China ups defence budget by 15%



China is adding $9.1 billion to its military budget bringing the total outlay for 2009 to $70.2 billion. This is far ahead of India's
defence outlay of $20.6 billion for 2008-09.

Announcing the 14.9% increase in defence spending, Li Zhaoxing, the spokesman for China's parliament, said it was not aimed against any country and the is entirely for peaceful purposes. "There is no such thing as hidden military expenditure in China," Li, who was the country's foreign minister till 2007, said. China has been reporting its defence spending to the United Nations since 2007, he pointed out.

China has for long been criticised by the United States and Japan for not disclosing a lot of military spending while continuing with an extensive program of capacity building. "China's limited military powers will be solely used for the purpose of safeguarding its sovereignty and territorial integrity," he said. "This will not pose a threat to any country".

Defence expenditure now accounts for 6.3% of the government's budget and 1.41% of the country's gross national product, he said. This is much less as compared to the spending in several countries. It is 4% for the US and 2% for the UK and France, he said.

The additional spending will mainly be used to meet recent increases on salaries and amenities of the armed forces, he said.

What they dont say is that their defense spending is actually a much higher percentage of their GDP...maybe as much as like 4-5%

UPDATE 2-China defence budget to grow 'modest' 14.9 percent

BEIJING, March 4 (Reuters) - China's official military budget for 2009 will rise 14.9 percent on last year, an official said on Wednesday, defending the boost as a modest one to help improve equipment and conditions, and guard social stability.

Parliamentary spokesman Li Zhaoxing said the increase would bring the defence budget for the year to 480.7 billion yuan ($70.24 billion), up 62.5 billion yuan on 2008.

He said the People's Liberation Army's latest double-digit budget rise would mainly go towards raising conditions and high-tech ability, and 'enhancing the military's emergency response capabilities in disaster relief, fighting terrorism, maintaining stability and other non-warfare military operations'.

Defence spending will be 6.3 percent of the overall national budget, Li, a former foreign minister, told a news conference a day before the national parliament opens its annual session.

'Compared to previous years, this is a modest fall in the proportion,' he said. 'China's limited military strength is to protect national sovereignty and territorial integrity and would not threaten any country.'

Beijing's projected rise in military spending is lower than in 2008, when the PLA budget rose 17.6 percent on 2007.

Since there is no transparency and no true way of knowing Chinese can say any number and nobody would know for sure when they are reverse engineering or stealling a lot of their technology where is the money going? Total BS.

yeah I think the DOD put their figures at around 4-5% of their total GDP and if I remember right, Taiwan, japan and S.Korea claimed that it could be a lot more..maybe even upwards of 6%.

where is it going? if DRDO is able to innovate with their budget why haven't Chinese invented one new weapon with their higher budget?

well they have made some advances...MIRV capable ICBM's...the ICBM's and the nuclear subs. However, I think most of their defense budget goes towards bribing officials for classified documents and paying off people to look the other way. I mean look at their "future plans"...their new Stealth fighter looks like a spitting image of the F-22 and wasn't there a report a few weeks ago of how they copied the su-27 and hoped no one would catch them!!
