BNP wants 'meddling' Indian envoy removed

Dhaka, June 23 (bdnews24.com)–The parliamentary party of the main opposition BNP has demanded that Indian high commissioner Pinak Ranjan Chakravarty be withdrawn for what it said was his meddling in the internal affairs of Bangladesh.

Opposition chief whip Jainal Abdin Farrouque made the demand on Tuesday on the grounds that Chakravarty had meddled in Bangladesh's internal affairs and made statements in breach of diplomatic etiquette.

"We want his immediate withdrawal as the envoy has been making comments for long violating diplomatic etiquette,"
Farrouque told reporters at a briefing at the media centre at parliament building.

Chakravarty on June 21 at a seminar on South Asian connectivity had called the Bangladeshi water experts who opposed the controversial Tipaimukh dam 'so called experts' in the presence of foreign minister Dipu Moni.

The whip alleged that the Indian envoy overstepped the line in his manners and comments after the Awami League government had assumed power.

Farrouque said Chakravarty made such comments in presence of the foreign minister and accused her of 'unpardonable crime' for 'failing' to safeguard sovereignty.

It has been proved that the minister cannot uphold the country's dignity, he said.

Replying to a question, Farrouque said they would return to parliament if they were provided 'respectable' numbers of front bench seats, opposition chief Khaleda Zia got adequate security and party adherents were allowed to enter her cantonment house.

MPs Barkatullah Bulu, Mahbubuddin Khokan, Shahid Uddin Chowdhury Anny and Nazimuddin Ahmed were, among others, present at the briefing.

Russia, Bangladesh to sign nuclear cooperation agreement in July
NEW DELHI, July 11 (RIA Novosti) - Russia and Bangladesh will sign a nuclear cooperation agreement after a Bangladeshi delegation inspects Russian nuclear facilities, a local news agency reported Saturday.

"We have recently received an invitation from the Russian government to visit various [nuclear] facilities," the United News of Bangladesh quoted a Bangladeshi IT Ministry high-ranking official as saying. "They propose that we pay a visit late this month."

Representatives of the Russian state nuclear corporation Rosatom and the Bangladeshi government signed on May 13 a memorandum of understanding on cooperation in the nuclear sphere. The key element of Bangladesh's nuclear program is the construction of the country's first nuclear power plant.

Bangladesh, which is badly short of energy, plans to build two reactors in the city of Ruppur.

The democratic government of Bangladesh formed in January intends to launch the country's first NPP in 2017. A project to build an NPP in Ruppur would require $1.5-2 billion, which could be given by the World Bank or other international financial organizations.

Three suspected militants held in Bangladesh

Dhaka (PTI): Bangladeshi security forces on Tuesday arrested three suspected militants linked to Jamaatul Mujahideen Bangladesh (JMB) as intelligence agencies warned that the banned outfit was trying to regroup.

Acting on a tip-off, the police arrested the three suspected militants, identified as Abdur Rahman, 36, Mahbub Hasan, 21, and Abdur Rauf, 22, and produced them before a court in Tangail district in central Bangladesh today, the Star online reported.

The police arrested them from a house at PTI Lane and seized a number of 'Jihadi' books and other materials from the house, the report said.

JMB, one of several outlawed Islamist groups seeking to turn majority Muslim Bangladesh into a sharia-based Islamic state, was blamed for a series of deadly bombings in late 2005. At least 30 people were killed and some 150 others were wounded in those attacks.

JMB has suffered setback with anti-militant security clampdown in the past several years. It has resulted in the execution of its six kingpins, including the outfit's founder Shaikh Abdur Rahman and his second in command Siddikul Islam Bangla Bhai in 2007.

However, intelligence agencies here last month warned that militants of the JMB have started to regroup.

Dhaka: India has proposed coordinated patrolling of its border with Bangladesh to curb trespassers who cross over at night, leading to many of them being shot by the Border Security Force (BSF) - the bone of contention at talks between the top brass of the border guards of the two countries.

The killing this year of 64 "unarmed civilians", as Bangladesh puts it, has become a sensitive issue between the two neighbours, who Tuesday ended their bi-annual consultations between top officials of the BSF and the Bangladesh Rifles (BDR).

While Bangladesh protested the high incidence of shootouts, the Indian side pointed out that over 85 percent of them occurred at night when movement across the border was not permitted.

Bangladesh agreed and committed that such movements would be sought to be discouraged to curb the killings.

