The Chinese are quite vocal in making claims. This is a function of how their society is set up.

However a country with population of 1.3 billion cannot live without commerce. Chinese cannot pick up a fight with everybody else just due to economy and practicality.

I would argue that China needs India if China wishes to have a predominant place in Asia.

Will go ahead with construction of roads in Arunachal: Centre - The Times of India
Stating India will go ahead with construction of roads in Arunachal Pradesh along China border, Union minister Kiren Rijiju on Friday said the country has freedom to carry out development works inside its own territory and other nations should not object to it.

"We have to develop our territories, especially those areas which are neglected for too long time. We are going to develop our own region," the Union Minister of State for Home told reporters on the sidelines of Infrastructure Conclave by industry chamber PHDCCI here.

He was responding to a query on China's objection to India's plans to develop border road network in Arunachal Pradesh.

"We are not venturing into others territory. Whatever we are doing it is our territory. It is our domain. We have freedom to do (anything) inside our territory. Other countries should not have any objection when we are not doing anything harmful to them," Rijiju said.

He said India is not doing or not planning to do anything that will challenge any country.

"We are not doing anything which is adverse to the interest of our neighbours. Whatever is being done, it is for our own people and for the connectivity of our own people living in border areas," he said.

Union Home Minister Rajnath Singh yesterday had sent a strong message to China and asserted that no one can warn India.

China had sharply reacted to India's plans to construct a road network along McMahon line from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh to match China's infrastructure development.

PMO to deal with threats from China

New Delhi: The Prime Minister's Office has taken complete charge to deal with the increasing threat from China, particularly in wake of the repeated instances of incursions, and is working on a comprehensive blueprint in close co-ordination with key ministries for this purpose.

Highly placed government sources said that Prime Minister Narendra Modi has directed his principal secretary Nripendra Mishra and national security advisor Ajit Doval to ensure that the government has a foolproof strategy to counter China's increasing transgressions into Indian territory.

The PMO has already set the ball rolling in this direction by involving various security and intelligence agencies and important ministries like home, defence, tourism, surface transport, railways, health etc.

Sources said as part of its strategy to deal with China the government plans to set up more villages close to the Line of Actual Control as well as the international border right from Ladakh to Arunachal.

These villages will be equipped with all infrastructure facilities including health, education, water, good roads, business enterprises like shops and hotels, security check posts etc.

The government will develop these villages into places of tourists interests also so that they can attract "more foot fall particularly from Indian tourists" and will encourage hotels, restaurants and shops to come up in the areas close to border in a big way.

According to intelligence reports available with the government, Chinese troops take advantage of the fact that most of the land close to the LAC and the border is uninhabited so the government has major development plans for these regions.

"We need to work on a two pronged strategy to counter the Chinese threat. First is the security aspect. But what is equally important is development of the region by ensuring more Indians settles in these parts of the country. So in the months ahead we will focus more on this because there is a view that increased presence of Indian nationals close to the border will act as a deterrent," a senior government functionary said.

India and China are likely to hold the next edition of their joint military exercises "Hand-in-Hand" in Pune from November 3 to 14 in 2014.

The two countries have already discussed the modalities of holding the joint military exercises, which were first started in 2007, sources said.

Itanagar: To match China's road infrastructure across the McMohan Line, India is planning to construct a road along the international boundary from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh, Union minister of state for home affairs Kiren Rijiju said on Tuesday. "The road has also been planned considering the large-scale migration of people from border areas and the need to push them back by creating all basic amenities to make them comfortable," Rijiju told reporters here. He said the proposed 2,000-km long road which is still in the conceptual stage, would not only be beneficial from the security point of view but would also accelerate border area development, one of the priority areas of the National Democratic Alliance (NDA) government at the Centre. "The construction of the road will be a huge challenge considering the rough and hostile terrain mostly snow-fed through which it would pass and will be the biggest single infrastructure project in the history of India with an estimated cost of over Rs40,000 crore," he said. Rijiju, who is looking after border area management in the home ministry, said that Union minister of road, transport & highways Nitin Gadkari had entrusted him with the responsibility to look after road projects in the northeastern states except Assam. "I am proposing to undertake this road along with another in the foothill areas of the state from Bhairab Kund, the tri-junction of Bhutan, Assam and Arunachal to Ruksin in East Siang district which will serve as an industrial corridor for the people residing in the foothill areas of the state," he said

China today warned India against taking any action that may "complicate or exaggerate" the boundary issue after India announced plans to build 54 new border posts in Arunachal Pradesh on October 24.

