IMPORTANCE OF TRAINING IN BSF

Border Security Force, one of the largest Para-Military forces in the World, is a versatile force, which is responsible for guarding round the clock vast and volatile borders not only against trans-border criminals but also against heavily armed trans-border terrorism as well. Though guarding the borders is the prime commitment, security forces remain heavily and decisively involved in the interior as well in combating insurgency and militancy in various parts of the country. Because of its friendly and human face, BSF remains the much sough after Force for combating and containing serious law and order situations in the trouble prone States. And in case of hot War, BSF works as a force multiplier and contributes substantially towards over all War efforts of the nation as a credible front line Force.
By virtue of this unique dual role, the Border-men more commonly known as "PRAHARI" is required to be a perfect Policeman during peace and a professional soldier during War. Management of borders (International Border), restoration of law and order situation in the interior and fighting a Conventional/unconventional War are the three challenging assignments which a border-man is required to carryout. In short, these fundamental essentials make the "Training Trilogy" of BSF. Professional proficiency of any Force is directly related to the standard of Training of that Force and it is Primarily due to this commitment that BSF refuses to compromise on its training assignments irrespective of handicaps and heavy orders. BSF believes in sweating during peace to ensure that it does not bleed during War or War like situation.
MAJOR TRAINING INSTITUTIONS

For organizing and carrying out "Basic Fundamental" training and "In Service Professional Training", we have three (03) main training Institutions, (05) Special Training Schools and (11) STCs/BTCs spread across the Country. Three main training Institutions are :-
"BSF ACADEMY TEKANPUR" (KHARAKWASLA OF BSF) is situated on Gwalior-Jhansi Highway at a distance of 30 Kms. from Gwalior (M.P.). This is the almamiter of border-men.
"TRAINING CENTRE AND SCHOOL" (School of Excellence for Counter Insurgency and Commando Type Specilised Training) is located at Meru, 12 Kms. off Hazaribagh town. Meru Camp Hazaribagh is the craddle of specialised type training like Commando and Counter Insurgency.
"CENTRAL SCHOOL OF WEAPONS AND TACTICS" (School of Excellence for Small Arms) is located on the out-skirts of Indore on Bijasan Road, Here, we refine and sharpen the shooting skills of our 'PRAHARIES'.
TRAINING INSTITUTIONS FOR SPECIAL TRAINING

Besides above mentioned three training institutions there are five training schools for special training:-
CENTRAL SCHOOL OF MOTOR TRANSPORT (CSMT) GWALIOR (M.P.)
In order to maintain a high standard of functional efficiency and road worthiness of MT fleet in the Force, the Central School of Motor Transport popularly known as CSMT, was set up at Sagar (M.P.) in Jan'1963. Initially the School was under the supervision of MP Police and was taken over by BSF in Feb'71. This school continued to function at Sagar upto 18/11/1979 before shifting to its present location in Tekanpur. Spread over an area of 60 acres, this school of Motor Transport has developed as a prestigious Institution. School has been recognised as a "Centre of Excellence" by the Ministry of Home Affairs. Motor Training imparted in CSMT includes:-
Driving and Maintenance course.
Motor Vehicle mechanic course.
Auto Electrician course.
Fleet Management course (Officers)
BSF Recovery driver course.
NATIONAL TRAINING CENTRE FOR DOGS(NTCD)GWALIOR (MP.)
The National Training Centre for Dogs (NTCD) is a premier Training Institution run by BSF on behalf of MHA. The NTCD breeds service dogs, trains dogs and their handlers for BSF, other Central Police Organisation and State Police Organisations. The dogs are trained in basic obedience, narcotics and explosive detection, tracking, guard duties and patrolling. The dogs trained by NTCD have an enviable record of service. Some of the achievement at a glance:-
"HEARO" proud product of NTCD, ensured a seizure of more than Rs.100 crores for Bombay Customs.
"SONU", another proud product of NTCD, effected a seizure of 2.2 crores of high-grade hashish in 1997 at Delhi Airport.
Similarly 'SUKKA' seized 14 kgs of high-grade hashish valued of Rs.1.40 crores for Delhi Customs.
"FANTA" was instrumental in detecting 10 Kgs of RDX during Amarnath Yatra in 1993. Thus played a major role in averting what could have led to a major tragedy.
SIGNAL TRAINING SCHOOL-I TIGRI CAMP NEW DELHI
The Border Security Force, Signal Training School-I is located at Tigri Camp, New Delhi adjacent to Khanpur on M B Road.
SIGNAL TRAINING SCHOOL-II YELAHANKA (BANGALORE)
The STS-II BSF is located on Chaklate-Bangalore road near Yelahanka, 21 Kms off Bangalore town.
'G' TRAINING SCHOOL NEW DELHI
The BSF 'G' Training School is located at block 'C', Ist floor, Pushpa Bhawan (Madangir) in South Delhi.

Although marching contingents of foot columns BSF Brass Band, Camel Mounted Band and Trick Riders grace the Republic Day Parade celebrations every year, "Camel Mounted Band of BSF, Guinnies book of record holder and the only band of its kind in the World, remains the pride of Rajpath on 26th January. Aura of this unique Camel Mounted Band is irresistible to such an extent that a British, 54 Delegation, attending Republic Day Parade during 1999 extended an on the spot invitation to BSF for permitting this majestic Camel Mounted Band to take part in the Tattoo show being organised at Edinburgh UK in 2000 AD as a part of Edinburg Military Tattoo Show celebrations. Pride of Rajpath has now become the pride of the nation" with this unique honour.
"MORE YOU SWEAT DURING PEACE LESS YOU BLEED DURING WAR"
BSF has the unique distinction of training large number of trainees from foreign Countries like Bhutan, Nepal, Mauritius, Kenya, Malaysia, Palestine etc. Till 1999, BSF has trained 298 personnel of various categories from foreign Countries in addition to training approximately 9000 to 10000 (400 to 500) recruits and 4000 to 5000 service personnel from their own organization in our training institutions.

Drugs seized in Assam, youth arrested

Flats/Villas @ Rs. 30 lacs & above Karimganj (Assam), June 14: A joint operation by BSF and Special Necrotic Bureau of Police have seized 84 kg of banned drugs worth over Rs 38 lakh. After getting information, the joint team intercepted a vehicle, which was plying from Silchar in Assam to Aizawl in Mizoram, BSF Deputy Inspector General (Frontier Headquarter -- Mizoram and Cachar) S C Budakoti said. On searching the vehicle, the team recovered five bags containing 84 kgs of banned drugs. A 20-year-old youth was also arrested. PTI

Illegal Bangla migrants using Punjab border to enter Pak: BSF

Jalandhar: The international border with Pakistan in Punjab is slowly emerging as the preferred area for illegal Bangladeshi migrants to cross over into Pakistan as the first step towards finding employment in the Middle-East, Border Security Force officials said.

In the last four-and-a-half years, BDF has apprehended 72 illegal Bangladeshi migrants who had arrived in Punjab looking to cross the border.

"Alert BSF jawans posted at the international border in Punjab have over the past few years foiled several bids by illegal Bangladeshi migrants to cross over into Pakistan," BSF (Punjab Frontier) Inspector General Aditya Mishra said.

Two such migrants have been arrested so far this year while trying to cross the border. "Since we have arrested these persons who were looking to cross the border, it has to be assumed that such attempts are being made to use the Punjab route to enter Pakistan," Mishra added.

Intelligence officials meanwhile said that whereas the illegal migrants earlier used to take the Kashmir route to cross the border, tightening of vigilance along the Line of Control had seen them now flock to Punjab.

"Poor and illiterate Bangladeshis fall prey to unscrupulous agents who promise them passage to and a job in the Middle-East before taking money from them and leaving them in the lurch," Mishra said.

He added that in most cases, if the illegal migrants managed to give BSF jawans the slip, they would invariably fall into the clutches of the Pakistani Rangers.



"It has happened sometimes that Pakistani Rangers have asked us to take back some of the illegal Bangladeshis whom they happen to have caught in their territory.

"But we cannot oblige them as these people are not Indian citizens," Mishra said.

BSF Jawan, 4 others booked for clash in UP
Muzaffarnagar: A BSF jawan is among five others against whom police has registered a case for their alleged involvement in a clash in which an elderly man was shot dead in Bharsi village of Shamli district on Wednesday.

A case has been registered under various sections of the IPC against BSF jawan Virender Dhir Singh, and four others identified as Virender, Narender, Himashu and Anuj, Superintendent of Police K P Singh said on Saturday.



1. All the accused are absconding, he added.

On June 12, an elderly man, Virender (60) was shot dead and another got injured after a clash broke out between supporters of two political groups here over some old enmity that started during a Panchayat election.

BSF kills Bangladeshi on Chuadanga border

A Bangladeshi national was shot dead by Indian Border Security Force (BSF) at Putkhali border point in Jibannagar upazila of the district early Sunday.

The deceased was identified as Imran Hossain, 24, a cattle trader and son of Mahir Uddin of Hariharnagar village in the upazila.

