Union Home Minister operationalises the New Intelligence Set-up of SSB


Union Home Minister Shri Rajnath Singh operationalised the New Intelligence Set-up of the Sashastra Seema Bal (SSB) at a function here today. This marked the culmination of a long pending aspiration of the Force following approval of the Union Home Minister.

SSB has been declared as the Lead Intelligence Agency (LIA) for both the Indo-Nepal and Indo-Bhutan borders. Thus, it was felt that a well knit intelligence network of the highest capabilities that can function and deliver would be the prime requirement of comprehensive Border Management. This was quite essential as the operations of SSB have to be Intelligence based so as to prevent criminals and smugglers from taking advantage of the friendly borders with Nepal and Bhutan. MHA has accordingly sanctioned 650 posts in various ranks from Battalion to Frontier Headquarters.

Speaking on the occasion, Shri Rajnath Singh said the job of SSB is much more demanding and challenging since it is vested the responsibility of guarding open borders unlike other borders. This makes the task much more challenging and demands highest alertness to check illegal activities like smuggling of arms, Fake Indian Currency Notes (FICN), drugs and human-trafficking.

Commending the leadership shown by Smt. Archana Ramasundaram, who is the first woman to head any CAPF, the Union Home Minister said she has proved her mettle by leading a paramilitary force with exemplary skills. Shri Rajnath Singh cautioned the Forces’ personnel to keep a tab on rumour-mongering over the social media. Assuring the Government’s concern about the welfare of the CAPF personnel and their families, the Union Home Minister said he has taken steps to ensure a martyr’s family gets atleast Rs. 1 crore compensation. He urged the CAPF Officers each to adopt a CAPF martyr’s family.

On the occasion, the Union Home Minister launched the Welfare and Rehabilitation Board (WARB) Mobile App for CAPF personnel. The App is available on Google Play store and is user friendly. It contains various useful features to facilitate retired CAPFs and Assam Rifles personnel to get their genuine grievances redressed, seek skill development training through National Skill Development Corporation under “Pradhan Mantri Kaushal Vikas Yojana, re-employment and other relevant and important information. This mobile App shall also help retired personnel to have better co-ordination with WARB and its field formation at states/UTs and district level.

Later Shri Rajnath Singh released the book “Pride of India”, a compilation on SSB martyrs and awardees. He also distributed scholarships to children of SSB martyrs.

Till date 43 Officers and personnel of SSB have sacrificed their lives for national security. This year Shri Amal Sarkar made the supreme sacrifice after gunning down one militant in an encounter with NDFB militants in Chirang district of Assam.

SSB Wives’ Welfare Association “SANDIKSHA” has taken up the task to help out wards of such martyrs under the ‘Sanrakshan’ scheme. “SANDIKSHA” is providing financial help to children of martyrs who are still studying in school, colleges and universities to continue their studies.

In his address MoS (Home) Shri Hansarj Gangaram Ahir said the Prime Minister Shri Narendra Modi has laid emphasis on Police Modernization and the Government is committed to carry it forward.

Welcoming the new Intelligence Wing of the SSB, Director, Intelligence Bureau, Shri Rajiv Jain said it will act like a force multiplier. Directors-General of CAPFs were present on the occasion.

Director General, SSB, Smt. Archana Ramasundaram said that the Force’s Operations are mostly based on Intelligence hence the new Intelligence set-up will help effective guarding of India’s open borders with Nepal and Bhutan. The Force has undertaken Modernization programme and the SSB has acquired two UAVs while the MHA has approved three Bomb Detection and Disposal squads for the SSB, she added.

Nagpur: The skills of the recruits of the 238 battalion of Central Reserve Police Force (CRPF) can be gauged from the fact that they are being raised in the unit's Hingna centre to combat different enemies in their styles and tactics. Be it tackling a single wolf terrorist insurgency attack in Kashmir, a guerrilla ambush in Central India's Naxal stronghold of Abujmadh or ultras in North-east having unique identifies and separated by their strategies, the recruits are ready to taken them on.

Around 760 recruits from various parts of India have been picked for the battalion and they are set to complete a rigorous 44-week training that had begun in mid-April this year. The present crop of recruits would produce manpower for CRPF's most sophisticated and lethal Commando Battalion for Resolute Action (CoBRA).




This force is armed with modern weaponry and gadgets along with other units including ones shifting to Special Protection Group (SPG) under deputations, Central Bureau of Investigation (CBI) or National Security Group (NSG) among others. Punctuated by a brief three-and-half hour of break in the afternoon, the training sessions go on from 5.45am to 5.30pm.





