My principled opposition to creating a new force, is the lack of a sound basis. Secondly, the problem in India where original intent and purpose is soon forgotten once the empire is created. Let me elaborate both points.

- Law and Order, i.e. a peacetime activity is a function at the state level. The states need to take policing seriously and need to invest. If need be, they can ask for funds from centre (which is what centre normally does). A central force will not have the jurisdiction or power to arrest and investigate. Given the sea boundary is massive in India, creation of a new central force, with a specific mandate is going to be an extremely costly affair. You will get much more bang for buck if the local police does the job as they have other mandates as well and hence can cross-utilize resource.

- When the BSF was created, it was created as a paramilitary unit which could take on invading Pak Army. Infact in 1971 the BSF also carried out offensive ops. However, now they are designated and groomed as a "Central Armed Police Force" or CAPF - with no training or inclination to fight a military. Same situation is with ITBP. Both forces at best provide additional manpower to Army. The respected IPS member Dr. NS Asthana asked the question - what is the reason for BSF to exist if they cannot fulfill the original mandate? This is exactly what is going to happen with central marine force as well.

But as I said in my previous post that state police are severly unfunded and their main force in itself in sorry state, heck I could still see armed units in metro cities like Chennai were police still use Ishapore rifles!! I can only imagine, what marine police looks like. But nevertheless, all states or at least almost all coastal states have a marine police force. At the end of the day, it's like CRPF RAF that assists State Police's own Riot police, and RAF is to complement their tasks!
Not only that, we can use CMPF in VBSS duties as well.
About pakis, they have Coast Guard, Navy, Maritime Security and even customs doing the same job.

In Pornistan they have Maritime Security Agency which is under the Paki Navy which helps the Paki coast Guard and Marine Police Units enforce law in there coastal areas and EEZ and in China they have Chinese Maritime Militia which supports Chinese Coast Guard in controlling the fake Nine Dash Line.
The marine forces in Pakistan are not exactly 1:1 with Indian counterparts.

- Pak MSA is actually the equivalent of the Indian Coast Guard, created post UN convention.

- Pak Coast Guard is a hybrid land/sea paramilitary, somewhat equivalent to BSF Gujarat Frontier. As of today their sea assets are quite minimal.

- Pak Marines are a Navy unit for force protection (i.e. base security), air defence and also guard creeks region. Somewhat a hybrid of our Sagar Prahari Bal and BSF.

- Pak SSGN is their equivalent of MARCOS.

Agree on all the point, its just that when the Centre is gonna provide the nessesary funds to the respective states anyway, then first concentrate on important aspects such as replacing old rifles and giving new BPJs and armoured vehicles. Marine Police should not be the first priority!!
Plus, a Central force is always cheaper to maintain than giving money to individual states and its gonna cost higher, since there are too many states and UTs with a vast coastline, and you can't only rely on State Marine Police, which definitely needs to be complemented by a bigger force! It all comes down to this, its always better to organise and split up the work than make one entity work on everything!

Does BSF Gujarat Frontier has any amphibious force?

There is one key factor that is lacking And that is self introspection.
If u look at history US marine corp didn't become a behemoth in 1 day took several years of self introspection trial and effort to reach where it is today.

When we create a department it becomes a sloth that is just there for the sake of it.
Example ITBP they do election duty, embassy protection and all sorts of stuff other than Tibet patrolling.

Another force will just be a job scheme in the long run without the right leadership, defined objective and constant overwatch.

In addition to Indian Navy, Coast Guard and state police maritime forces we also have Sagar Prahari Bal.
Sagar pahari bal is a unit under Indian Navy, which comes under MoD!!
What, we actually need is a dedicated Central Marine Police Force, that is under consideration in the future!

There is one key factor that is lacking And that is self introspection.

Not really mate, if you have the organised setup with proper leadership quality and political will, anything will work out!!
But what's in need of the hour is a massive restructuring of all forces and create a new force for a certain field of view if actually required without wasting unnecessary funds, that's all it takes to improve the CAPFs which in turn helps our national security. Prime example is the US, after 9/11 they created so many extra federal law enforcement agencies, concentrating on one particular job, so much so they have created a network between them and improved their workspace without having to worry about things that doesn't fit they field of work!! It has drastically helped their national security.
