Breaking on times now,

China has been violating Indian airspace with UAVs, Helos an also Fighter jets.

It is citing an intel source and says IB has submitted a report to the government.

It also says that the PLA incursions are now headed by senior officers in the PLA.

The report on tv talked about a new road that has come up.
Main thing, intel guys are saying that high ranking officers are the ones intruding into our land.

The report said that the UAVs and helos have stayed for upto 25 minutes to photograph Indian positions and assets.

UPA ignoring Chinese violation of airspace, says Dhumal

Himachal Pradesh Chief Minister Prem Kumar Dhumal on Thursday took exception to the alleged violation of airspace by Chinese helicopters recently and accused the UPA Government for not taking serious notice of Chinese interference along the Tibet border cautioning that ignoring these "warning signals" could land the country into serious trouble.

"China is sometimes violating the airspace, objecting to road constructions in Leh, building ultramodern airfields in Tibet and extending the railway line till Tibet border," but the Government is conveniently ignoring these warnings, the Chief Minister said. He was replying to a calling attention motion in the State Assembly on "violation of Indian airspace by two Chinese helicopters along Himachal border".

Airspace violations by Chinese choppers rocked the State Assembly after MLA Ramlal Markanda of Lahaul and Spiti raised the issue suo motu asking Chief Minister Prem Kumar Dhumal to intervene.

Markanda said that Chinese helicopters were spotted in tribal areas of Spiti and Kaurik sector of Kinnaur district by some locals and ITBP personnel on March 16, second such incident in the past four months and urged the CM that since it is a matter of national security the matter should be taken up at the highest level.

Dhumal informed the house that recently a delegation of senior officials of Indian Air Force had met him and requested him to provide them land to set up a radar base in two locations to check such airspace violations and State Government has allotted the land.

Dhumal said that it is a matter of serious concern and he has taken up the issue around four times with the Prime Minister but till now, no concrete steps have being taken. "We will take up the recent violation of airspace with Prime Minister soon," said Dhumal in the House.

He said that Chinese has actually surrounded the country from POK side where presence of People's Liberation Army (PLA) is being reported at Shigastay in Tibet Autonomous region China, where they have built an airstrip for military purpose close to the Indian border and even near Rajasthan border.

Dhumal added that it hardly takes fifteen minutes to cross to Pakistan from China over Himachal Pradesh and most of the Chinese planes are with Pakistan Air Force and it is very difficult to identify whose plane violated the airspace.

"The Chinese have been frequently violating the airspace and creating unnecessary ruckus over Prime Minister's Arunachal Pradesh visit, Dalai Lama's movement, but still the Union Government seems to be sleeping and no concrete action has been taken on such a serious issue of national security," Dhumal said.

Markanda said that anIAF radar has been set up at Kasauli in Himachal Pradesh which detects the airspace violations and informs the authorities at Ambala airbase, and it takes two-and-a-half hour for any IAF chopper to reach Spiti or Kinnaur from airbase. "We are demanding the shifting of radars in Rampur but still nothing has been done," Markanda said.

"There have been reports about China strengthening the infrastructure on its side of the border and it has even installed missiles that could target any Indian city and Tibet," Dhumal said.

Citing "violations" of Indian air space by China, Himachal Pradesh Chief Minister Prem Kumar Dhumal today asked the Centre to provide it assistance for putting in place adequate infrastructure in border areas.

"Our state touches the China border. China is doing air (space) violations," Dhumal told reporters in New Delhi while seeking more Central assistance for development of Himachal's border areas along China.

"There is a need to develop road in the border areas. I visited some border areas in my state and witnessed that China has developed fantastic roads in its border areas. We need to emulate them. The state cannot do it from its own resources. The Centre should provide assistance for this," he added.

Dhumal also called for setting up of an international airport and laying of more rail lines in the state.

When asked whether the state has sent any proposal in this regard, he said, "We have sent many proposals particularly for an international airport in the state, it will be good if those are accepted."

Expressing concerns over the poor infrastructure facilities in the state, he said, "There is no good international airport in the state. Only 44 km rail line has been added to the network in the state in the past 65 years after Independence."

"We need more fund allocation from the Centre for the roads, which are lifelines," Dhumal added.


Dhumal was in New Delhi to discuss the state's annual Plan for the 2012-13 with Planning Commission Deputy Chairman Montek Singh Ahluwalia at Yojana Bhawan.