"We have reasons," BSF chief ML Kumawat told mediapersons after the three-day talks ended.

Responding to a query on killing of Bangladeshis despite past pledges to stop such incidents, Kumawat said: "Most of those killings, almost 85 percent, took place at the dead of the night when public movement across the border is prohibited under section 144."

He said that the BSF had reasons to resort to firings, causing "unfortunate" deaths, New Age newspaper reported.

Kumawat said that Indian forces are aware of the importance of maintaining human rights and serious actions were taken against violators.

"You know every force has some black sheep who sometimes exceed the limit. We will take serious action for such incidents and will never ever spare anyone guilty of human rights violation," he said.

On coordination of border patrolling, BDR Director General Major General Mohammed Mainuil Islam said: "It does not mean patrolling together. The BDR and BSF will be patrolling on their own territories at a specific time through coordination as all forces want to pursue criminals."

He said many border pillars were damaged and as a result people in the frontier areas do not know which country they are in.

Both sides exchanged lists of fugitives believed to be hiding in the other country.

Bangladesh handed over a list of 1,227 Bangladeshi criminals and received a list of 77 people from the Indian side.

The Indian list of criminals included United Liberation Front of Asam (ULFA) military chief Paresh Barua; general secretary Anup Chetia, who is currently detained in a Bangladesh jail; Deb Borma and Jiban Singh.

India says they have been operating from Bangladeshi soil to stage terrorist operations in Assam.

I think its more because of the enclaves on both sides ,there are about 92 exclaves of Bangladesh, and 106 exclaves of India are within Bangladeshi soil.

There are 92 [ninety-two] Bangladeshi exclaves in India, mostly in the district of Cooch Behar but also in the district of Jalpaiguri. 21 [twenty-one] of these are embodied in Indian exclaves in Bangladesh. The largest Bangladeshi exclave, Dahagram-Angarpota, is connected to the rest of Bangladesh through the Tin Bigha Corridor, a tiny Indian territory leased by Bangladesh.


There are 106 [one hundred and six] Indian exclaves in the Bangladeshi districts of Panchagarh, Nilphamari, Lalmonirhat and Kurigram, which all border the Indian district of Cooch Behar. Three of these exclaves are embodied in Bangladeshi exclaves. The largest Indian exclave, Balapara Khagrabari [which comprises three villages], embodies ten Bangladeshi exclaves. One of these Bangladeshi exclaves, [part of] Upanchowki Bhajni, embodies an Indian exclave, [part of] Dahala Khagrabari, which is the world's only enclave within an enclave within an enclave. The second largest Indian exclave is called Shalbari. Shalbari comprises five villages and embodies four Bangladeshi exclaves.

Mufti Obaidullah put on remand

Indian national Mufti Obaidullah, who is one of the most wanted by the Indian law enforcement and intelligence agencies, has been placed on a seven-day remand for interrogation.

Dhaka Metropolitan Magistrate Dr Abdul Majid today passed the remand order after the Detective Branch (DB) of Police produced him before the court with a 10-day remand prayer.

Earlier, Detective Branch of police showed Mufti Obaidullah arrested, last Friday.

Quoting Mufti Obaidullah intelligence sources said that Pakistan based Islamist terrorist organisation Laskar-e-Taiyeba has been active in Bangladesh for the last 14 years.

Local leaders of the organisation have links to the network of absconding Indian mafia don Daud Ibrahim, and also to leaders of other Islamist militant organisations like Harkatul Jihad al Islami Bangladesh (HuJi), the sources added.

Dhaka Metropolitan Police (DMP) Commissioner AKM Shahidul Hoque said the arrestee has been identified as Mufti Obaidullah, who has been staying in the country since 1995.

He was arrested from the capital, and was taking preparations for a jihad by organising Bangladeshi mujahids with directives from Ameer Reza, a leader of Kashmir based Laskar-e-Taiyeba, who is an Indian national now staying in Pakistan," ]the DMP commissioner said.

Obaidullah took part in Afghan conflicts four times. Besides, he was active in militancy in India, in collaboration with militants from Pakistan and Afghanistan. He also collaborated with Islamist militants of Kashmir, Benaras, Punjab, and Hyderabad in India, said the DMP commissioner adding that Obaidullah came to Bangladesh to evade Indian intelligence after the government of that country in 1994 had declared him one of the most wanted.

