I am not impressed by these reports. Most Chinese tech has turned out to be inferior than what is claimed. Chinese are in 2nd or 3rd level below the west in all key tech areas. I just see a lot of these propaganda articles with very little real world impact from top tier Chinese products. For example, I am yet to see any reliable life saving product from China, not even close.

in 2nd or 3rd level below the west in all key tech areas is a very normal thing,

The West has led the way in science and technology for hundreds of years, but now if you look at individual countries, only the United States is number one.

China ranks as the second-tier group of countries,

India ranks as the fourth -tier group of countries

Wrong. Switzerland, the U.K, France, Germany, Netherlands all have developed impressive technologies. U.K scientists were responsible for developing the #1 effective vaccine for the Wuhan virus.
Your argument that India is so far behind China is laughable. I would say China and India are both in 2nd or 3rd tier depending on the technology. It is just that the CCP pays for a lot of propaganda which India does not. Indian scientists and engineers have been making significant achievements - a reliable moon lander that even Japan wants to use being the latest. Now that India has access to Tier 1 precision manufacturing technology, it is going to lead China in several areas, effectively pushing China to Tier 3 in those areas.
The difference between India and China is that India can do joint development with the west, Japan, Korea, Australia etc which ends up giving us the right way to R&D. Take chip design R&D for example. India leads in that. Setting up of hundreds of GCCs in India by western companies is proof that significant R&D continues to happen in India for global corporations. China does not even come close.

China is 20 years ahead of India in space technology

So they're not in the same league

India doesn't even figure on the charts leave aside being part of the 4th tier group of countries. It's fallen that far . All our Research & Developments efforts in say the recently concluded Chandrayan mission were courtesy our Xu Yanjun who either got the tech from US or China & still hasn't been caught.

By the way there's a saying in Paxtan - your iron brother , as close as lips to teeth. It goes - chini ma'al , chale to sham tak varna chand tak which roughly translated into English means Chinese products - it mostly lasts till the evening of the purchase & sometimes a lifetime.

Another paid propaganda. China is not 20 years ahead of India in core space technology. Lol. India can do 100% of what China does. As India progresses and more budget becomes bailable, India will do everything China did and even more. Human space program and space station build outs are things India can do 100%. Interplanetary missions are already in India’s capability. India will now land heavier landers and rovers in other planets. Along with JAXA, india will be doing space missions very soon that are beyond China’s technological capabilities as when you join hands with others you can do much greater things than being alone and paying for misguided propaganda.

Chandrayan project is well done,

but it is far from China's sky project

Both projects are a function of finances. As India's economy improves , so will our funding & capabilities realised. Compare the budget of both the space organisations & you'd have your answer. Given our tight budget in space development & research we're doing extremely well .

The point is whatever you do, india plus others can do 100% plus much better. There is nothing you are doing in space that is core tech development that only China possesses. You are just doing a lot of things due to a much larger budget. That is all.

Sustained huge investment,

The vast STEM talent pool,

Visionary government policy,

Advanced industrial base

Only by doing these four things at the same time can it be compared with China's space industry

These are juvenile arguments. India can easily build a space station and put 10 Indians there. But we would have to starve a lot of people and not do critical infrastructure budgets to divert budgets there. Space station is a LEO project and india can easily do that.
By the way your space station is 10% the size of the ISS. ISS has 14 labs built over years with a range of equipment from several countries. Yours is just for show off and has 2 labs and mostly chinese equipment. Nothing meaningful will come out of it that cannot be done at the ISS labs.

Lol. China’s space program mostly accelerated after poaching Eastern European scientists after the collapse of Soviet Union. Plus stealing secrets from the west. It has nothing to do with things you mentioned.

So far no country can easily build a space station on its own

What!? Many countries can do so. But they all joined the ISS program so as to not waste money and do things together. You do realize that space station buildouts is just launching a lot of 3D printed modules into space and assembling them together. It is just building a very large satellite and positioning it in low earth orbit. The only core tech there is human habitat which india gets from its human flight programs. With lower cost rockets, building space stations has become even easier. India will do so with other QUAD countries maybe.

Only China, Russia and USA can make a sky station alone, other countries can't even get rockets and space vehicles right

This is what China counts as "high tech" exports.
Cheap clones mimicking form factor of latest products but running inferior hardware and running software from 1980s, 1990s.

Till a few years back, China was famous for faking western brands with copy cats like

Nokla (play on Nokia)
Sansun (Samsung)
Sany Ericsan (Sony Erricson)

if you still google KIRF (keeping it real fake) some examples will popup

Other countries have not invested in it. That does not mean they cannot make it. Japan, the U.K, France etc - all have a large industrial base to make anything. But they all joined the ISS program. The US does a lot of things together with allies. They are not a lone wolf like China or Russia.