The Commission approved an outlay of Rs 3,700 crore for the state for next fiscal, which is 12.12 per cent higher than 2011-12.

DHARAMSHALA, March 23: Even as China carried out a massive first-of-its-kind live-fire air attack drill on the Tibetan plateau, Indian officials are confirming reports about Chinese helicopters violating Indian airspace along the international border.

The government of Himachal Pradesh, a north Indian state which shares border with China occupied Tibet, yesterday confirmed reports about Chinese helicopters violating Indian airspace along the international border near high-altitude Kaurik and Lapcha areas on March 16. This was the second incidence of airspace violation in the last two months.

Speaking in the state assembly, located just over 300 kms from the international boundary, Himachal Chief Minister PK Dhumal cautioned the central government that ignoring these "warning signals" could land the country into serious trouble.

"China is sometime violating the air space, objecting to road constructions in Leh, building ultramodern air fields in Tibet and extending the railway line up to Tibet border" but the Indian government was conveniently ignoring these warnings, chief minister of the state which hosts the exile Tibetan headquarters said.

"We could not perceive the Chinese threat in 1962 as we were enamoured by 'Hindi- Chini, Bhai Bhai' and now again, China is strengthening its borders and we must take it seriously," he said.

Drawing from intelligence reports, the chief minister took note of China strengthening its infrastructure on its side of the border and installing missiles that could target "any Indian city" in Tibet.

"I have apprised the government of India in this regard a number of times and requested them to strengthen the infrastructure along the Indian border and take necessary measures to safeguard the state," Dhumal said.

There have been reports of China strengthening its military infrastructure along the border areas close to Shipki la, a border post for trade along the Indo-Tibet border in Himachal Pradesh.

"I have raised the issue with Prime Minister Dr Manmohan Singh and also at other levels about China's growing activities, including building airfields and extending railway lines in the Tibet region. It's quite regrettable that the government hasn't given due credence to these warnings,'' Dhumal added.

Taking at jab at China's constant whining on infrastructural activities across the border and the movements of the Dalai Lama, Dhumal said China's own activities were "creating serious problems."

"China has complained and objected to anything being done by India on the border. It opposed Prime Minister Manmohan Singh's visit to Arunachal Pradesh, movements of exiled Tibetan spiritual leader Dalai Lama within India and the construction of a road at Leh. But China's own activities have started creating serious problems," Dhumal said.

The Himachal Pradesh government has expressed anger and fear over the reported entry of two Chinese helicopters into India's airspace in the hill state's high-altitude Lahaul & Spiti tribal region that borders Tibet.

The matter was raised in the state Assembly yesterday by Lahaul & Spiti legislator Ram Lal Markandey on the basis of media reports .

To this, chief minister P K Dhumal said he had feared such incidents, and had often been warning New Delhi about China's intentions. He said he was surprised why Beijing accused India of space violations, which was not the case.

"It is China which gets upset for no reason when our prime minister visits Arunachal Pradesh and also when the Dalai Lama moves within India," Dhumal told the House.

He spoke about China installing missiles in Tibet that are capable of hitting major Indian cities. He raised concern about the neighbour's growing defence-related activities close to the border.

"I have told the Centre to strengthen our side of the border as well. I have raised this issue with the prime minister," he said.

The Himachal Pradesh government today confirmed reports about Chinese helicopters violating Indian airspace along the international border near high-altitude Kaurik and Lapcha areas.

Chinese helicopters were spotted over the Kinnaur and Lahaul-Spiti districts a few days ago.

Alarmed over the incident – second in past two months, Himachal Pradesh Chief Minister Prem Kumar Dhumal said the Centre was sounded about airspace violations by two Chinese helicopters, which were spotted on March 16 by the Indo Tibetan Border Police (ITBP) personnel and also locals. The choppers entered airspace over Lahaul-Spiti district and stayed for almost 10 to 12 minutes.

Dhumal, who spoke in the state Assembly over the issue slammed the Centre for ignoring warning signals on the issue.

"I have raised the issue with Prime Minister Dr Manmohan Singh and also at other levels about China's growing activities, including building airfields and extending railway lines in the Tibet region. It's quite regrettable that the government hasn't given due credence to these warnings,,'' he said.

