China has officially ignored UNCLOS/ITLOS, because UNCLOS has exceeded its jurisdiction. China never agreed to sign up for binding arbitration.

Thus, China is establishing a maritime judicial center for South China Sea affairs. If you have a complaint, you can file at the Chinese court. Only the Chinese court has jurisdiction over the South China Sea islands and maritime territory (which has been part of China for 2,000 years).
