Chinese president to visit Pakistan, hammer out $46-billion deal

ISLAMABAD: Chinese President Xi Jinping will launch energy and infrastructure projects worth $46 billion on a visit to Pakistan next week as China cements links with its old ally and generates opportunities for firms hit by slack growth at home.

Also being finalised is a long-discussed plan to sell Pakistan eight Chinese submarines. The deal, worth between $4 billion and $5 billion, according to media reports, may be among those signed on the trip.


Xi will visit next Monday and Tuesday, Pakistan's foreign office said.

"China treats us as a friend, an ally, a partner and above all an equal - not how the Americans and others do," said Mushahid Hussain Syed, chairman of the parliament's defence committee.

Pakistan and China often boast of being "iron brothers" and two-way trade grew to $10 billion last year from $4 billion in 2007, Pakistani data shows.

Xi's trip is expected to focus on a Pakistan-China Economic Corridor, a planned $46-billion network of roads, railways and energy projects linking Pakistan's deepwater Gwadar port on the Arabian Sea with China's far-western Xinjiang region.

It would shorten the route for China's energy imports, bypassing the Straits of Malacca between Malaysia and Indonesia, a bottleneck at risk of blockade in wartime.

If the submarine deal is signed, China may also offer Pakistan concessions on building a refuelling and mechanical station in Gwadar, a defence analyst said.

China's own submarines could use the station to extend their range in the Indian Ocean.

"China is thinking in terms of a maritime silk road now, something to connect the Indian Ocean and Pacific Ocean," said a Pakistani defence official, who declined to be identified.

For Pakistan, the corridor is a cheap way to develop its violence-plagued and poverty-stricken Balochistan province, home to Gwadar.

China has promised to invest about $34 billion in energy projects and nearly $12 billion in infrastructure.

Xi is also likely to raise fears that Muslim separatists from Xinjiang are linking up with Pakistani militants, and he could also push for closer efforts for a more stable Afghanistan.

Earlier, the Foreign Office (FO) on Thursday announced that Chinese President Xi Jinping will be visiting Pakistan from April 20 to April 21 on a two-day state visit.

"I can confirm that the Chinese president will be visiting Pakistan from April 20 to 21," FO spokesperson Tasneem Aslam said during a weekly media briefing in Pakistan.

She said a number of Memorandums of Understanding (MoU) and agreements would be signed during Xi's visit to Pakistan.

Pakistan has been looking forward to the Chinese leader's visit for the last ten months, but at least two scheduled visits have been postponed during the period.


The Chinese president was expected to attend the Pakistan Day parade on March 23, according to an earlier plan.

Another visit to Pakistan, in September 2014, had been postponed because of security concerns.

President Xi is expected to address a joint session of parliament on the second day of his visit, which may be summoned by President Mamnoon Hussain as close as a day before the address, a National Assembly secretariat spokesperson had earlier told Dawn. "However, no date has been mentioned by the government," he had said.

Its funny how the Pakistanis change tracks to whoever is ready to finance their troubled country. Gwadar port is under Chinese management. In the past Pakistan had leased Samsi Airbase to UAE and the Americans were using it during the WOT.

Hong Kong-based Pheonix TV quoted Dostain Khan Jamaldini, chairman of the Gwadar Port Authority, was quoted as saying the port can be put into full use by 2015 end because the infrastructure construction is nearly complete.

China has both financed and constructed the port because it opens up a route for transporting Middle East oil by a 3,000-km long land route from Gwadar port to Kashgar, the northwestern Chinese city. Oil from the Middle East could be offloaded at Gwadar and transported to China by rail and road, the TV report said

The deep sea port of Gwadar is located at the mouth of the Persian Gulf, just outside the Strait of Hormuz, which is the gateway for about 20 percent of the world's oil. It is also situated in Pakistan's western province of Balochistan..

"It (the port) will turn the tables... it will really benefit Pakistan and China," Phoenix TV quoted Riaz Mohammad Khan, advisory board member of the Center for International Strategic Studies in Pakistan as saying.

China is building an economic corridor connecting Gwadar to China's Xinjiang via roads, railways and pipelines to transport oil and gas. It will act as a bridge for China's planned Maritime Silk Route meant to link more than 20 countries as part of a trans-Eurasian project.

The Pakis have made the President of PRC visit them and offer them deals to keep them in their good books ... not bad power projection by Pakis !! How many times has Paki leaders visit PRC. Probably will change eventually to be exactly like the North Koreans to go visit PRC (more on that later). If one looks at the deals carefully they seem to imply end-use benefit mostly to PRC and not Pakis (used like agents).

Wait has President of PRC arrived yet what are the dates ...