DB sources said a team led by Deputy Police Commissioner Monirul Islam of DB-North identified the Indian terrorist on the basis of confessions made by another detained Indian national Daud Merchant, a close aide to Daud Ibrahim and one of the main accused in the killing of music baron Gulshan Kumer.

Daud Merchant and his associate Zahid Sheikh, who is also an Indian national, were arrested in Bangladesh a month and a half ago.

According to the sources, Mufti Obaidullah has a PhD degree on fatwa from Deobandh Madrasa in India, and he was a teacher at Jamiatul Sunnah Madrasa of Shibchar upazila in Madaripur since 2003.

In June 1995 he came to Bangladesh, took up a fake name, Abu Zafar, and started teaching in different madrasas in Monirampur of Jessore, in Shrimangal of Moulvibazar, and at Tikirpur Jamia Mahmudia Madrasa in Nawabganj of Dhaka.

He took part in the previous Afghan war in 1988 while he was a student. In 1990, he took part in the ensuing Afghan conflict for the second time, when he was trained in operating a wide range of light and heavy weapons like machine-gun, anti-aircraft gun, BM-50 canon, rocket launcher, and mortar.

Detained Mufti Obaidullah, one of the most wanted Laskar-e-Taiyeba leaders in India, used six mobile phones and had regular contact with Ameer Reza, chief of Asif Reza Commando Force (ARCF) working with the Pakistan-based Islamist militant outfit, said Detective Branch (DB) of police sources.

Obaidullah on Friday told The Daily Star at the DB headquarters that he knew Ameer Reza quite well.

He had close relations with Ameer's brother Asif Reza, the founder of ARCF, who was killed in an encounter with law enforcers in Gujarat in 2001, said Obaidullah, who is fluent in Bengali, Hindi, Urdu and Persian languages.

DB officials said Obaidullah sent SMS to Ameer Reza and others in Pakistan in Parsian language using English alphabets.

Meanwhile, Obaidullah, a madrasa teacher at Shibchar in Madaripur, was placed on a seven-day remand after DB police produced him before the Dhaka Metropolitan Magistrate's Court with a 10-day remand prayer.

Deputy Commissioner Monirul Islam of DB (South) told The Daily Star, "The call lists of the mobile phones used by Obaidullah show that he made calls to Pakistan regularly and often to India."

"He talked to Ameer Reza every day over the phone. But we are yet to find out the subjects of their conversation"
, Monirul said.

DB sources said there is a strong possibility that Laskar-e-Taiyeba, ARCF, Harkatul Jihad al Islami Bangladesh (Huji), and international mafia don Daud Ibrahim's network are interconnected.

Obaidullah's immediate boss and Laskar-e-Taiyeba leader Mansur Ali alias Habibullah, another senior leader and Pakistani national Khurram Khoiyam, and two other leaders of the militant outfit are still holed up in Bangladesh, said sources.

They entered Bangladesh illegally at least three years before Obaidullah intruded into the country, added sources.

DB officials said they have been trying to track down the four most wanted Laskar-e-Taiyeba leaders in India. However, they suspect that Mansur Ali and Habibullah are two different persons.

All of them receive financial supports from India, DB sources said.

Monirul said, "He got Tk 7,000 as monthly salary from the madrasa. It is quite impossible to meet the expenditure of a seven-member family and six mobile phones."

Quoting Obaidullah, DB officials said his organisation has a firm footing at Shibchar in Madaripur, Srinagar in Munshiganj and Nababganj in the capital with a good number of 'Jihadis' (militants) at the madrasas there.

Laskar-e-Taiyeba has been active in Bangladesh for the last 14 years, said intelligence sources quoting Obaidullah.

He was organising Bangladeshi 'mujahids' to wage 'jihad' following the directives from Ameer Reza, said the sources.

Obaidullah took part in Afghan conflicts four times. Besides, he carried out militant activities in India with the help of Islamist militants from Pakistan and Afghanistan.

He also collaborated with Islamist militants from Kashmir, Banaras, Punjab, and Hyderabad in India.

He entered Bangladesh illegally in June, 1995 to evade arrest after the Indian government declared him most wanted in 1994.

DB identified Obaidullah on the basis of confessions of detained Indian national Daud Merchant, a close aide to Daud Ibrahim and one of the main accused in music baron Gulshan Kumar murder case.

