The larger point is this. As covid 19 will reduce govt budgets there will be no money for import programs like mmrca or naval jets or more Apache etc. So to make do with less budget armed forces will have to go to indeginous equipment more lca more mwf and more lch . Because budget won't recover for few years . Development funds for ongoing programs are already secured they might face delay of 1-2 years but imports are gone saving much more money.
That's the only option in upcoming low budget scenario. With rupee going down forex are already dwindling further limiting capacity to import. Capital budget of armed forced could see big reduction over next 2-3 years .Good, if we can continue our in-house development
