National security officials in the military and at the Pentagon are voicing growing worries that the second Obama administration is preparing to jettison the new policy focus on Asia known as the "pivot" or rebalancing.

Evidence cited by these officials includes a recent Chinese government visitor who was told that the White House plans to kill the shift to Asia in mid-2013 as part of its conciliatory approach to China. Beijing is the key, but unspoken, target of the major military and diplomatic effort to increase security in Asia and calm the fears of U.S. allies alarmed by what they see as the new Chinese hegemon in Asia.

The Obama administration so far has failed to criticize China for its years of cyberespionage attacks or even acknowledge publicly that China is conducting computer assaults. The administration also has provided lukewarm support for key allies, as its low-key handling of visit last month by Japanese Prime Minister Shinzo Abe showed.

China is currently engaged in maritime disputes with most of its neighbors in Asia and is becoming increasingly aggressive in claiming control over vast areas of international waters that host vital shipping lanes used by energy-poor countries in the region.

A second troubling sign for the shift to Asia was the departure last month from the State Department of Assistant Secretary Kurt Campbell, a key policy player who was widely respected for his handling of most Asian policies and who is considered the father of the Asia pivot.

Mr. Campbell left last month to launch a new consulting firm called the Asia Group.

China's state-controlled media continue to ramp up criticism of the Asia pivot and especially the U.S. military element known as the Air Sea Battle Concept. Official Chinese spokesmen have called the battle plan a stalking horse for what Beijing calls U.S. "containment" or "encirclement" of the growing regional communist power.

The Air Sea Battle Concept, unveiled from its classified roots in November 2011, seeks closer Navy and Air Force cooperation in the Pacific, along with closer alliances and joint training. The plan also involves new weapons to counter what the Pentagon calls anti-access and area-denial weapons, such as China's anti-ship ballistic missiles, cyberwarfare capabilities and anti-satellite weapons.

However, with the budget cuts of the past four years and now the additional sequester reductions, officials say the outlook for funding the pivot and Air Sea Battle is dimming.

Adm. Samuel J. Locklear III, commander of the U.S. Pacific Command, told a House hearing Tuesday that the recent budget cuts have the potential to undermine the pivot "as our ability to operate and maintain our force is at increased risk."

Additionally, the new Secretary of State John F. Kerry and new Defense Secretary Charles Hagel both advocate conciliatory policies toward China and thus could abandon the pivot policy.

Mr. Hagel also could be influenced to drop the pivot by the Chinese military, which viewed him favorably in a recent report in the official PLA Daily newspaper. The paper praised Mr. Hagel in a Feb. 28 story as "not a pacifist but [someone who] has always held a cautious attitude on the use of U.S. forces overseas."

The article written by Wang Zhengxu said Mr. Hagel favors abandoning what the author called a U.S. policy of treating states as either "friend or foe," and said Mr. Hagel "recognizes that the two sides have their differences but he points out that 'concentrating single-mindedly on common interests' is the key to the development of mutually profitable relations."

Asked by senators in written policy questions during his confirmation if he believes the Asia pivot is a "necessity," Mr. Hagel declined to say it was needed. He said the policy "will require strong and continuous U.S. commitment" amid budget constraints.

A State Department official also avoided a direct answer when asked if the pivot is on the ropes. The official told Inside the Ring that the Asia-Pacific region is a "strategic priority" and that "we will broaden and deepen our engagement in the region accordingly."

The US' "pivot to Asia" marks a new phase in US-China relations, with opportunities outweighing challenges as China, Japan and South Korea undergo leadership changes, US President Barack Obama's national security adviser said on Monday.

Outlining China as a major "pillar" of the US' rebalancing policy, Thomas Donilon said the world's two biggest economies should continue building a "constructive relationship" and pointed to "substantial progress" the relationship has made in the four years Obama has been in office.

"The president places great importance on this relationship because there are few diplomatic, economic or security challenges in the world that can be addressed without China at the table and without a broad, productive and constructive relationship between our countries," Donilon told an Asia Society audience in New York City.

In a speech on Asia policy, Donilon said the administration is well-positioned to build on existing relationships with China's new leadership, headed by Party chief Xi Jinping.

