Most of East Asia and Europe I think. I know they prefer curvier, heavier women in Africa and South Asia.

Part of it has to do with the prevailing body type in China. We tend to be thin for the most part. And tall and long, especially in the northern parts of the country. So for most young women in China and East Asia they accentuate the waist instead of the breasts:
