I'm not going to offer any view on the timing of this, or in what light it should be seen. Members here are free to make up their own minds. But I will offer only 2 pieces of information to help you do so.
1) USN routinely conducts FONOPs in various countries' EEZs in a bid to signal that EEZ =/= Territorial Waters. These FONOPs are even carried out 'against' treaty-bound long-time allies like Japan (Tsushima Strait) and South Korea (Yellow Sea), countries to which US even provides Nuclear umbrella. So to think FONOPs is something that is done to antagonize countries that US views as hostile is blatantly wrong/misinformed.
Both the number of excessive maritime claims and the number of countries making such claims were down compared to 2019.

2) Is this the first time USN is carrying out FONOPs in India's EEZ? Nope. It's been happening forever, even during Trump era (so not something that Democrats/Biden cooked up just now). Each time they do it, we issue a protest (as we should, as it's in our interest and just as US asserts their line that EEZ should be free, we also assert what we think is right.
Make of it what you will. However, do not underestimate the power of India's "NAM" lobby either.