"Taken together, China's leadership transition and the president's re-election mark a new phase in US-China relations — with new opportunities," said Donilon, who has served as Obama's top national security aide since October 2010.

The US and China, he said, should focus on improving the quality and quantity of cooperation while promoting "healthy economic competition".

Pivot at center

The "pivot" was among the major foreign-policy initiatives of Obama's first term, highlighting a US strategy to assert military might in the Asia-Pacific region. Some experts see the policy as a means of balancing China's influence there.

The Obama aide, who served as assistant secretary of state for public affairs under former president Bill Clinton, said he disagreed with the view that China's rise inevitably will create conflicts between the two countries. The US welcomes a "peaceful, prosperous" China, Donilon said in his speech.

"We do not want our relationship to become defined by rivalry and confrontation," he said. "And I disagree with the premise put forward by some historians and theorists that a rising power and an established power are somehow destined for conflict." On Tuesday, Chinese Foreign Ministry spokeswoman Hua Chunying said China welcomes Donilon's positive remarks on the Sino-US relationship.

She said the relationship is at an important phase and China hopes to enhance coordination and cooperation with the US in all areas.

The two countries should "respect and take care of each other's core interests and major concerns" and build up a new type of big-power relationship based on mutual respect and cooperation that aims at a win-win result, Hua said.

Military interaction

While looking ahead to opportunities, the White House adviser also urged the nations to tackle a few challenges, including increasing their military interaction and strengthening economic ties.

The faltering "Pivot to Asia" impacts Japan most. Uncle Sam is smart enough in the off-shore balancing game.

I think the US government needs to establish it clearly that their Asia pivot fireworks last year (of Obama visit) were not just some tactics to wean contracts, trade deals and monitoring posts for the same in Asia.
The influence US intends (so it says) to wield in Asia, demands some sort of investment and genuine effort in a risk laden environment.
If you don't do that, there will be no gains.
Obama may be a good speaker but actions would serve better than the words now.

There is already an ongoing arms race in Asia, not because of American pivot but because of China's military modernization and muscle flexing. Notice that this American pivot is only reactionary to the more recent Chinese actions in the Pacific. In other words Chinese recent actions has made it clear to American planners that the former's rise will not be peaceful and the latter has to secure its interests in Asia (this is where the bulk of its strategic interest is even before the picot was announced).

Even struggling Philippines (normally a country not so concerned about its military) is diverting resources away from key infrastructure developments just to fund its military modernization just so it can maintain a minimum deterence against China.

When we say that SK and Japan being at loggerheads lets pressure off China, then China and all its neighbors at loggerheads lends enough scope for the US as well.
Policies are deeply influenced by threat perceptions. It is not difficult to see what the threat perception in Asia today is and who is seen as a threat.

Policies are deeply influenced by threat perceptions. It is not difficult to see what the threat perception in Asia today is and who is seen as a threat.

China has 14 neighboring countries but it only has substantial disputes with two of them (India and Vietnam); on a maritime basis, it only has disputes with the Phillippines and Japan. Mongolia, Russia, Central Asia, Pakistan, Afghanistan, and North Korea--even South Korea, actually--none of these nations view China as some sort of threat.

well as far as external dispute, china has dispute with japan, vietnam, ph and india. rest of neighbor, central asia/china trade, cooperation increase several fold in recent yrs. chain/russia are not allies, but both share alot same interest. china also has alot trade/good relation with S.korea. Even japan still has good economic relationship with china. Not that many country can say no to $$$$.

also dont confused with 1 or 2 Uighur as entire region is not stable. many top official in that region are Uighurs. without actually been to tibet or xinjian its hard to know the situation there. Most time media tend to drum up the isolated case.

as far as mongolia i don't think flood of Hans are immigrate to mongol, its the opposite.

1 its NOT in any law of HK to give citizenship to anyone who as work there for a long time.....eg if you are on working visa as a domestic helper you cant apply citizenship.....better check some reffrences before you make up some thing....and the latest case actually enforced this....

international laws cannot be applied in prcs soils.....no need to really find some reasons (there are plenty of though) about why the island belongs to prc.......facts alone have demonstrated all we need to know which is the island well belongs to prc........
