NEW DELHI — India's Ministry of Defence (MoD) has issued a tender to local shipyards to build 16 shallow water anti-submarine warfare (ASW) vessels, a $2.25 billion program that would mark the first such effort by domestic yards.

The tender, in the "Buy and Make India" category, was issued last week to private sector companies Larsen & Toubro, ABG Shipyard, Pipavav Defense and Offshore Engineering, and to state-owned Goa Shipyard and Garden Reach Shipbuilders & Engineers. The vessels would replace Russian-made Abhay-class corvettes commissioned in 1989 and 1991.

The domestic companies will need to tie up with overseas defense companies to acquire certain critical technologies, officials said.

"The domestic defense companies have the ability to build the shallow craft but will need to tie up with overseas companies, especially to procure a variety of sonars," said a senior Indian Navy official.

An executive of Garden Reach said they are already searching for global partners but would not discuss which shipyards they are contacting.

Shyam Kumar Singh, retired Indian Navy captain, said he is confident domestic shipyards can build the vessels.

"Indian warship building has matured with the shipyards having acquired good capability over the years. So there is no risk as far as shipbuilding is concerned. This is an ASW platform. The main equipment onboard such a ship is the sonar. There are two sonars on such platforms, namely, hull mounted sonar and the low frequency variable depth sonar. The technology does not exist for such sonars in India and will need to be procured from abroad," Singh said.

Under a policy change in 2013, MoD decided to explore all avenues to buy weapons and equipment first from the domestic markets and then, if needed, by direct purchase from overseas. In the case of the shallow craft, officials and analysts said, domestic industry has the ability to build the boats.

Anil Jai Singh, a retired Indian Navy commodore and defense analyst, said, "We have gained enough experience in building large warships over the years. These are going to be small platforms [about 750 tons]. It is also important that the private defense sector becomes competitive and is able to undertake construction of weapon platforms. This is a good project for them to ascend the learning curve in building weapon platforms, including system integration, as it is small and weapon integration would not be too complex."

The ASW shallow water crafts will be used for anti-submarine warfare operations in coastal waters, low intensity maritime operations and mine-laying. The first Indian Navy official said requirements include the capability for sub-surface surveillance of coastal waters; coordinated anti-submarine warfare operations with aircraft; destruction of sub-surface targets in coastal waters; ability to carry out search and rescue, day and night, in coastal areas; and the ability to engage intruding craft.

The ship would be required to operate within 200 nautical miles of the base port.

The dimensions of the shallow craft with stealth capabilities include a draft not exceeding 2.7 meters in fully laden condition without the sonar dome. The vessel should have a speed of not less than 25 knots fully loaded and be able to carry at least seven officers and more than 50 sailors.

The vessels will be connected with the Navy's network-centric warfare system, which will also be linked with other ASW assets, including airborne manned and unmanned platforms, the Navy official said. â–

Indeed. This should be the follow on design to kamorta class. What would be the project designation? P28B?
No no, these will not be follow on to p-28, these will be 700-800 tonnes class. Visby corvette will be the closest one to visualize.
@pmaitra, it was always in Buy and make Indian category, from the starting of the project.

The RFI by GRSE for the Shallow water ASW, is linked somewhere in DFI. I shall find and link up here, so members can see the required specs.

Will there be any diff between kamorta and Shallow water ship hull design?
With just about 1/3rd the tonnage of P28, these ships will be much smaller and have limited range.no SAMs (or may b MANPADS) and SSMs, but given that the expertise gained by pushing the domestic industry to its limits in the P28 project should be put to some good use, these ships might incorporate a lot of design features from P28, yet probably a different hull design bcoz of their specific shallow water role...

Good, hopefully some good stealthy design like visby. At 750 tonne these are not very small and can have 16 cell Barak-1 with 2 Ak-630 for self defence. The primary armament would be the torps.

This would be the size of a 750ton boat. I think would have a 76/62SR for both offense and defence of surface and areal threats. Rest would be ASW equipment.

Ya'll Nibbiars i still remember how L&T was disappointed after losing this tender but the mistake was their as the quoted extremely high for the tender.

So are these the 700 tonne class project 28A Corvettes?
No this are light Corvette as the name suggest its Swallow water costal ASW corvettes. It will range from around 800 tons for Goa shipyard design and around 1,000 tons for GRSE design. The Project 28A are follow up of project 28 Kamorta Class corvettes.

Ya'll Nibbiars The Steel cutting ceremony of the Anti-Submarine Warfare Shallow Water Crafts (ASW-SWC) for Indian Navy was held at CSL on December 1. ASW-SWC is a 750-ton vessel with max speed of 25 knots. The order of 16 ASW-SWCs from the Navy was split between CSL & GRSE.

India’s state-owned Garden Reach Shipbuilders & Engineers (GRSE) held a steel cutting ceremony for the first of eight anti-submarine warfare shallow-water craft (ASW-SWC) on order for the Indian Navy at its partner shipyard, Larsen & Toubro (L&T), in Kattupalli, near Chennai, on 31 December 2020.

It is understood that five of the ASW-SWC hulls (with an option for one more) will be built by L&T, a private-sector shipyard, with GRSE handling the procurement of supplies, raw material, and equipment.

The vessels are being built under a contract awarded to GRSE in April 2019 valued at INR63.11 billion (USD855.2 million). Owing to Covid-19-related delays, the start of production of the first hull has slipped four months behind schedule. The tentative delivery plan calls for the handover of the first ship in October 2022, followed by two every 12 months until deliveries complete in October 2026. State-owned Cochin Shipyard Limited (CSL) is also building eight ASW-SWC hulls under a contract in April 2019 for the same value and with a similar delivery schedule. CSL started production on 1 December 2020.

GRSE’s variant has an overall length of 77.6 m, a beam of 10.5 m, a draft of 2.7 m, and a deep displacement of around 900 tonnes. Although the dimensions are similar to CSL’s variant, there are external differences between the two variants based on imagery released to date. The waterjet-powered ship, with a steel hull and aluminium superstructure, has been designed for a top speed of 25 kt and a range of 1800 n miles.

Marine Electricals (India) Limited on Monday announced the receipt of the letter of acceptance aggregating to Rs81.18cr from Garden Reach Shipbuilders & Engineers GRSE for the supply & service of Integrated Bridge System IBS for Anti-submarine Warfare Shallow Water Craft ASW SWC Project.

The Indian shipyards have seen strong traction in last few years in terms of order intake and with the renewed thrust of the Government, order inflows for shipyards expected to be quite strong for construction of new vessels in next few years. As an approved vendor within the Marine electrical & electronics ecosystem, this augurs well for MEL as it provides strong visibility of orders with the progress of ship constructions at shipyards. With the current order book and a robust outlook for potential orders, MEL is well placed to drive strong revenue and profitability growth on the back of the Marine segment.

Notably, Marine's overall order book stands at Rs426.87cr which forms 1.5 times FY20 marine revenue. Total Order book includes orders of Rs290.28cr from Marine Segment and Rs136.59cr from Industrial segments.

And With the order book at Rs426.87cr as on date and a strong execution run-rate that are seeing over the past few months, we are excited about entering the new financial year on a very solid base to bounce back from the pandemic related disruptions to our growth story.