Cross-border tensions rise as BSF claims Padua territory

Sylhet, July 18 (bdnews24.com) – Bangladesh Rifles said Saturday that their Indian counterparts had attempted to lay claim to around 200 acres of land on the Padua border in Sylhet, ratcheting up cross-border tensions in the area.

West Jaflong Union Parisad chairman Faizul Islam told bdnews24.com India's Border Security Force claimed the area was Indian territory and had recently felled a number of trees in the area.

The disputed land covers Panthumai and Pratappur villages.

A BDR officer, preferring anonymity, said they had resisted repeated efforts by BSF to occupy land adjacent to Pillar-70 on the Padua border.

"Their mission failed in the face of stiff resistance from Bangladesh border guards," said the BDR officer.

Deputy Commissioner for Sylhet Sazzadul Hasan told bdnews24.com that he had not been informed of the alleged incursion.

44 top Islamist militants held in Bangladesh: Report
Updated on Sunday, July 19, 2009, 20:28 IST Dhaka: Bangladesh's elite anti-crime force arrested 44 top leaders and activists of the Jamaat-ul-Mujahideen Bangladesh, amid fears that the banned Islamist militant organisation was trying to regroup, a news report said on Sunday.

According to an official of the anti-crime Rapid Action Battalion (RAB), they have arrested a total of 44 leaders and cadres of JMB during last six months, Bangladesh's national news agency said today.

Moreover, the headquarters and its 12 battalions so far have arrested 475 JMB cadres in the country from 2005 to 2008, the report said.

Inspector General of Police Nur Mohammad said the police and other security agencies were in close coordination in line with a recent government directive in a bid to intensify the anti-militancy campaign in the country.

"The militant groups are now literally on the run because of the stringent vigil of police and other law enforcement and intelligence agencies," Mohammad was quoted as saying by the news agency.

Commander SM Abul Kalam Azad, the RAB spokesman, said their men so far arrested have 46 members of JMB's highest policymaking body (Majlish-e-Shura) of the banned outfit, alongside 103 Ehsar members.

A total of 17 members 'suicidal squad' of JMB were arrested by RAB while 10 members of "Gayebi Ehshar" (hidden cadre) were held during the period, according to the RAB director.

According to the RAB spokesman the list of arrested extremists "included JMB chief Shaikh Abdur Rahman and HuJI (Harkatul Jihad Islami) chief Mutfi Abdul Hannan".

He said other prominent figures who were detained during the period included JMB's second in command Siddiqul Islam Bangla Bhai and the outfit's military wing chief Ataur Rahman Sunny. Six of the JMB kingpins, including Shaikh Rahman, Bangla Bhai and Sunny were executed two years ago.

The RAB earlier this month arrested the second in command and military commander of a newly emerged militant outfit 'Islam O Muslim', a JMB offshoot from a border town in northwestern Chapainawabganj.

Security officials recently said they launched an intensified anti-militancy campaign amid reports that the outlawed groups were trying to regroup in northwestern region under a fresh recruitment drive.

Security forces last month arrested the JMB's IT wing chief Emranul Haque Rajib, a civil engineer, weeks after they netted the top explosive exert of the outfit, Jahedul Islam Sumon alias Mizan from Dhaka.

JMB, one of several outlawed Islamist groups seeking to turn mostly Muslim Bangladesh into a sharia-based Islamic state, was blamed for a series of deadly bombings in late 2005. Banned JMB members, who fled from their hideouts during the crackdown in 2005 after the August 17 serial bomb blasts, were trying to regroup.

Sheikh Hasina, who assumed office as Prime Minister in January after a landslide election win on December 29, 2008, has floated the idea of a regional terror mechanism to combat the menace in South Asia.

Bangladesh has won a medal for the first time in the International Math Olympiad (IMO) in Bremen, the highest competition for the students.

Samin Riasat and Nazia Chowdhury of Bangladesh math team have secured bronze medals in the 50th IMO in Bremen in Germany, says a press release.

The medals will be distributed among the winners tomorrow.

Captain of the Bangladesh team Dr Mahbub Mazumder said, "Our boys and girls are meritorious, they have worked hard and got the results. Samin and Nazia both are very happy after getting the medal but everyone of the team is a bit upset as another member Tarik Adnan missed a medal just for one point."

The result of prize distribution was approved yesterday at the final meeting of the jury board at the Jacob University Campus Centre in Bremen.

