Sivakumar: 124 units of Mark I have been handed over to the end user, and in the period 2012-2014 almost all the trials of Mark I have been completed [by the army]. For Mark II, we are in the process of procuring the missiles [CLGM, probably since LAHAT was apparently dropped?] and these will be trialed this summer [April 2016].
Interviewer: Even with all the measures taken, people are dying due to avalanches at the Siachen outpost. What are the reasons for this?
Sivakumar: Honestly speaking, there's a different organization responsible for that, like CVRDE is responsible for making vehicles and we have a lab where it's their responsibility to research these avalanches. You will notice such incidents rarely since they have many monitoring stations that are on the job, detecting avalanches, and unfortunately once or twice they may fail to do so.
Interviewer: You were talking about how you [DRDO] are working together with engineering colleges to get students ready to take up jobs [in DRDO/similar labs]. How far have you progressed in this?
Sivakumar: We've been having sessions where students have been interacting with DRDO, college professors seeing our research labs and learning our requirements [for joining a DRDO lab]..We've been looking at student projects [advanced electronics or the like, I suppose] and creating interaction between DRDO and industry [OFB?] to help them.

Well you see, its not just failure of one particular organization. You could say that its a failure of the whole system. Here in India, weapon designing and manufacturing is driven by compulsion more then passion. In fact I would say that there is no passion at all in this field. @shade here truly mentioned about our mindset. But obviously what could you expect from someone for whom earning big buck is a compulsion from birth.I want to ask a dumb question. Why are DFI people so proud of Arjun when critical components like engine, transmission, and tracks are imported from Germany. Don't you think the tank is not sustainable.
Automobile technology is not a bleeding edge technology. There is a failure of DRDO/OFB big time here.

Thats the point. This mindset did came to us because it has been easy for us. Our priorities has never been in this field. All the major weapon manufacturers did blossomed technically and financially during the two world wars and in the cold war era. But we were a British colony during the world war and after that there had been no strong political will from our establishment and management to invest in weapon technology. Even Pt. Nehru had at a time said that, we are not going to attack anyone and no one would be attacking us. So we don't need a Army. You might have studied about panchsheel and all. Its only after 62 debacle and his heart attack, that serious consideration has been given to defence. Then too you had USSR to jump into your help. Again you got what you need without scratching your grey cells.The fact is forces only like to import. And PSUs only want to do license manufacturing.
It is a comfortable "I scratch your back, you scratch mine" arrangement.
Domestic projects are seen as risky not only by defence but also by producing agencies.
This vile arrangement has to be broken otherwise India will find itself in real hot waters one day.