Also the atmosphere and impression the capital of PRC has on peoples eyes is what PRC thinks makes world leaders make PRC have power (it probably works to some extent) ... There was a time when people used to say Islamabad was a better capital compared to New Delhi ... Also President Clinton once flew in a private jet to touch the ground of Pakis ... The PRC leaders must be thinking there is video conference technology these days . I am sure the leaders of PRC already acknowledge the inferior interlocutor interchange that happens with Pakis ... toleration is another aspect ...

The Pakis ought to give a history lesson to PRC every-time they meet:

How Pakis in late 1960s made PRC the economic power house they are. Later this was compounded by the Anti-India behavior. Some have said Pakis gave nuclear power plant designs to PRC (when they had issues). There is also the sharing of military knowledge to make PRC weapon system better by the Pakis. Such moves develop dues and perpetuation in fees. Such dues and fees bring in other terms like payment and commission and also more appropriate portraits of Paki leaders in all important buildings of PRC. The Pakis have been significant in PRC recent development. There are (growing number of) Pakis that are smarting themselves to question if they want to be a North Korea and seeing through the PRC signature moves and not significantly acknowledging Pakis role in PRC recent development ... The Pakis have made many mistakes ... but will they question PRC motives and execution of development in other countries ever ... will it show Pakis are worthy of their Islamic Nuke status ... will it show Pakis are going down the same road of North Korea ... will Pakis demand that their capital is better compared to PRC capital and the visits ought to be the other way around

these all are paki sources, are there any chinese sources confirming such huge deals. every time paki exaggerate things and when these deals dont come into light, they get to eat their own shoes,

This news has been published in many newspapers and although the reality of these chinese "deals" is known to everybody their PR factory is doing a good job of it.

Gwadar is a strategic asset for China. Once CPEC (China Pakistan Economic Corridor) project completes, China's will get a secure energy and trade route. Our leaders never tried to recapture Gilgit Baltistan and the outcome is beforehand.

Heard such big figures from acorss the spectrum on Chinese Investments in different countries. But in almost all cases the realised investment in each country is much lower than whats flashed in the media.

The Chinese and Pakistani officials are talking about Beijing's generosity in providing assistance exceeding $46 billion to Pakistan. But 80% of the funds flowing into Pakistan are meant for building power stations, which will be owned and operated by Chinese companies, sources said.

Pakistani media reported that the country's planning and development minister Ahsan Iqbal said at a seminar in Islamabad that a major chunk of $35-37 billion would go into independent power projects run by Chinese companies. Only $8-9 billion will be given as concessional loans for infrastructure projects, he said.

So the money will flow back into the Chinese companies because the Pakistani government is contract bound to buyback all the electricity produced.
"An important purpose of the Silk Road programme is to obtain overseas business for Chinese companies. But state craft lies in showing business as assistance, and China is doing a great job of it," a Beijing-based diplomat of a western country told TOI.

Chinese whispers

Numbers can be obscure and complicated, but sometimes they tell a tale of their own. So, with fair warning, chew on these figures a minute: $5.4 billion, $3.7bn, $2.1bn, $1.6bn, $820 million, $1.4bn, $1.6bn and $710m.

That's the Foreign Direct Investment in Pakistan for each fiscal year from 2007-08 to the first nine months of 2014-15. Not very impressive, is it?

Peak FDI was $5.4bn in 2007-08, the year after the highest GDP growth rate of the Musharraf era of roughly 7pc.

In the first nine months of this fiscal year, FDI (basically, foreigners setting up or buying businesses inside Pakistan) from every country of the world, including China, was $710m.

Now, compare that to the figure you're going to be hearing a lot this week: $46bn.

The Chinese are coming and President Xi is bringing $46bn worth of surprises with him. $46bn is three times the total FDI Pakistan has received from every country in the world put together over the past eight years combined.

$46bn has so many zeroes in it that it would put Nawaz's bank account to shame. $46bn is so big the PML-N owes the PTI an apology.

For the last time Xi was visiting, back in September, in the midst of the dharna, he was bringing just $34bn with him. Fast forward seven months and Xi's bag of goodies has grown by $12bn. Thanks, Imran!

$46bn also means, if you're not an N-Leaguer tripping over himself to flog that eye-watering sum, some hard questions need to be asked.

So, let's start with Turkey. Remember that distant past, some seven years ago, when Punjab was in love with Turkey?

Turkey was the solution to Punjab's problems and soon there would be so many Turkish people in Punjab and so many Turkish liras sloshing around that you'd think Lahore had become a part of Istanbul's old quarters. All courtesy the N-League.

But a funny thing happened: nothing. No Turkish people, no Turkish liras, no turning Punjab into a sea of red and white. The PML-N's economic love affair with Turkey proved such a non-event that you may struggle to remember the frothy nonsense the N-League spouted mere years ago.

