Over the past year there has been much agonised debate in the eurozone about whether a "German Europe" is emerging from the eurozone crisis. In much of Europe the jury is still out. But for many officials and analysts in China the conclusion is clear. They see a Germany that is increasingly powerful, a France that is weakened and a UK that is marginalised.

"If you want something done in Brussels," a Chinese official told us on a recent visit to Beijing, "you go to Berlin".

Europe's relationship with Beijing will largely be determined by the emerging "special relationship" between China and Germany, which was upgraded to a new level last June when Wen Jiabao, the Chinese premier, travelled to Berlin with 13 ministers and held a joint cabinet meeting.

The basis for this political relationship is the explosion in trade between China and Germany over the past decade and in particular German exports to China. Nearly half of all EU exports to China come from Germany, while nearly a quarter of all EU imports from China are destined for Germany. Demand from China for automobiles and machinery played a big part in Germany bouncing back from the economic crisis so quickly.

At the moment there is a type of symbiosis between the Chinese and German economies: China needs technology and Germany needs a market. The Chinese think Germany can help them move to the next stage of their economic development and talk about a "mutually beneficial" relationship (though there is also potential for conflict as China moves up the value chain and provides not just a market but also competition for Germany).

Since 2008, China and Germany, both exporters with high levels of savings and surpluses, have often been on the same side in debates about the global economy and have been criticised by the US. Some Chinese analysts see parallels between emerging German leadership at a regional level and emerging Chinese leadership at a global level. The economic crisis has raised the world's expectations of both countries.

This emerging "special relationship" is both an opportunity and a danger for Europe. On the one hand, the scale of German investment could give Europe greater leverage over China. On the other hand there is a risk that Germany will use its close relationship with China to pursue its own economic interests rather than Europe's strategic interests.

For China, the upgrading of the relationship with Germany takes place in the larger strategic context of the US pivot towards Asia. The Chinese welcomed Germany's abstention in the UN Security Council on the use of military force in Libya last March – which they see as indicative of an overlap between Germany's reluctance to use military force and their own principle of non-interference. China wants a Europe that is prepared to stand up to the US and may see Germany as a way of achieving that goal – in other words as a way of splitting the west.

At the moment, China's need for technology means that Germany still has some limited leverage. But German officials are aware that, in the long term, they do not have sufficient weight on their own to influence an emerging superpower with a population of 1.35bn. "In the end we're 80m and shrinking," says one German official.

Not least because of its economic interests, Germany has tried hard to develop a comprehensive European approach to China, but this came to nothing. Some German officials are now understandably frustrated and sceptical about the possibility of a common EU approach to China.

This is a dangerous situation for both Germany and Europe. When Chancellor Angela Merkel visited China in February – after the European summit and right before the EU-China summit – she appeared to speak for Europe, which reinforced the impression that Berlin had replaced Brussels in Beijing.

Germany must not give up on a European approach to China. But the rest of Europe must also urgently find ways to help Germany be a good European in its relationship with China – or risk being cut out of the loop as Germany's bilateral relationship with China replaces Europe's embryonic "strategic partnership" with China.

Hogwash, when the Germans see their products reverse engineered and sold on the cheap they will recognize China for the slut she is.

Germans are Anglo-Saxons too. Russia is also a capitalist country. Moreover, Germans do not need PRC as much as PRC needs Germany. PRC needs anything that is good quality, so that they can copy. I must say, PRC has good taste. They only copy the best, so they do appreciate quality. German engineering is of the best quality, and they are not willing to lose their markets.

If efficient genociders are considered, then even Pakistan and Germany should form a very nice bond.

Not a very convincing premise.

There is an old Tahiti sayng - In stormy weather - Uku Uku.

It means that when the sea is rough, any port will do.

The world, including Europe, is in a great financial bind.

Germany, amongst the EU Nation, is the best placed and hence is the more strident voice.

But even so, Germany is not in a good economic shape.

China provides the market.

Therefore, it is not surprising that instead of the Anglo Saxon dominance or the Germanic stormtroopers on the horizin,it is the wise saying of the meek Tahitians that is giving the lead and hope as to what is to be done - In stormy weather Uku, Uku! :rofl:

Save euro' plea to Germans as Spain slumps


BRITAIN yesterday piled pressure on German Chancellor Angela Merkel to save the euro.

David Cameron and Chancellor George Osborne said she must use her financial clout to stop the single currency collapsing.

The PM hammered the message home in emergency talks via video-link with Mrs Merkel and French president Francois Hollande.
It came as the chaos in Greece spread to Spain — with fears of a run on banks in both countries. Greeks have taken £560million from local banks in the past week.

And yesterday Spain's Bankia bank was forced to deny reports customers had taken £800million out of its coffers in the past seven days.
Last night the fears hit Santander UK as credit rating agency Moody's downgraded the bank along with its Spanish owner and 15 other Spanish banks.
And credit agency Fitch downgraded Greece on fears it will be booted out of the Eurozone.

Earlier, Mr Osborne said the Treasury had drawn up emergency plans to cope with Greece quitting the euro. He told MPs: "Britain will be prepared for whatever comes."

Mr Cameron had warned countries such as Greece and Spain can only survive if richer countries did more to "share the burden of adjustment".

He also backed Eurobonds to raise billions to prop up crisis-hit countries — a proposal that would have to be bankrolled by Berlin.

After the video chat, a Downing Street spokesman said the PM urged the eurozone to take "decisive action to ensure financial stability and prevent contagion".

A commercial relationship is not a military alliance. Germany is still NATO member. Don't be deluded.

paramount importance : technology must be denied to china.

russia learnt the hard way. now china is no longer depended on russia and russia is rushing to gaurd its borders with china.

germany will follow the russia in this debacle. but worse is, advantage to china.

how is india going to counter this when we ourselves are need/lack of expertise in technology and R & D. ????

My guess is the stoogies (sic) comment is editorializing by the original poster. Links requiring login to read should be so described by DFI posters, in my opinion.

:rofl: Britain call german copy-cat during the early stage of industrial revoluation, and only to figure that german take over the britans as industry leaders a few decades later, the west call the americans copy-cats until WW2, only to figure out the US become the superpower of the west then, and japlands are also called copy-cat until 1980s, the west can never learn.:rofl:

Judging by their track records, being called a "copy-cat" by the west is quite an achievement :rofl:

Germany had world class engineering , Russia have resource and China have money, is this alliance evil enough?

And why would Germany want to be a World obstructionist? There's simply no confluence of values between China and Russia and Germany for the latter to jump into bed with them. Maybe China and Russia can form an Axis (reminds me of Georgie Bush, Jr.)... you can also mix in North Korea, if you know what I mean...:cool2:
