Singh Names Fulbright Scholar as India’s Foreign Minister

May 23 (Bloomberg) -- India’s efforts to help the U.S. fight Islamic militancy in the South Asian region will be led by Somanhalli Mallaiah Krishna, a Fulbright scholar who was named foreign minister in Prime Minister Manmohan Singh’s cabinet.

Krishna succeeds Pranab Mukherjee, who was appointed as finance minister, according to an e-mailed statement today from the office of President Pratibha Patil. Palaniappan Chidambaram will resume duties as home minister in the cabinet that was sworn in yesterday after Singh’s Congress party garnered the biggest poll victory in two decades.

The 77-year-old Krishna, former chief minister of the southern Indian state of Karnataka and ex-governor of Maharashtra, will lead efforts to curb terrorism in the region and mending strained ties with nuclear-armed Pakistan as it fights a battle to evict Taliban militants.

Singh stalled a peace process with Pakistan following the November terrorist attacks in Mumbai. The opposition Bharatiya Janata Party had called for a complete rupture of ties. The attacks interrupted a five-year peace process between the nations, which have fought three wars since independence in 1947.

Krishna will also need to deal with Sri Lanka, where President Mahinda Rajapaksa declared victory in the island- nation’s 26-year battle with the Liberation Tigers of Tamil Eelam earlier this week. India’s southern state of Tamil Nadu is home to more than 73,000 Sri Lankan refugees, according to the United Nations.

Krishna, who is a member of the upper house of parliament, was a junior minister in the federal finance ministry in 1984-85, according to a profile posted on the president’s Web site.

Mamata Banerjee, leader of the All India Trinamool Congress, a key ally of Singh’s Congress party, was appointed as railways minister. Sharad Pawar was named minister of agriculture and food, and A.K. Antony was given the defence portfolio today.

New Delhi, May 23 (IANS) It will be a second homecoming at the railway ministry for Trinamool Congress chief Mamata Banerjee, who said Saturday that she wants to issue free rail passes to students and vendors.

But Banerjee will have her task cut out as she steps into the shoes of Lalu Prasad, who earned wide credit for the dramatic turnaround of the world's largest rail network under a single management despite lowering fares.

But from her first remarks, minutes after she was allotted the ministry, it was evident that populist policies of her predecessor were likely to continue.

'I would like to bring out the humane face of the railways,' she told reporters, before leaving for Kolkata in the evening to seek her mother's blessings before taking charge of her ministry here Monday.

'I would like to issue free passes to students and vendors. I want commercialisation of railways but commercialisation with human face. What is the use if there is no human resource,' said the 54-year-old known for her simple lifestyle.

Industry will watch her moves closely as she had led major protests at Singur near Kolkata against what she termed was forcible acquisition of land from farmers for a small car project of Tata Motors. The agitation resulted in the company shifting the car project out of West Bengal.

Among her first tasks will be to present a regular rail budget - an area in which Lalu Prasad made a mark by earning a cash surplus before dividend of over Rs.90,000 crore (Rs.900 billion/$18 billion) in the five years he was at the helm.

Banerjee will oversee how to expand India's rail network of 108,706 km, on which run more than 11,000 trains daily, including 7,000 for passengers, to ferry 14 million travellers. There are 6,853 stations in the country.

First elected to the Lok Sabha in 1984, when she was barely 30, Banerjee, who was railway minister between Oct 13, 1999 and March 16, 2001, has seldom served her full terms as minister.

She first became minister of state in 1991 and was given the human resource development portfolio with the charge of youth affairs, sports, women and child development. But she quit two years later, saying she wanted to be with the 'oppressed' Congress workers.

In October 2001, she was given railway ministry with cabinet rank, this time in the National Democratic Alliance (NDA) government of Atal Bihari Vajpayee but resigned 17 months later over an arms purchase scandal from which she wanted to distance herself and her party.

She returned to the Vajpayee cabinet in September 2003 as a minister without portfolio and was given the coal and mines ministry in January 2004 but this innings was also short-lived as the NDA was defeated in elections that summer.

Author of as many as 17 books in English and Bengali, Banerjee has bachelor's degrees in English, education and law. She lists painting and writing songs among her favourite pastimes.

NEW DELHI: Team Manmohan is finally in place. After three days and several rounds of brainstorming, the Prime Minister and Sonia Gandhi finalised a team of 78 at around noon on Wednesday, clearing the way for the second stage of government formation which will see no less than 59 ministers take oath of office on Thursday. (Watch)

As the calls began to go out — some by both PM and Sonia — to the ones that had made it, a buzz grew about surprise exclusions and inclusions. After seeking to work through conflicting claims, Singh and Sonia have delivered a package that packs 29 first-timers and nine ex-CMs, matches loyalty with experience with political equations and tries to ensure that merit does not get the short shrift.