The participants who secured points between 14 and 23 were given bronze, those who got 24 to 31 won silver and those who secured 32 and above were given gold medals.

Samin got 17 and Nazia 14 to secure bronze medals for Bangladesh. Besides, Tarik Adnan got 13, Haque Muhammad Ishfaq 10, Pranan Rahman Khan, 9 and Kazi Hasan Zubair 4, while the total team point stands at 67.

Bangladesh made its IMO debut in Mexico in 2005. Since then teams from Bangladesh take part in the contest every year.

Ireland, India, the UK, Sri Lanka and Indonesia have congratulated the Bangladesh team for getting the medals for the first time.

President of Bangladesh Math Olympiad Committee Prof Jamilur Reza Choudhury said, "The whole thing seems astonishing. Our goal was to achieve a medal by 2010. I never thought it could be made this year. This is a great development in the math field of the country."

Vice-president of the Committee Prof Muhammad Zafar Iqbal said, "I'm very glad with the achievement of our boys and girls. I've always believed that they can do it and they have made the belief and dream come true."

The BMOC organises countrywide National Math Olympiad every year with the sponsorship of daily Prothom Alo and the Dutch-Bangla Bank Ltd. The national team for the IMO is selected through this competition.

There has been a massive manhunt going on at this moment to dismantle the ISI sponsored terror network inside Bangladesh. The recent arrests of a number of foreign terrorists have revealed the depth of the ISI sponsored terror network inside Bangladesh. A joint task force has been assigned to root out this terror network which has already started the operation. ISI keeps liaison with its Bangladeshi clients via its civil wing Lashkar-e-Taiba.

These ISI sponsored terror groups are responsible for many nationwide bomb attacks killing hundreds of innocent civilians. They were also involved in the assassination attempts against Prime Minister Sheikh Hasina a number of times including on the 21st of August, 2004 grenade attack that also killed the current serving President’s wife Mrs Ivy Rahman, a prominent Awami League politician in her own right.

The arrest of top Indian terrorist Obaidullah revealed a lot of unknown facts to the intelligence officials in Bangladesh and as a result it is anticipated that many such terrorists are to be arrested soon with the obtained information.

However, the government has instructed its task force to go after the main sponsors of these terror groups which are creating havoc in the country. ISI has been identified as the main sponsors and this action of the government has caused concern at the ISI HQ in Pakistan which has now instructed its field officers in Bangladesh to go CODE ORANGE according to some intercepted communications.

This is what is required. The Hasina govt. cracking down on the terror groups against India started by the ISI in Bangladesh is a very good sign. hope Indian companies are roped in to start up their offices in BD. This might help the Bangladeshis to compete with China and India in the industrial arena.

Detective Branch (DB) of police yesterday arrested another leader of Lasker-e-Taiyeba in the capital.

At a press conference at its office this noon, the DB disclosed the arrest of Indian national Moulana Mohammad Monsur Ali alias Moulana Habibullah.

The police said they arrested Moulana Monsur at Madrasa-Tur-Rahmanat at Saodagarbari in the city's Dakkhin Khan area following information given by earlier detained Laskar-e-Taiyeba leader Indian national Mufti Obaidullah.

Moulana Monsur, who entered Bangladesh in 1995, was working as a teacher at the madrasa.

He is a permanent resident of Paddapukur village under Mamabhagina post office in Uttar Chabbish Pargana of India, the police said.

Moulana Monsur is the immediate boss of Mufti Obaidullah, who also entered Bangladesh the same year in 1995 immediately after his boss.

Mufti Obaidullah had been serving as a teacher of a madrasas in Shibchar of Madaripur district using his fake identity. Earlier he was a teacher of four other madrasas in Moulavibazar, Munshiganj, Jessore and Dhaka.

Now he is being quizzed under the Taskforce Intelligence cell after being taken on seven days' remand.

So the news of JTF crackdown on terrorist is indeed true.I wasn't sure about the source of the news(BDmilitary) earlier,but it is clear that they were right.

I think he will eventually be handed over to India,if he is not found guilty in any Bangladesh related terror activity.But probably they will be tried for August 21st Grenade attack on AL meeting and attempt to kill Hasina.Investigators found L-e-t's link in the attack which killed at least 20 AL party member.

This terrorists are a threat to both india and bd.......better co-operation betn india and bangladesh's anti-terror agencies can yield much better results,for sure
