April 22 2010 (Hamsayeh.Net) - China issued own nuclear weapons doctrine following similar announcements by Russia and the United States recently.

China's new nuclear doctrine published in an official commentary by the Liberation Army Daily newspaper on Thursday, emphasizes a limited nuclear force in the form of a 'second strike' in order to deter foes from using nuclear weapons against it.

'The most basic feature of China's nuclear strategy, in a nutshell, is to be a deterrent but present no threat,' retired People's Liberation Army Major General Xu Guagyu wrote in the commentary.

'China resolutely adheres to a defensive nuclear strategy, and has always adhered to a policy that it will never be the first to use nuclear weapons at any time and under any circumstances,' he wrote. 'The purpose of China's nuclear deterrent would be to avoid a nuclear arms race,' added Xu Guagyu.

If I remember correctly, It's 20 some years AFTER China, we also declared our 'no first use' policy.

China and India cannot go for a first use, they don't have enough stockpile to deter if they go for a first use anyway. OOE had a very good thread on this.

They have some mighty capable forces. And every country has enough nukes... trust me ;)
(the problem comes in the capacity to 'deliver' them correctly)

Also, the Chinese aren't stupid like the American politicians. Remember Obama making himself a fool in front of all the other leaders? That remark that America is, and will be the world's super power and it's America's job to ensure peace in the world.

Any country that adopts the Nuclear No First use policy is smart.
Why?
Because that's one step closer in making sure the world doesn't end.

Now, if AMERICA would stop ranting about the NPT and either dismantle it's nuclear arsenal (since it cares about the world so much) or adopt a strict NO FIRST USE policy.

seems like future testing of MIRV enabled Agni-5 has started to pay dividends.

They have capable conventional forces, but they don't have enough stockpile to neutralize all nuclear powers. So, China cannot use nukes first, because then it will be vulnerable to complete annihilation, since it has more than one potential enemy. Same goes for India.

That is all well and good, but I'd like India and China to make those statements when they've stockpiled 5000 warheads. For now however, they are forced to use NFU because of their limited stockpile.

When did Obama say that its USA is and will be the only capable superpower? I don't think he'd make irresponsible statements like that. If anything, he bends over backwards to other world leaders to ensure peace.

Credit to OOE for explaining NFU and why its the only posture available for nascent nuclear powers.

China does not have a first use arsenel like the US and Russia. Even the brits and french dont. Its all a deterrent arsenel. So nothing surprising in this.

Also lets break down the adversaries of China. Against the US and Russia it stands no chance. They will face mighty destruction. Against india they already have a first strike policy via their proxy Pakistan. So they dont have to bother too much. In fact China had no nukes deployed against india as it was better for them to arm the Pakistanis.