The government won’t have old-time loyalists H R Bhardwaj and Arjun Singh, Jat veteran Sisram Ola, and outgoing ministers Saifuddin Soz and Ashwini Kumar.

With 33 ministers of Cabinet rank, seven MOS with independent charge and 38 MoS, there is now hardly any space for more as the size of the council of ministers cannot cross 81. In other words, there can at best be just three more. For those who are in, it is now a tense wait for porfolios and for rejects it is a case of heartburn that some may give vent to in the next few days.

If there was some puzzlement over why, despite a resounding mandate, the Congress brass took so long to draw up the ministry, the answers may lie in the choices that had to be made. Take the case of ex-Maharashtra CM Vilasrao Deshmukh who, given his seniority may land an important portfolio, despite proving to be incapable of handling crisis situations as 26/11 proved. This is because he is seen as a Maratha leader capable of countering a Congress friend-rival — NCP chief Sharad Pawar.

An Assembly election looms in Maharashtra in a few months and Congress ministers from the state like Sushil Kumar Shinde, Gurudas Kamat, Murli Deora and Mukul Wasnik are all non-Marathas. And Deshmukh can talk tough. Similarly, why induct ex-Himachal Pradesh CM Virbhadra Singh when the tiny state already had a Cabinet minister in Anand Sharma? Well, Sharma was rewarded for loyalty. But this would leave his senior Virbhadra Singh and Thakurs — an important caste in Himachal — in the cold.

The caste matrix can make your head spin, but another poser is why is there not a single Cabinet minister from UP even when Congress’s efforts to revive itself in the state seem to be paying off. But the dilemma was how to pick the suave Salman Khursheed as the chosen one over Sriprakash Jaiswal who has now won thrice in a row. Beni Prasad Varma has just crossed over from SP and it may also not be right to select him just yet.

Congress campaign lynchpin Jairam Ramesh has come in — he is efficient and articulate and one of the few who can claim proximity to Rahul Gandhi. R P N Singh and Pradeep Jain come in as junior ministers and are said to be close to Rahul, as is Jitin Prasada. Another young minister with promise is Sachin Pilot. He is also the only Gujjar in Manmohan’s team.

It is not such a surprise that M S Gill is a Cabinet minister, most certainly in-charge of sports. He came in towards the fag end of the previous government and could not be dropped. He is seen to have shown a sense of purpose and is a key figure in Delhi’s Commonwealth Games. The ministry may need an additional pair of hands — an MoS as well, which it can get after being put under a Cabinet minister. Equations with PMO also helped.

From J&K, Ghulam Nabi Azad is a senior and vastly experienced politico. NC’s Farooq Abdullah is no great shakes as an administrator but is an ally and the Congress brass felt the need to have a Kashmiri outfit represented in the Cabinet. Perhaps, Rahul Gandhi’s equations with J&K CM Omar Abdullah were also in play. Farooq may be designated minister without portfolio.

When the Prime Minister's Office declared that Deshmukh would be one of the cabinet members sworn in on Thursday, the ex-CM's opponents were shocked. Deshmukh has emerged the biggest winner in the cabinet announcements. In the entire cabinet he is the only minister who is neither a Lok Sabha nor a Rajya Sabha member. "No doubt, in the wake of 26/11, Deshmukh had to quit. In fact, he was a victim of NCP politics. But once again he has established his clout in New Delhi and will be elected to the Rajya Sabha,'' a senior Congress minister told TOI.

While Maharashtra had 10 ministers in the outgoing cabinet, it will have only nine in the new one. Mumbai has been rewarded for helping the Congress-NCP sweep the election in the city. Rajya Sabha MP Murli Deora retains his petroleum portfolio, while Mumbai North-West MP Gurudas Kamat, a new face in the cabinet, will be a minister of state.

The other six cabinet ministers from Maharashtra are Mukul Wasnik, Sharad Pawar (retains agriculture), Sushilkumar Shinde, Praful Patel (minister of state with independent charge), Prithviraj Chavan (minister of state) and Pratik Patil (minister of state).

Aside from Deshmukh, the announcement of Sangli MP Pratik Patil was another surprise. The 36-year-old automobile engineer is being viewed as the choice of Congress general secretary Rahul Gandhi. Patil's induction is considered a part of the campaign by Rahul Gandhi to bring in new, young faces.

When the poll process began in end-March, there was strong opposition to the candidature of Patil, grandson of Vasantdada Patil, the veteran Congress leader and pioneer of the cooperative movement. Revenue minister Patangrao Kadam was eyeing the Sangli nomination for his son Vishwajeet. The list for western Maharashtra was put on hold by the AICC because of the split over Pratik's candidature.

