It's much more complicated than your thought, the recent ban to Huawei by USA forced all the component needs to be USA company free. Which means Huawei can only use components without US brands. But like ARM archtecture, Huawei purchased the lisence then it's legal to develop their own version, since USA big telcom also has to work with Huawei for exchanging the 5G patents.It is impossible that mate 10 doesn't contain any American technology .
May be the parts are manufacturered out of the USa but still those parts would be licensed production only .
Example = Huawei and all the Android smartphones are using chips based on Arm architecture which is a American/ British company .
Most of technologies used in mate 10 would be patented in Usa or friendly nations of USA like Taiwan , Korea , Britain etc .

The sad thing is, Huawei is selling all over the world and has most contract among all competitors.Even after developing advanced 5g technology Huawei would not be able to export it outside china .
The fact is, Huawei has most 5G IP in the world, and even Qualcom and Verizon uses Huawei's IP.
