Defence ministry to seek CCS approval for US copters

In a bid to beef up its rapid deployment and strike capability, the defence ministry is set to approach the Cabinet Committee on Security (CCS) for the acquisition of 15 heavy-lift twin rotor Chinook and 22 Apache Longbow helicopters from US aircraft major Boeing. The move comes as Boeing is expected to revise the cost of these helicopters after March 31. The $2.5 billion deal was cleared by the Defence Acquisition Council (DAC) under the then defence minister Arun Jaitley last August.

South Block sources said the acquisition is being negotiated for the past five years with Boeing holding to the agreed price till March 31. "The manufacturer had extended the agreed price to March after the October 2014 deadline expired. If Boeing decides to revise prices of both Chinook and Apache after the new deadline, the deal will have to be re-tendered and re-negotiated. This concern has been conveyed to the highest level in the government," said a senior official. Government sources said even though the Narendra Modi government was keen to acquire the helicopters, the deal has been hanging fire as the defence ministry lacks capital funds. The delay took place despite the manufacturer dropping the contentious limited liability clause at the instance of Indian negotiators. The Indian Air Force (IAF) has four heavy-lift Mi-26 helicopters based in Chandigarh and two squadrons of Mi-35 attack helicopters based in Suratgarh and Pathankot acquired from Russia in 1980s. The Boeing Chinook-47D and Apache-64 D with Hellfire missiles in its arsenal are far superior to their Russian counterparts both in terms of technology and lethality.

Has anybody figured out reasons of this delay?

There is a March 31st deadline looming or the prices go up.

It could be worst, that India has run out of money. There is too much military hardware to purchase and not enough money. This purchase may not be high on the priority of Rafale, or artillery or helicopters or submarines or naval survaillance planes or aircraft carriers or rifles, or modernizing Ordinance factories, or Barak 8 and many more.

April 17, 2015: Boeing Defense has extended the validity of its commercial bids on expected deals for 22 AH-64E Apache and 15 CH-47F Chinook helicopters till June 30, the latest in a long string of extensions requested by the government as it attempts to conclude a deal. Boeing had recently signalled that it would not be able to endlessly maintain its commercial bid without affecting price escalations. Indications are that the government has been apprised that these are priority procurements that need to be concluded quickly in order not to pay a higher price as a result of bureaucratic delays. The final contracts are likely to be government to government contracts with attendant offset requirements. Both deals also have follow on options for additional airframes. The Indian Air Force has especially expressed an urgent need for the heavy vertical lift capability, given that its Mi-26 choppers are literally on their last legs, with only two currently operational, and stretched to their logistical limits. The conclusion of both deals will be the latest in a steady unbroken stream of deals awarded to US firms. For Boeing, the twin deals come after a retinue of successes, including P-8I, C-17 and Harpoon missiles for Indian Jaguars and submarines.

The defence ministry has cleared two crucial deals worth more than $3.1 billion to equip the Indian Air Force with US-built attack and heavy-lift helicopters. Defence minister Manohar Parrikar has sent the proposals to buy 22 AH-64D Apache Longbow attack and 15 CH-47F Chinook heavy-lift copters — both platforms manufactured by US defence giant Boeing — to the finance ministry for clearance, a government official said on Monday. The Apache proposal went to the finance ministry on April 23, while the one to buy Chinooks was sent last week. The proposals will later go to the cabinet committee on security, headed by PM Narendra Modi, for final clearance. The latest price extension granted by Boeing for the choppers is valid till June 30. The deals are, however, not linked to US defence secretary Ashton Carter’s upcoming visit to India, beginning June 2. The proposals have clauses to place follow-on orders for 11 more Apaches and four extra Chinooks. Both platforms have seen combat in Afghanistan and Iraq. Boeing had beaten off competition from Russia, which had offered its Mi-28N Night Hunter and Mi-26 heavy-lift copters to the IAF. Armed with fire-and-forget Hellfire missiles, the Apache attack choppers can track up to 128 targets in a minute and prioritise threats. These missiles equip the helicopter gunships with heavy anti-armour capabilities. The army is moving a case to buy 39 Apache helicopters. The Chinook’s main roles include transporting troops, artillery and battlefield resupply.

The finance ministry has finally given a green signal to acquisition of 22 Apache attack and 15 Chinook heavy deployment helicopters worth $3.1 billion from US defence major Boeing after a delay of nearly three years and 13 price extensions. The deal is expected to cleared by the Cabinet Committee on Security (CCS) next Tuesday, before Prime Minister Narendra Modi embarks on his United Nations General Assembly visit to New York. With Boeing and US Army Security Assistance Command threatening to escalate the price after September 30 by nearly 40% after holding it steady since 2009, finance minister Arun Jaitley, defence minister Manohar Parrikar and National Security Advisor Ajit Doval put their heads together this week. “We have conveyed our no objections to the deal being considered by the CCS,” said a senior finance ministry official. India plans to purchase 22 Apache AH 64D Longbow helicopters with purchase option of another 11 at the cost of $2 billion. This state- of-the-art attack helicopter will be acquired with Hell Fire missiles and around 8,000 rockets. The helicopter has night vision capability, stealth characteristics and beyond visual range missiles. Apart from this, India will acquire 15 CH-47 Chinook helicopters with options of another six at the cost of $1.1 billion. A twin-rotor helicopter, Chinook has proved its worth in US operations in Afghanistan and Iraq and will be used by Indian Air Force for rapid insertion of troops in high altitude areas.

Just as Saurav jha said: when it comes to expensive imports, India is emerging power.

When it comes to Hindu made weaponry it is developing poor country.

For 3 billion can induct 100s of lch. For cost of rafale deal can have Tejas & Kaveri done.

Drdo Hal are using 70s production lines. I understand though that BJP is trying to cut down congress deals at minimal diplomatic cost.

Still insane how much stronger stronger could be without imports. Only 2001 private sector was allowed into defense.

Already have novel things like Tata electric 2 man indoor fighter.

Ahead of Prime Minister Narendra Modi's visit to the US, the Cabinet Committee on Security (CCS) today cleared a deal worth around $2.5 billion for 22 Apache attack helicopters and 15 Chinook heavy- lift choppers with American aviation giant Boeing. According to government and defence ministry sources, the deal for Apache and Chinook (helicopters) has been cleared and the total cost is $2.5 million.The CCS met after a Cabinet meeting, they said. The deal was pending since 2013 following finalisation of cost negotiations, to be signed during the visit of US Defence Secretary Ashton Carter in June this year. The deal for Apache is "a hybrid one", with one contract to be signed with Boeing for the helicopter and the other with the US government for its weapons, radars and electronic warfare suites. The US has been pushing for this contract as it will further bolster American presence in the burgeoning defence market of India. American companies have over the last decade bagged defence contracts from India worth around $10 billion, including for aircraft like P-8I maritime surveillance planes, C-130J 'Super Hercules' and C-17 Globemaster-III in the transport category. Prime Minister Narendra Modi will leave for the US tomorrow to attend the UN General Assembly. The helicopter deal had survived over 10 price extensions from the American side with the last one being for a month as desired by India. The contract will have clauses to place follow-on orders for 11 more Apaches and four extra Chinooks.

I don't think so.
But this kind of gifts has to stop every time PM visits US.The gifts has to be to and fro.Sam hasn't given us anything that can be said substantial.

2.5 billion dollar means there is about 800 million dollar worth of offsets Boeing has to invest back in India which if properly used can be used to transfer critical technology for our rotary wing aviation sector . Boeing has been generous in offsets towards India as it was evident in our P8I deal now lets see what offsets they are going to invest in this deal.

Thrilled with the prospects of Army Aviation getting Apaches. Heli gunships in support to ground troups and armr was always the need of the hour.

Not ToT but investing in Indian private or public sector companies by way of establishing manufacturing facilities which can be used to enhance our defence manufacturing sector . Offsets policy of India does mention transfer of technology and/ or manufacturing facility by Defence Offsets Guidelines (DOG) but it is not being adhered to by the OEM due to only 26% FDI in defence sector till last year , now that we have increased it to 49 % we will get better offset obligation fulfillment , Western defence contractors want GoI to increase FDI to 51% for better better offset obligation fulfillment and tech transfers .
Boeing 's last offset obligation led to Boeing investing with 18 Indian suppliers for parts and assembly covering commodities such as aerostructures, wire harness, composites, forgings, avionics mission systems and ground support equipment , these are not exactly critical technology but its a start.

Is it operable at Kargil heights/peaks ?

What Kind of weapons we are buying along these helis or they are part of the deal. I am not too sure if I have asked this question before.

Saar, it can but remember it's not an 'LCH'. The HAL LCH has been primarily designed for high- altitude warfare given its service ceiling and range it is well suited for the high mountainous terrains.
Weapons: 812 AGM-114L-3 Hellfire Longbow missiles, 542 AGM-114R-3 Hellfire- II missiles, 245 Stinger Block I-92H missiles,rockets, 30mm ammunition etc.

Apache is for IAF, Army Aviation Wing will get LCH as of now.