China's position on the boundary question is consistent and clear, said Chinese Foreign Ministry spokesperson Hua Chunying in an e-mail response to the news agency Press Trust of India. China, he said, was committed to finding a solution "through friendly negotiation as soon as possible" and working together to safeguard peace and tranquility.

But "pending the final settlement of the boundary question, we hope the Indian side could refrain from taking any action that may complicate or exaggerate the question," Mr Hua said.

On October 15, China had objected to India's plans to build a 2000-km road along the border in Arunachal Pradesh. The road from Mago-Thingbu in Tawang to Vijaynagar in Changlang district is meant to match China's infrastructure development.

"Before the border problem is solved, we hope the Indian side will not take any action that could further complicate the relevant issue," Chinese Foreign Ministry Spokesman Hong Lei had said.

"We should jointly safeguard the peace and tranquility of the border area and create favourable conditions for the final settlement of the border issue," he had added.

In response, Home Minister Rajnath Singh had said nobody should "threaten or warn India". "India has grown in strength. Both sides should resolve the border issue through dialogue," he had said.

Subsequently, officials from India and China held the Working Mechanism for Consultation and Coordination held a meeting in New Delhi, during which the two sides discussed a host of issues relating to the management of the boundary and keeping peace along the border.

Last month, India and China agreed to pull back troops ranged against each other in Ladakh, ending their biggest face-off on the border in a year.

India set to install cameras along border with China

India is set to install high resolution surveillance cameras along the "unmanned pockets" on its border with China in a bid to to guard its territory better. This comes in the wake of a recent face-off with the Chinese Army. The cameras will be put up at 50 locations along the border with China in Jammu and Kashmir, Himachal Pradesh, Sikkim and Tawang in Arunachal Pradesh.

A senior official said the cameras would provide live-feed in a range of 20-25 km, and plans are afoot to live stream the footage at the Delhi headquarters. "We recently did a trial run of these surveillance cameras at Thakung (in Ladakh). It was successful and it provided us video footage of a wide area," said Subhash Goswami, DG, Indo-Tibetan Border Police (ITBP). He also said the ITBP had approached the Ministry of Home Affairs for approval to set up 54 more border outposts in Arunachal Pradesh.

The DG said that incursions by China into Ladakh during President Xi Jinping's visit were "uncommon" as they had gone on for a fortnight. "It was uncommon as normally such incidents do not last for more than 10-15 minutes. When they come, we show them a banner telling them that the territory is India's and ask them to go back. They normally do. But this time the incident lasted for long," Goswami said.

"The incidents in the past occurred due to the difference in the perception regarding the border," he said. He added that lack of infrastructure and surveillance equipment were "challenges" they faced regularly in the areas.

The roads have to be built. There is no option there. The road and rail lines are must if India has to exercise its authority over Arunachal Pradesh.
However mountain roads are slow to build. India will have to involve local contractors who may not have sufficient expertise. Labour is an issue in these areas. The execution of the projects is practically through BRO which is not optimized for very large projects.

The government can change the situation if it gives the sections to private companies who can bring equipment and labour from outside. The contours of these projects will become clear in the days to come.

Yes China has better connectivity from Tibet side.
However remember that mountains are unfriendly to any large scale force. It is expensive to fight a war in mountainous area.
I do not advise India to fight a war in this territory. Hard to read China's mind though. Maybe China is planning a war. You can help us tell that.

Expensive for India,not for China...in-case of emergency China can pump in more than 400 billion $,they are a surplus nation unlike ours.