Border Guard Bangladesh (BGB) and local sources said BSF troops from Putkhali camp detained Imran and tortured him when he entered the Indian territory illegally in the early hours.

Later, the BSF members opened fire on Imran leaving him dead on the spot.

Locals recovered the bullet-hit body of Imran from a water body adjacent to Putkhali border.

Contacted, Ltd Col Qazi Asaduzzaman, the commanding officer of BGB Battalion-6, said Imran was shot dead by BSF.

Meanwhile, BGB sent a letter to BSF Battalion-173, protesting the killing, Asaduzzaman added.

BSF inaugurates first composite border out post grove in Punjab

AMRITSAR: Border Security Force (BSF) inaugurates its first Composite Border Out Post (BOP) Grove near Indo Pak international border in Punjab on Tuesday. Grove is one out of total 509 BOP's sanctioned by government both at Indo Pak and Indo Bangla borders.

BSF inspector general, frontier, Aditya Mishra inaugurated the Grove post which is situated ahead of river Ravi. Prominent among others who were present on the occasion included BSF, DIG, Amritsar JSND Parsad and deputy commandant Shubendu. Mishra informed that these BOP's were to be constructed in phased manners by executing agency through ministry of home affairs and have 14 elements."
With the construction of these BOPs, the troops will get proper accommodation besides these will help in better border management. He informed that the existing old pattern BOPs were also to be upgraded to the level of composite BOPs in phased manner.

"This concept of composite BOPs is for increasing level of satisfaction in living conditions of Jawans as well as for increasing work efficiency" said he.

3 BSF jawans injured in accidental grenade blast

Jammu: Three BSF jawans were injured when a grenade accidentally exploded at Ballad post along the international border in Ramgarh sector of Samba district on late Sunday.

"It was an accidental grenade blast," a BSF official said, adding three jawans were injured in the incident.



While Head Constable Sant Kumar received injury on his ribs, constable K G Sharma was hit in the right hip, the official said.

The third jawan, Khalil Molani, received injuries on his right knee and left shoulder, he added.

The injured had been admitted to Government Medical College Hospital in Jammu, official said.

BSF to get fast attack craft to patrol Sir Creek

RANN OF KUTCH (Gujarat): The Border Security Force (BSF) is set to beef up patrolling in the treacherous creeks in Gujarat's Rann of Kutch on the India-Pakistan border with the help of fast attack craft (FAC).

Currently, speed boats and mechanized crafts are used by the BSF's water wing to patrol the creeks of the Rann of Kutch criss-crossing through 4,050 sq km. The creeks are navigable only by boats but their movement is dependent on the water level. During high tide, when water gushes in from the Arabian Sea, BSF sends out its patrol boats to the network of creeks branching out from Sir Creek, a tributary of the Indus river, and the Harami Nala.

However, given the strategic location of the creeks, rich in hydrocarbons, minerals and fish, the BSF felt the need for a faster response time, said a senior officer posted in the area.

Early this month, BSF received an input that a group of men in boats were trying to cross into India from Pakistan in boats. Though unmanned aerial vehicles (UAVs) were mounted for surveillance soon after, the BSF, which has three battalions to man the creeks, could send out a patrol only a day later. An extensive four-day operation followed and the input was found to be a false alarm.

"But it proved to us that we did not have the infrastructure to surmount the problems posed by nature in this area,'' a BSF officer said.

The fast attack crafts are expected to be a step ahead as it can operate in shallow water, too.

"We will soon induct four US-made fast attack crafts," said A K Sinha, IG, BSF (Gujarat Frontier). The bullet-proof FACs move at twice the speed of existing speed boats and are fitted with arms. This will boost surveillance in the vast uninhabited salt marshes. If UAVs pick up any suspicious movement, the FACs can respond faster.

The BSF, which coordinates between 15 security and intelligence agencies operating in the Rann area, will also have more all-terrain vehicles (ATVs) to patrol the vast and inaccessible marshes of the Rann.

Though inaccessible, the Rann has immense strategic importance. A dispute over the India-Pakistan international border in Sir Creek triggered the first war between the two neighbours outside Jammu and Kashmir. Till today, the dispute over about 104 km in this area remains unresolved, making it an overly sensitive zone.

Tura violence: Peace meeting held, night curfew continues

SHILLONG: An indefinite curfew was imposed in Tura and night curfew in the rest of estGaro Hills district on Friday night after violence erupted in the town over reports of an alleged molestation of a 18-year-old girl by a group of five labourers on Friday evening.

In view of the violence in Tura, which resulted in cases of assault and death of a person, a peace meeting was called on Saturday, where a joint resolution was passed to maintain peace.