Ultimately, Patil was nominated, but the local Congress and NCP worked against his campaign. In addition, the BJP withdrew its official nominee and supported Congress rival Ajit Ghorpade. "What his father, who was also an MP, and his grandfather achieved, Pratik also did,'' said a minister. Patil won by a slender margin.

Deshmukh, Patil, Kamat and Wasnik are the new faces in the cabinet from Maharashtra. Kamat, a six-time MP, was expecting a berth in the earlier government, but missed the bus then. Kamat, who has been Mumbai Regional Congress Committee president, shifted from his traditional Mumbai North-East Lok Sabha constituency and successfully contested from Mumbai North-West.

Wasnik is being viewed as the new Dalit face of the Congress. Known for his close alliance with the Gandhis, Wasnik won from the reserved Ramtek constituency. He has been actively working with the party as AICC general secretary. He was reportedly reluctant to take up a ministerial job, but was persuaded to join the cabinet to ensure the party base in Vidarbha is strengthened.

Along with Maratha strongman Pawar, who was once defence minister in the P V Narasimhrao government in 1991, Shinde, Patel, Chavan and Deora have been retained in the cabinet. However, except for Pawar and Deora, the PMO has not declared the other portfolios.

Prime Minister Manmohan Singh may retain Chavan as minister of state in the PMO. Pawar's favourite political negotiator, Patel, will also be a minister of state.

Among the losers are Mumbai North-Central MP Priya Dutt, high-profile Pune MP Suresh Kalmadi, Nagpur MP Vilas Muttemwar (outgoing minister of state), A R Antulay (outgoing minister for minority affairs), senior MP from Nandurbar Manikrao Gavit (outgoing minister of state for home), Nanded MP Bhaskarrao Patil Khatgaonkar and former home minister Shivraj Patil. Khatgaonkar and Shivraj Patil were vying hard for a central berth. In fact, chief minister Ashok Chavan was lobbying for Khatgaonkar, his brother-in-law, but the PM opted for Deshmukh.

Antulay, a Muslim face in the Congress government, was also expecting a berth, but he lost the polls from Raigad and there was little scope for his reinduction. "They were all in the zone of consideration, but it was not possible to include them,'' a minister said.

In the outgoing government, there were 10 cabinet members from Maharashtra, seven belonging to the Congress and three to the NCP. Now, while the strength of the Congress has remained the same, the NCP's strength has been reduced to two. So far as region-wise representation is concerned, four are from western Maharashtra, two each from Mumbai and Vidarbha and one from Marathwada.

Deshmukh's presence in Delhi is expected to be used by the party as a deterrent against Pawar, who is giving fresh touches to his poll strategy for the crucial assembly elections scheduled for September. The Congress high command hopes that Deshmukh is suited to understanding and countering political moves by Pawar aimed at strengthening the NCP at any cost. Deshmukh has been pushing for the Congress to go it alone in the assembly polls.

Deshmukh is now all set to contest the bye-election to the Rajya Sabha from a seat that will be vacated by Sushilkumar Shinde. Shinde was an RS member, but has been elected from Solapur.

With Deshmukh off to Delhi, chief minister Ashok Chavan will now be a much-relieved man as he no longer has to worry about any threat from Deshmukh.

The NCP's Meghalaya MP, Agatha Sangma, is also all set to take oath as a minister of state.

Most of the portfolio allocation were on expected lines,except perhaps of that of Kamal Nath.he is high ranking minister and one of the Senior most congress leaders.It was baffling to see him put into low profile ministry esp after his high profile stint at the commerce ministry and represented India and the developing world at the Doha summit.

I think there will be reshuffle again.the Ministry for surface transport was hotly contested by UPA allies,esp the DMK.Congress wants to keep the Ministry out of the hands of the DMK,because the Sethu project comes under this ministry and TR balu has courted controversy over this.Kamal Nath is perhaps holding this portfolio temporarily until the matter is settled between Congress and its allies.

It was disappointing to see A Raja retained as telecom minister and Dayanidi placed in textiles.Dayanidi was better candidate as the IT&Telecom minister.he was dynamic and understood the the importance of internet in the national infrastructure scene.Raja was lackluster and allowed penny minded bureaucrats to run the BSNL.

i think mate, the issue is that the highway project last five years was in utter disarray when mr tr baalu was never to be found in this office and there were files that kept awaiting clearance & also kept piling up and which in turn happened to be a big disappointment. india quite clearly needs a big push in the sector if we have to have a long term sustained good gdp growth rate figures then we need a big push in this sector and seriously who better a person to do the same than mr kamal nath himself. i can see the person getting in a lot of investments for the sector not only from within the country but also overseas and it looks very promising that five years down the line he would have done the country proud and also a big favor. we have suffered a lot because of our lack luster attitude towards this sector and this is one of the reasons why at the height of very good global economic growth in the last five years we kept struggling to make it to a 10% growth rate figure. if we can get it right this time then i can for sure see a great future ahead for the indian economy without too many bottle necks. my take on the issue is simple, right person, in the right department at the right time since it is never too late.

