Even if China can't offload any oil there, China could certainly use it as a staging point for a heavy contingent of submarines - subs, that in a time of war, could be loosed to raid Indian shipping in the IOR at will.

The assumption is that Russia and Kazakhistan are vassal state which will jump to Chinese bidding and ramp up their exports to China would be too far fetched.

When was the last time you heard of a Chinese Kilo on patrol? They are a none factor since they won't submit to the stipulation of overhauling them in Russia. They have torn two of them apart for reverse engineering.
