China would probably use it against a capital ship. A large naval vessel usually travels at a top speed of 30 knots or 35 miles per hour. A cruise missile with a modern computer processor shouldn't have any trouble targeting a capital ship (e.g. destroyer or carrier).

Also, you already know China's FN-6 MANPADS have been shooting down helicopters in Syria. This demonstrates the effectiveness of China's missile sensor technology. Since a helicopter flies much faster than a moving ship, Chinese missile sensors should be able to easily target and lock onto a moving ship.

Finally, Chinese CH-4 UAVs fire missiles that can strike fast-moving vehicles. Since a capital ship is 1,000 feet long and a truck is 20 feet in length, it should be a simple matter for a Chinese missile sensor to hit a very large moving naval ship.