BSF pledges Rs 16 crore for Uttarakhand victims

NEW DELHI: The Border Security Force (BSF) will donate Rs.16 crore for disaster relief in flood-ravaged Uttarakhand.


"We are donating one day's salary of all personnel," a BSF statement said.

The BSF said it will adopt a few of the devastated villages with a view to providing rehabilitation and reconstruction on a longer term.

In one of the most inhospitable terrains, the Border Security Force (BSF) has gained an upper hand in the tussle for border domination with Pakistan, using unique vehicles that help it monitor 4,000 sq.km. of creeks and marshy lands in Gujarat.

From unique All Terrain Vehicles (ATVs) endowed with amphibious capabilities to speedboats, the BSF has it all in its armoury to tame the highly salty and swampy Rann of Kutch, where daytime temperature soars to 50 degrees Celsius and a vast terrain is inundated by high tides at least twice a day. To add more punch to its arsenal, the BSF plans to acquire at least 10 more ATVs and fast attack craft and two hovercraft to better protect the entire Rann area adjoining Pakistan.

"So far, we have not encountered Pakistani forces trying to create trouble in the Rann area; but fishermen from the neighbouring country who often sneak into our waters in the creek are a big source of concern. After the Mumbai attacks, we have to mount extra vigil to ensure that no terrorist enters India. Though it is very difficult to cross the Rann or its creeks, we never take chances"¦ We now have vehicles that make manning the borders more efficient," BSF Deputy Inspector-General (Bhuj sector) A.S. Rathore told The Hindu.

Undeterred by hurdles, BSF personnel monitor three major creeks — the disputed Sir Creek, Kori Creek and Padala Creek — from three floating border outposts (BOPs) equipped with 12 speedboats deployed in each creek area and supported by 10 BOPs on the ground. "We are now planning to acquire from the U.S. at least four fast attack boats, which can carry 15 personnel and are suitable for operations in the creek area," Mr. Rathore said.

But one vehicle that has made a big difference is the Italian-made ATV. "Thanks to these ATVs, our men can now patrol the vast terrain. We have created a BOP right in the middle of the Rann to monitor the Harami Nala area from where Pakistani fishermen sneak into India"¦ Accessing this BOP has become easier with the four ATVs we have. We plan to add 10 more ATVs to our fleet so that we can cover a larger area," Mr. Rathore said.

India is probably the only country where these ATVs are being used in deserts. The design of this vehicle factored in European weather conditions, mainly to clear snow. But, in the past couple of years, the Italian firm has made certain changes to the vehicle to make it more suitable and durable for tougher conditions, similar to those in the Rann of Kutch. Significantly, even Pakistan Rangers who man the international border are planning to buy these ATVs.

However, Pakistan has taken a lead over India, acquiring hovercrafts which operate smoothly in marshy conditions with greater speeds than the ATVs. The BSF has also decided to buy at least two hovercraft that will enhance its capabilities. "The proposal has already been sent to higher authorities"¦ We hope to get these hovercraft soon. It will give us greater operational advantage over our adversaries in the Rann"¦," Mr. Rathore said.

BSF jawans on border duty carried phones despite ban

JAISALMER: Despite a ban on carrying mobile phones during duty for BSF jawans at the Indo-Pak border, it has come to light that the personnel did carry cell phones after two of them died fighting over use of the phone.

The incident happened at Shivni border post in Ganganagar. The BSF headquarters has suspended the post commander and gave instructions to strictly follow the ban.

Confirming the incident, BSF Rajasthan frontier inspector general P C Meena said there is a ban on carrying mobile phones while guarding the international border. Despite the ban, jawans have been found secretly carrying their phones during duty and has been taken seriously by the BSF headquarters.

At Ganganagar's Shivni border post, one of the jawans, constable Jitendra Singh was continuously using his phone while his colleague constable Badal Singh tried stopping him. It resulted in an argument where both fired at each other and they died on the spot.

BSF sources said initial investigation has revealed that Bulandshahar resident Jitendra Singh was unmarried and was having an affair with a married teacher in Kanpur.

Around 2.30 pm, he called the teacher and after a few rings, she switched off her phone. This disturbed Jitendra and he kept trying her number. His actions infuriated Badal Singh who objected to it.

Badal Singh was married just a month ago, on May 20, this year. His wife is inconsolable. Both the deceased joined BSF in 2011 and took training together in Jodhpur.

12 Pakistani national arrested for entering Indian waters

Kutch: 12 Pakistani national were arrested last night by the Border Security Force (BSF) for illegally entering Indian waters near Padala creek in Koteshwar off Kutch in Gujarat.

