Yes, China should, but will it?. That's the real geo-strategic politics for you. Shouting from the rooftops is not going to change the realities at the ground level.

The Chinese have always used deception in war, and the current situation is no exception. We will see many such announcements of China not being threat to India, while the Chinese prepare to take over Arunachal Pradesh.
In 1962 the Chinese soldiers would announce "Hindi Chini Bhai Bhai" to Indian soldiers right before the Chinese invasion in which they killed the same Indian soldiers.