Commandant MH Khobragade, who is spearheading the training under the supervision of DIGP (Group centre CRPF Nagpur) Sanjay Kumar, said the uniqueness of the training regime is the blend of brawn and beauty. "Apart from basic training and other rigorous regimes to make the recruits combatants of high standards having balanced physical and mental abilities, we are also focusing on talent hunts. A sound talent in a recruit of singing, performing or any other skills are being encouraged so that they have an inbuilt recreational facility too to bust the stress," he said. Khobragade also said recruits are preparing public relations to create a network and support base in the conflict zones while inculcating a deeper degree of maintaining secrecy and confidentiality which is also crucial to fight an unconventional enemy like Naxalites.

"I am sharing my own experience of serving in Naxalite-affected Gadchiroli district with the recruits where we ensured attending every marriages or last rites in the village or attended other functions visiting residences with gifts and useful materials for daily use," he said.




Khobragade, assisted by deputy commandant Sunil Mishra and Vijender Singh, also stated that another novel concept of 'case study' has been introduced in the training modality where the stress is laid upon analysing the past incidents and conduct a brainstorming sessions on them.

"Videos and films of various past incidents are being provided by the training directorate which we are showing to the recruits. The mistakes are being analysed and options of bettering the performances are being discussed. We are inviting guest lecturers, motivational orators, psychological experts and also our senior and retired officers," he said.

Group commandant, CRPF Nagpur centre, Manoj Dhyani said the training imparted to the recruits is good enough for 35 years in their service. "The training modules are being planned in such a fashion so as to fit in the different styles and techniques of different enemies under various circumstances," he said.

BSF to use speedboats in J-K and Punjab to fix security 'Achilles' heel' at border



The BSF is all set to use speedboats to patrol water bodies along the International Border with Pakistan.

India's Border Security Force is all set to use speedboats on rivers in Jammu and Kashmir and in Punjab, to fix what many in the security establishment call an "Achilles' heel" at the border with Pakistan.

This month, the Army gunned down five terrorists, all of them members of the jihadist group Jaish-e-Mohammed, after they were intercepted near the banks of the Jhelum river in Kashmir's Uri sector. Clad in fatigues, they crossed the river in a boat, and planned to carry out a fidayeen attack.

The BSF, India's first line of defence, suspects that such tactics can't be ruled out at the International Border (IB), which is manned by its personnel. Fences may act as deterrents on land, but the BSF now wants to plug in the loopholes on water.

The BSF's water wing has procured 43 boats from Cleghorn Manufacturing Company Private Limited. 25 of these boats will be used in Jammu and Kashmir and in Punjab. The rest are meant for use at the India-Bangladesh border.

"We have made state-of-the-art speedboats which have have good speed and beautiful turning radius," said Prakash Kumar Sha, Cleghorn's MD. He said they "fulfill the criteria of (the) BSF," and that he had an order for six more boats for the region.

The BSF tested boats last week, keeping in mind the high threat perception in the Jammu region.


On which water bodies will the BSF use speedboats?
  • In J-K, the BSF's speedboats will patrol the Ravi, Chenab and Tawi rivers.
  • Speedboats will also ply in Punjab, on the Sutlej and Ravi rivers.
  • Highly-placed sources say water bodies such as the Ujh (a major tributary of the Ravi) and Tarna will also be patrolled.


HOW TERRORISTS GAVE THE BSF THE SLIP DURING THE PATHANKOT ATTACK

At the time when the Pathankot airbase was attacked in 2016, the BSF had in place a Laser and Infra-Red intruder detection system.

But the terrorists managed to give the force the slip. How? Sources said the BSF later figured that the river flow and undulating water had impacted its system. For instance, the infra-red wouldn't work once it went underwater, an officer told India Today.

So, the area needs to manned - and that's where the speedboats come in.

'MULTI-LAYERED SECURITY'

The BSF already has in place a pilot project - the Comprehensive Integrated Border Management System (CIBMS) - which relies on an emphasis on using technology to prevent infiltration and smuggling at the western border.

A source said the BSF wants "multi-layered security along with technological assets to ensure fool-proof security."

"In fact, it has been long delayed."

Sources say the BSF has floated global tenders to acquire Sonar and Radar systems.

Other equipment, such as night vision devices, handheld thermal imagers (HHTI), laser and drones have already been procured to monitor movements and sounds along the International Border.

