I think the Laos HSR is a decent idea but it is really useless at this point in time. It gives China pretty good way to get near the coast but Cambodia needs to sign up and this is doubtful. The Myanmar and Pakistan routes to the coast have clearly failed. Laos needs an outlet to the sea for China to ship its manufacturing there and label it as “Made in Laos”. Clearly China has been trying to outsource low end manufacturing to poor countries with coastal access in hopes of relabeling. But this strategy is bound to fail as no big market is going to allow this. India did not sign the RCEP for this very same reason. Vietnam is struggling to increase exports for the same reason. Made in Vietnam is simply relabeled Chinese output.Integrating ASEAN nations with big infrastructure is part of plan of China. Yunnan and Lao HSR deeply changed ecocomy of the tinyl and locked nation.
Connecting far better economies like Thai, Malaysia, Singapore will give upper hands in competitions between China and India.
China’s NDRC is not a stupid body. It has done some smart things but other countries are catching on to the con pretty fast. The strategy of China + 1 is written in stone now. Derisking is baked into American boardrooms and there is no going back.
