapons to support the separatists' offensive in eastern Ukraine, including T-80 and T-72 tanks, multiple-launch rocket systems, artillery and armored personnel carriers, Western officials say.

Some of the weapons are too sophisticated to be used by hastily trained separatists, a Western official said. NATO officials estimate that about 1,000 Russian military and intelligence personnel are supporting the separatist offensive while Ukrainian officials insist that the number is much higher.

Supported by the Russians, the separatists have captured the airport at Donetsk and are pressing to take Debaltseve, a town that sits aside a critical rail junction.

All told, the separatists have captured 500 square kilometers — about 193 square miles — of additional territory in the past four months, NATO says.

It seems that the Americans are slowly acknowledging that economic sanctions alone are not working against Putin.

If India does not have Western technology - sell electronics.
India makes weapon locating radars and small battlefield radars which are needed most on the battlefield.
India also builds tank optics and tank battle management systems. Many Indian systems are better than Russian counterpart.

Russia has to gobble its pride and buy from India and China.

Let buy. It's not just pride. Russia can't buy one of those military goods that use Western technology. Maybe Indian the best optics in the world, but if it is made by Western technology, the country will be very hard to sell this product in Russia.

This is a Russian jet, but it can't sell to Cuba, because on the island embargo on American technology.

The USA and Europeans are trying to make Putin stop in his aggression against Ukraine (inside sovereign Ukrainian territory). The economic sanctions is a tool in that effort, one which is increasingly seen as ineffective. So proposals are now starting to circulate about lethal aid to Ukraine to make Putin's misadventures in Ukraine more costly in terms of Russian lives (the only thing that appears touchy to Putin).

The Americans and Europeans will not send forces to fight alongside Ukraine. There will be no direct confrontation between them. What might happen is the arming and training of Ukrainian forces so that they can deter Russia enough from directly intervening inside Ukrainian territory.

India and China will supply the electronics and optics. Do not worry. Ukraine thugs are not needed. Russia is already replacing Ukrainian and Western equipment from other sources.
We our self are dependent of Israel for electronics and you are talking about exporting to Russia.

You are generalizing. Dependence in capital goods (machinery) is different from dependence in products.
Anyway you are correct that India may not be in a situation to export. But there is no such restriction on China.

You keep on repeating the same lies over and over again. USA's war against Russia is actually quite old and did not stop with the end of cold war. We are seeing a new phase of USA's war with Russia.

Russia and China are the adversaries left in world domination spree of small clique that actually rules the Western world including USA.

Actually China is equally dependent. Integrated Circuit and intellectual properties are all owned by Western countries. Even advanced software.

IPR does not count for much in war. It depends on the risk/reward ratio.
People don't obey rules in war.

Ultimately it will be just few things that will defeat the Western world. I have made some predictions on some Western discussion boards few year earlier which have all come correct.
My prediction is that USA will lose world war 3. It is better for USA to refrain from it.

Some very misguided people are creating trouble in Ukraine which is converting into a very dangerous situation.