According to a BSF official, the 12 persons, who seemed to be fishermen, were nabbed during patrolling.

They will be brought to the Joint Interrogation Centre in Bhuj by evening where they will be questioned, official sources said.

This is the second time this month that Pakistani nationals have been arrested after they crossed the International Maritime Boundary Line (IMBL).

On June 12, the Indian Coast Guard (ICG) had apprehended a Pakistani boat with 12 fishermen onboard, 38 nautical miles off the IMBL near Jakhau coast in Jamnagar district of the state.

2,250 BSF men guard Amarnath Yatra route

New Delhi: At least 2,250 Border Security Force (BSF) troopers have been deployed on the route of the annual pilgrimage to the Amarnath cave shrine in the Kashmir Valley, an official said.

"We have deployed four battalions, carrying 25 companies, on the Amarnath Yatra route for the security of the pilgrims. Each BSF company has around 90 personnel," said a BSF official.

BSF Director General Subhash Joshi recently visited Baltal, Panjtarni and the holy cave in Kashmir and reviewed the security arrangements.

"Around 10 medical camps are established on the routes for providing medical assistance to the pilgrims. BSF has also deployed 15 dog squads and one bomb disposal squad at different places for securing the routes of Amarnath Yatra," added the official.



This year 600,000 pilgrims have registered themselves for the yatra.

Dedicated to the Hindu god, Lord Shiva, the Amarnath cave shrine is located at 13,000 feet above the sea level. The distance from north Kashmir's Baltal base camp to the cave shrine is around 14 km and the pilgrims are able to return after 'Darshan' the same day.

Six pistols, live rounds seized by BSF along Pak border

New Delhi: BSF troops on Saturday recovered six pistols, live magazines and 39 rounds of ammunition along the Indo-Pakistan border in Punjab's Ferozepur sector.



"Six pistols, an equal number of pistol magazines, 39 live rounds and two Pakistan SIM cards were recovered by troops on Punjab border today at the border post Joginder of Ferozepur sector," a BSF statement said.

A BSF patrol spotted the arms and ammunition after suspicious movement was detetcted at this strecth during the intervening night of June 28-29, it said.

BSF apprehends 28 Bangladeshis in West Bengal

New Delhi: The Border Security Force (BSF) apprehended 28 Bangladeshi nationals near the India-Bangladesh border in West Bengal as they were trying to sneak into the country, an official statement said here on Thursday.



According to BSF, the men were caught on Wednesday night.

"Troops of 152 Battalion from the border outpost in Gobardha of Nadia district in West Bengal apprehended 28 Bangladeshi nationals who were trying to enter India," the statement said.

Constables to get promoted 5 years early; MHA revives old post

New Delhi: In a move that will bring cheers to lakhs of constables working in paramilitary forces, the Ministry of Home Affairs (MHA) has decided to re-introduce the long abolished post of 'Havildar' in forces like CRPF and BSF ensuring a 5-year faster promotion to these personnel in the lower rungs of hierarchy.

A committee of force chiefs of CRPF, BSF, ITBP, SSB and CISF recently met Union Home Secretary RK Singh after which it was decided to create and introduce this post which will lessen the long promotion time of 19-20 years for a Constable to become a Head Constable by 5 years, and he/she will be promoted in 14 years to the new post of 'Havildar'.

From 'Havildar' to Head Constable the promotion time would be about two-three years which effectively means that these personnel who are the backbone of security forces will be able to get two promotions in less than 20 years as compared to the current norm of only one promotion in two decades.



The Home Ministry has now asked all the paramilitary forces, with an estimated strength of 5-6 lakh constables, to prepare a blueprint in this regard and soon implement this much desired welfare measure in their respective forces.

"This new measure which has been approved in-principle by the Home Ministry will not only bring a lot of happiness among the constabulary but will also boost their morale at a time when we are seeing attrition in these forces deployed for rendering hard duties in the internal security domain across the country," a senior official privy to the development said.

The Home Ministry is facing a challenge to lift up the enthusiasm of these men and women who had a long-time grievance of not getting promoted by even one rank in 20 years or more in their service.

Now, with a promotion in 14 years, the ministry has given these personnel, who are the backbone of the organisation, a silverline of hope, the official added.

With this promotion, the constables will also get a hike in their salaries whose quantum will vary from force to force and which will be notified soon, the official added.

The 'Havildar' post in these forces was retained on the lines of the Army when they were raised but some years after a regular recruitment mechanism was evolved for them, the post was abolished, the official said.