Nope, all we got were Turkish soaps.

(If you really want to know the net FDI position, Turkish investors have withdrawn $3.2m from Pakistan this year.)

Is China the N-League's new Turkey?

The N-League would offer two ripostes. One, Zardari wooed the Chinese too, travelling there so frequently while president that the Chinese ran out of things to show him and places to host him in. Two, the Xi ascension in 2013 marked a shift in Chinese emphasis under the new regime.

Basically, on Zardari, the argument is that he tried but failed because he had no plan or focus, asking the Chinese for investments in anything and everything. There was also the, um, Zardari angle: potential Chinese investors would be approached by middlemen claiming to speak on Zardari's behalf and looking for a slice of any deal.

The PML-N's approach is more focused and refined, with the bulk of investments sought in energy and infrastructure and maybe a couple of other sectors thrown in. As for Xi and his team, far west China and its neighbours figure more in their economic, political and regional plans than the team running China the decade before.

Pair 'more focused' here with 'more interested' there, and ka-ching. A $46bn jackpot. A veritable yellow brick road of trade, electricity and prosperity running the length of the country. All aboard.

But hang on. There's no real reason to believe any of it. Let's roam that would-be corridor a bit.

Start with Gwadar. There is an insurgency in Balochistan. The one that the army chief vowed to crush this week. The same one that a two-term army chief and a military dictator were unable to tamp down.

The very same one that has rendered the province into a giant no-go area for over a decade. Anyone thinks twice before travelling to Quetta. No one ever thinks of travelling south of Quetta.

But from there is to rise the phoenix of Better Pakistan. Because, y'know, it's always economy before security. And because, y'know, we've got a winning strategy to pacify the Baloch.

Oh, right. They're going to change the route, raise a special protection force and Gwadar will be more fortified than GHQ. Which is exactly what every great trading corridor in the world looks like. Or not.

A Punjab-dominated centre creating an economic corridor from Gwadar, through some part of Balochistan and, eventually, to the border with China? That would be like the Northern Alliance in Afghanistan trying to set up a trading hub in Kandahar to service Mazar-i-Sharif.

Try electricity on for size. The Chinese are apparently aching to pump mega dollars and megawatts into the energy sector here. So much money that we can forget the 'i' in IPP and start calling them CPPs instead.

Here's a funny story though. The N-League has been at it for a while. Dreaming up stuff like coal-fired power plants laid out like a string of black pearls across Pakistan. Imported, exported, coal-ported. But stuff keeps happening to that dream. Over and over again.

Like the Chinese balking, the numbers not adding up, the investor demands piling up and the logistics falling apart. And the naughty little rumour that much of it is designed to benefit the Sharif cronies — something that, again according to naughty rumour, has got the Chinese quite skittish.

Turns out when a desperate braggart meets a shrewd rich guy, the desperate braggart usually doesn't get what he wants. Who knew.

So, if even a few of those already hyped billions ever materialise, be pretty sure they will be flowing from the desperate braggart — that would be us — to the shrewd rich guy — that would be the Chinese.

Oh, and every time you hear $46bn this week, do yourself a favour and think of $710m, the wretched sum Pakistan has attracted from investors in every country of the world combined over the past nine months.

These jahils (fanatic illiterates) think China is there to protect Pakistan from India. They thought the same when were sleeping in bed with USA but lost all the wars including East Pakistan in the hands of India. The last one was Kargil when USA slapped the current PM with back hand and sent him back to be manhandled by Pakistan army.

Today there is no single discussion on this new China model of trade in Pakistan. The free trade with China has never been factored into their bad shape of economy; which is sustaining itself on export of goods to Europe et al and remittances they receive from overseas Pakistanis.

The so called Pakistani experts are mum or are overrun by motor mouth establishment pups who have hijacked any intelligent discourse for sake of some superfluous notion of seeing the larger interest of security and strategic needs of Pakistan; eventually catering their animosity with India.

A nation who is scared of its own isolation because of the sins she has been committing, such compliance with the evil is always expected.

At times an apologetic logic is served by few Pakistanis who pretend to be more realistic than rest of the crowd that eventually we get the infrastructure on our land, but a true economy goes through its natural evolution of intrinsic growth guided by principle of supply and demand.

It will be interesting to see in the long run whether this synthetic growth which is there to cater China's need for raw material and job for their own population is going to benefit Pakistan that one day it will become a powerful nation capable enough to snatch back Kashmir from India.

Or it will remain a minion terrorist state at the disposal of highest bidder like USA, China, SA, or may be Russia who are never going suggest it (Pakistan) to mess with India at their expense :lol:.