NEW DELHI: A Dalit woman as Lok Sabha Speaker! Indian democracy will cross yet another milestone with the Congress leadership deciding to nominate Meira Kumar for the post.

The surprise decision, which would mark the breaching of a glass ceiling besides boosting the empowerment message, came after Congress chief Sonia Gandhi pitched for Kumar to preside over the 15th Lok Sabha. She argued that the choice would facilitate the difficult task of enacting the women's quota in the legislature besides making a statement on the partys commitment to social empowerment.

The decision, far removed from the rumours doing the rounds, came at a meeting of the Congress core committee on Saturday afternoon.

AICC spokesman Abhishek Singhvi said, Congress would be creating a historical milestone by opting for the first dalit woman Speaker. In the past also, Congress chose the first woman PM, youngest PM, first woman President.

The BJP can take credit for appointing the first Dalit Speaker, GMC Balayogi in 1998. Kumar will be the first Dalit woman Speaker. Her move to the Speaker's chair will leave Bihar without representation in the Cabinet.




The decision is a twist for the water resources minister, who was picked for the Union cabinet in the first batch sworn in along with Prime Minister Manmohan Singh on May 22. She was a cabinet member in the UPAs first tenure and held the social justice portfolio.

Sources revealed that Kumar was always first choice for Speakership but the leadership chose to defer the decision to deal with the trickier task of managing allies and ministry-formation.

While Congresss pick for Speakership took observers and political class aback a bit, largely because of the tough task of managing the House and Kumars own mild manner, there was strong support for the move owing to its empowerment message. It was said that managing the House should not be a problem as Kumar commands respect because of her dignified presence and being Babu Jagjivan Rams political legatee.




In fact, there is a view that Kumars being a dalit woman could be a big asset in House management as it could inhibit aggressive members who are not so used to female presence on the chair.

The choice of Kumar may also be a Congress masterstroke in view of the moves being made by BJP to project Sushma Swaraj as the likely deputy leader in Lok Sabha and possible successor to LK Advani as Leader of Opposition.

Congress, at the same time, seems to be leveraging its numerical clout in Lok Sabha to settle many equations, the first being arch rival Mayawatis emergence as a dalit icon and BSPs success in creating an alternative platform for the underprivileged. The AICC may be looking to counter BSP and wean away Jatavs in UP by projecting Kumar.




While Kumar has been no answer to Mayawati as a dalit leader, despite having defeated the BSP upstart 24 years ago in a byelection in Bijnore, her projection with the halo of constitutional office could work politically. More so, when the Rahul Gandhi-led campaign has managed to stunt BSPs national ambitions in the recent elections. The visibility of the LS Speaker would match that of the UP chief minister in the 24x7 TV era.

Kumar’s elite background as a career-diplomat and her soft touch apart, she is no stranger to the rough and tumble of politics. While she has successfully contested elections from three states starting with Bijnore in UP in 1985, Delhi and Bihar she was at the heart of the previous UPA regimes push for job reservations in the private sector. It marked a definitive shift from her known middle-of-the-road political approach.

The expected formal announcement of the Congress nominee for the Lok Sabha Speaker’s post did not come on Sunday despite indications that Union Water Resources Minister Meira Kumar could be the first woman to preside over the Lower House.

“Things should be clear in a day or two,” Congress spokesman Satyavrat Chaturvedi told HT. The election for the post would be held on June 3.

Earlier on Sunday, 64-year-old Kumar met Congress president Sonia Gandhi (62) at 10, Janpath to discuss the issue. Later Lok Sabha Secretary General P.D.T. Achary also called on her.

The meetings came a day after she emerged as the frontrunner for the post, pipping Congress veterans V. Kishore Chandra Deo (62) and Girija Vyas (62).

The Congress has offered the Deputy Speaker’s post to the BJP, which is expected to nominate six-time MP Sumitra Mahajan (66) to the post.

Kumar, daughter of late Dalit leader and former deputy Prime Minister Babu Jagjivan Ram, was elected to the 15th Lok Sabha from Sasaram constituency in Bihar.

I am all for a female speaker. I don't really like how everyone brings caste into the picture but I guess now we should just learn to live with it. Maybe with a women in command the "well mannered" MP's will show a restraint and not start throwing chappals at each other.... nahhh, that will still happen. :wink:

Here's what a congress leader said on Meira Kumar's selection:
"By making Kumar the candidate for the Speaker's post, the Congress will be able to send a strong political message of giving importance to Dalits and women."


Haha.. (seriously though, he is right.. pathetic, but right). I don't know how good Sumitra Mahajan will do BJP if she isn't a minority in this case.. I guess Congress is going for the win in every area from start this time.
