BBC News - Chinese firm in illegal nuclear exports to Pakistan

A Chinese government-linked company has pleaded guilty to illegally exporting high-performance coatings from the US to a nuclear power plant in Pakistan.

China Nuclear Industry Huaxing Construction was fined $3m (£1.9m), the US Department of Justice said.

The US has restricted nuclear-related exports to Pakistan since the country's detonation of a nuclear device in 1998.

It marks the first time a Chinese company has admitted guilt in a US criminal export case.

Nanjing-based Huaxing admitted to charges that it conspired to ship the epoxy coating through China to Pakistan's Chashma II Nuclear Power Plant in 2006 and 2007.

Huaxing was building the site as part of a nuclear cooperation pact signed between Pakistan and China.

A Chinese subsidiary of the company that made the coating, PPG Industries, pleaded guilty in the same investigation in 2010.

China is a rouge nation who doesn't deserve to be sharing any platforms with rest of the civilized world.

These functionally (pretentious) ignorant/innocent Chinese have been lying and misleading to world on every possible space and forum on their nuclear proliferation to Pakistan.

Like I have said it before, it is these Chimos who have made Pakistan the impulsive monster we know since 1965.

If one closely watch Pakistani policy makers and others who have been taking decision in many capacities; for them civil nuclear reactors means more nuclear bombs. They can not see any other use of their nuclear investments, if they at times claim otherwise its just a white lie.

China is a so called signatory of NTP so she can have access to dual use component from member nations.

LHS=RHS
Hence Proved....

But as @sesha_maruthi27 said, What was the purpose of the coating? This is more important question.
No its not that important for posters to know. If you are asking because of sheer curiosity of knowing how things work then no one here is a nuclear physicist to tell you about its exact use. But if you are trying to rule out whether it was an important technology making or not making significant difference to Pakistan's capabilities then you must read how Pakistan built its nuclear weapon program from the scratch by smuggling small components in years and months.

Then there is larger question mark on NTP regime's resolve on restricting rouge nation to have more improvised technologies.

BTW epoxy resins and paints are special materials can be used as non metallic components, can be moulded into different high strength shapes, fibres and coating to act as thermo resistant materials/insulators etc.

Building nuclear reactors is as complex as making an engine for a fighter plane, if NTP regime wants to have the monopoly on these technologies to make world a safer place (as they say) or for simply for their capitalist money making agenda then they should ASAP clip wings of China who for its strategic schizophrenia giving nuclear technology she is privy to (being a NTP member) to Pakistan.
