Azerbaijan are Pan-Turkish ethnically, hence iranians hate them. Plus Azerbaijan borders northern iran which is inhabited by ethnic Kurds, and there has been insurgency for seperate Kurdistan in that region! Hence Israel sees it as a geopolitical advantage and helps Azerbaijan and Kurds to keep iran at bay.

Only Turkey Turks can be considered pan-Turkish, everyone else goes by their Turkic sub-tribe/linguistic group, like Azeris, Kazakhs, Uzbeks etc etc, these are all "Turks", but they identity with their sub-grouping only, sort of how Europeans are all gora, but most identify with their country.

Turkey is so beautifully mixed that they only know they are "Turk", similar to how Americans say they are "white".

Btw the part that Azeriland borders in Northern Iran has Azeri majority in Iran, recently the Azeris there were protesting in the streets of some Iranian city for Azerbaijan.
They fear godless Azeris of Azerbaijan will be used by the Yahood or American to secede the Azeri dominated parts from Iran.
Geographically most of Iran's borders are filled with non Persian groups, only the central regions are Persians, so they always fear secessionism in those areas.

About the Northern Iran, people living near Azer region has Azeri majority but overwhelming majority especially near Iraqi Kurdistan border has kurd majority! Hence you see alot of seperatism