Dhumal said: "China has been complained and objected to anything being done by India on the border. It opposed Prime Minister Manmohan Singh's visit to Arunachal Pradesh, movements of exiled Tibetan spiritual leader Dalai Lama within India and the construction of a road at Leh. Dhumal said Indian Air Force officers had recently met him and briefed him about Chinese activity on Himachal Pradesh border. ''The government has allocated land to the Indian Air Force to instal a radar for monitoring the airspace. We will do if more is needed. But the Centre should act now and sanction the Manali-Leh railway line for which I have lobbied since 2009,'' Dhumal said.

SHIMLA: Himachal chief minister P K Dhumal today accused the UPA government for not taking a serious notice of Chinese interference along the Tibet border and cautioned that ignoring these "warning signals" could land the country into serious trouble.

"China is sometime violating the airspace, objecting to road constructions in Leh, building ultramodern airfields in Tibet and extending the railway line upto Tibet border" but the Indian government was conveniently ignoring these warnings, the BJP chief minister said.

He was replying to a calling attention motion in the state Assembly on "violation of Indian airspace by two Chinese helicopters along Himachal border".

"We could not perceive the Chinese threat in 1962 as we were enamoured by 'Hindi- Chini, Bhai Bhai' and now again, China is strengthening its borders and we must take it seriously," he said.

Attacking China for violation of Indian airspace over Himachal border, Dhumal said that the government has allocated a piece of land to the Indian Air Force (IAF) for installation of a radar to monitor the air space.

"The IAF approached the government and a land has been provided to it," he said.

The calling attention was moved by BJP member Ram Lal Markandey, who cited news reports regarding intrusion of two Chinese helicopters into Indian Airspace.

The helicopters were spotted by the Indo-Tibetan Border Police (ITBP) on March 16 over Kaurik, close to the international border, about 330 km from state capital Shimla in tribal Spiti Valley.

China has been complaining and objecting to anything being done by India on the border and even opposed visit of Prime Minister Manmohan Singh to Arunachal Pradesh and movement of exiled Tibetan spiritual leader the Dalai Lama even within India, Dhumal said.

"There have been reports about China strengthening the infrastructure being created by China on its side of the border and even China has installed missiles that could target any Indian city in Tibet .

"I have apprised the government of India in this regard a number of times and requested them to strengthen the infrastructure along the Indian border and take necessary measures to safeguard the state," Dhumal said.

He said even Chinese aircraft, after intruding into Indian airspace from Himachal from one side, cross Indian border within 15-20 minutes and land in Pakistan and described it as a serious issue and needs attention of Union government.

Choppers from China violate Indian airspace

In second of its kind incident in four months, two Chinese helicopters reportedly violated Indian air space along the international border in Kaurik sector in tribal Kinnaur district of Himachal Pradesh.

Indo Tibetan Border Police (ITBP), that guards the international border, has sent a report of the incident to ministry of home affairs. "Two Chinese helicopters flew into India side report has been sent to ministry of home affairs (MHA)", ITBP deputy inspector general PS Papta told Hindustan Times.

Chinese helicopters were reportedly spotted in the Indian territory on March 16, 2012. The ITBP men patrolling their areas spotted the helicopters with help of binoculars. However, the military and the Indo Tibetan Border Police personnel could not trace any tale signs left by the Chinese helicopters.

Two Chinese helicopters have been seen flying over Kaurik last point on Hindustan-Tibet Road. The helicopters had entered seven kilometers inside Indian boundary before they flew back.

Chinese helicopters hovered over Indian Territory for more than 15 minutes. "It is for sure that the helicopters came into Indian Territory for two reasons. One could be that pilots must have lost their way and unknowing crossed into the Indian side. Other possibility is helicopters deliberately crossed into Indian Territory to recce the area," said an army official.

This is second incident of air space violation. First incident of air space violation came in to light four months back. Local villagers had spotted two Chinese jet fighters flying over their village. The incident of air space violation at that time too had been reported to ministry of home affairs.

Local administration in Kinnaur denied having any knowledge about it. "We are not aware of any air space violation in our area", additional district magistrate (Pooh) Sanjeev Sharma said.

Shigatse, in China, controlled Tibetan autonomous Region is the closest air base to Indian border. Airport in Shigatse is being dually used for army and civilian flights is nearly 100 kilometers away from Kaurik in Kinnaur.

There have been reports that Chinese have strengthened the military infrastructure along the border areas close to Shipki - main trading centers. Himachal Pradesh government has repeatedly been pleading to the Centre to construct a rail link to connect via Manali to Leh to cover the strategic needs

If our netas and babus have time from saving their chairs, making their money, catering to coalition compulsions etc, we may say they'd take that time to rest and not do anything at all.