Rs 370 crore to BSF, ITBP for border infrastructure


NEW DELHI: Laying emphasis on building infrastructure along the Indo-Pak and Sino-India borders, the government has sanctioned nearly Rs 370 crore to the BSF and the ITBPfor construction of bunkers and special climate- controlled huts in forward areas, an official said today.

A total of Rs 369.84 crore has been sanctioned by the home ministry for construction of infrastructure for Border Security Force (BSF) and Indo Tibetan Border Police (ITBP), the official told .

The amount will be spent for construction of bunkers, fortifying border out posts of the BSF along the Indo-Pak border, construction of climate-controlled huts, procurement of snow scooter for the ITBP besides other necessary works of the two forces.

The BSF guards the 2,526.86-km-long Indo-Pak border, including 237.2 km of the Line of Control, and 4096.7 km of the Indo-Bangladesh border.

The Indo-Pak border has been witnessing massive ceasefire violation from across the border since the beginning of 2017. At least four BSF personnel were killed in firing by Pakistan this month.

ITBP guards the 3,488-km-long Sino-India border that runs through Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. The force is specially trained to operate in high altitude mountainous terrain.

ITBP border out posts are of the height up to 18,750 feet where the temperature dips down minus 40 degree Celsius.

Pilot project of CIBMS along Indo-Pak border in Jammu and Kashmir to be completed by April end: BSF


JAMMU: Two pilot projects of Comprehensive Integrated Border Management System (CIBMS) in sectors along nearly 200 km long International Border (IB) will be completed by April end, DG BSF K K Sharma said.

CIBMS is an integration of a number of new gadgets and technologies to ensure electronic surveillance of borders.

"The two pilot projects of 5.5 and 5.3 kilometer of stretches each are nearing completion. I am hopeful that by the end of April, both these patches will be complete for the inauguration," Sharma told .

These provide feeds to BSF personnel at the border outposts, where monitors would be installed. In case of a threat, quick reaction BSF teams will intervene and neutralise it.

The BSF chief expressed hope that it will be able to plug the gaps in "vulnerable areas" along the country's borders with Pakistan and Bangladesh in the next three to five years.

He said that the BSF plans to put up a CIBMS in areas along the Indo-Pak and India-Bangladesh border, where it is difficult to put up a fence due to the nature of the terrain as well as check cross-border infiltration and smuggling.

The BSF has decided to go ahead on construction of 10-meter high wall cum embankment along IB in Jammu frontier after much delay.

The Central government had begun the process of building a wall 10 meters high and 190 km long IB to prevent infiltration, and protect locals from shelling across the border in 2016.

The wall, called border embankment for strategic reasons, will be built along the 110 km stretch of the Kathua-Jammu region is going to be 135 feet wide. A proposal to construct 80 additional border posts has also been approved.

Out of 118 villages in the districts of Kathua, Samba and Jammu, authorities have completed land acquisition in 106 villages. In all over 1,600 acres of land is being procured at a cost of Rs 104 crore.

320 flats for BSF jawans on the ICP premises to come up

With a view to ease the bilateral business between India and Pakistan as well as Afghanistan, the work is on war footing for installation of an efficient and prompt Full Body Truck Scanning System (FBTSS) and other security apparatus at the Integrated Check Post (ICP), Attari.

MP Rajya Sabha Shwait Malik on Tuesday held a review meeting with officials of the Land Ports Authority of India, Central Warehousing Corporation (CWC), traders and other stake holders at the site to monitor the progress of projects sanctioned by the Union Government.

Costing around Rs 40 crore, the two sets of full body 22-wheel truck scanners is going to be a reality.

The project that commenced on March 15, 2018 is expected to be completed by September 15. With the nuclear emission technology, these scanners can easily detect fissile material, narcotics and contraband.

At present, trucks moving between India and Pakistan are manually inspected with the help of sniffer dogs. Due to lapse, several incidents of contraband and weapons being smuggled into the country have been reported since the trade between the two countries began in 2008.

“A truck will be parked in the designated tunnel and the nuclear radiation technology will monitor the loaded truck within a span of three minutes. In the absence of scanners, trucks can be seen in long queues waiting for clearance. Also, the manual checking and dog sniffing can’t be considered reliable, keeping in view the instances of forbidden material sneaking in,” said Malik, who had raised the issue in the Parliament and earnestly taken up the matter with Union Minister of State for Home Affairs Kiran Rijiju.

According to the Land Ports Authority of India Act, 2010, it is mandatory to install scanners at the posts through which international trade is carried out.

Similarly, a covered shed of size 65X16 meters (1040 square metres) and a concrete open yard measuring 13,000 square meters worth Rs 4.5 crore, too, is under progress. It will be completed within six months, officials said.

Now, the ICP is under surveillance of 108 high definition CCTVs cameras with night vision facility worth Rs 4.75 crore, along with 16 vigil towers worth Rs 54 lakhs have been set up to strengthen the security cover.

Besides, residential accommodation for BSF jawans within the ICP premises has been sanctioned by the Centre. As per plan, 320 flats for three companies of the BSF would be constructed.

Similarly, for the convenience of labour, shed for rest and relaxation of coolies and porters, toilet blocks, one each at Jatha shed (India and Pakistan side) and 100 metres wide road near passenger terminal and cargo terminal is also under process.

Paramilitary forces will soon get BARC-developed ‘Bhabha Kavach’


NEW DELHI: Deployed along the sensitive borders with Pakistan and Naxal-infested areas, paramilitary forces will soon get next-generation bulletproof jackets based on a Bhabha Atomic Research Centre (BARC)-developed technology.

The jacket, which is lighter than those already available in the market, will provide 360-degree protection to personnel of central armed police forces like CRPF, BSF, CISF, ITBP and SSB. The technology of bulletproof jacket called ‘Bhabha Kavach’, named after the father of the Indian nuclear programme Homi J Bhabha, was developed at BARC’s Trombay centre after the Union home ministry made a request for such a jacket in 2017. The BARC-patented jacket technology was then transferred to defence PSU Mishra Dhatu Nigam Limited (MIDHANI) last year for limited production of jackets for sample testing.

A source in BARC told TOI, “The jacket is made up of hard boron carbide ceramics that is hot-pressed with carbon nano-tubes and composite polymer. Boron carbide is used by BARC in control rods to absorb neutrons and control the fission rate in nuclear reactors. The material is so tough that it can provide level 3+ shield from assault rifles like Ak-47.”

, “The jacket with 360 degree full protection shielding front, back and sides weighs around 9.5kg whereas the one with just front protection weighs around 6.8 kg in comparison to 17kg jackets of similar specifications already available in the market.” He said, “Till now, two sets of 14 jackets each have been produced for tests. Bhabha Kavach has already cleared over 20 tests and can shield from bullets fired from AK-47s (7.62 mm hard steel bullets), INSAS (5.56mm) and self-loading rifles (SLRs).”
On the final test, Col Kumar said, “Recently, CRPF made a request that the jacket should also be
according to BIS 2019 specifications. Therefore, we have made some changes in fresh set of jackets and are in the process of giving them to the CRPF for the final test. We hope the jacket will clear this test as well.” He said MIDHANI will “mass-produce and deliver 3,000-5000 jackets in a year to the paramilitary forces once we get the orders.” The cost of Bhabha Kavach is approximately Rs 60,000,which is much cheaper than other jackets of similar strength that are priced over Rs 1.5 lakh.

Nearly 400 paramilitary personnel had been killed in action between 2015 and 2017, according to the home ministry. Bharat Kavach will certainly help reduce fatalities in future.

West Bengal: Both injured Border Security Force (BSF) personnel were evacuated to nearest medical facility. Head Constable Vijay Bhan Singh succumbed to injuries, he was declared brought dead. Injured Constable has been taken to Murshidabad Medical College & Hospital Behrampore.

One Indian fisherman was illegally kidnapped by Bangladeshi guards and when BSF went to confront them they fired and killed one of our guys. Shoot their guards like dogs. They have forgotten Pilkhana very fast.

Increased security in the Sundarbans region

Without armed drones and the freedom to drop low-intensity precision munitions on infiltrators, we will keep playing a whack-a-mole game.

Imagine if BSF had armed smaller drones to drop accurately on pole-vaulters or Pakis. The result would be several dead Bangoo jihadis and those who survived would run back to tell others not to dare to cross the border. Home Ministry needs a spike in technology, not manpower. One drone can do a lot more with a crew than 100 BSF troopers wearing cumbersome gear and risking their lives.

Haseena won't be able to raise this issue since it would imply that Bangoos regularly jump the fence which the Government of Bangladesh denies. At the same time, it will terrorize the jihadi crowd there. BNP might raise a bogey that we are killing innocent Bangladeshis, which we can easily counter back and say that Jamaatis are backing terrorists, and drug and cattle traffickers.
