India conveys disappointment to Pak on Saeed's release

New Delhi (PTI) An upset India on Wednesday officially conveyed to Pakistan its disappointment over the release of Jamaat-ud-Dawa chief Hafeez Saeed after being convinced that Islamabad has taken limited or no action to dismantle the terror infrastructure existing on its territory.

New Delhi's views were conveyed by Foreign Secretary Shivshankar Menon to Pakistan's High Commissioner Shahid Malik when the latter called on him here to seek translated version of Mumbai court documents filed in the 26/11 attacks case.

"We conveyed our disappointment at the release of Hafiz Saeed. We made clear what we thought about it," Mr. Menon told reporters, a day after the prime accused in the Mumbai attacks was set free by the Lahore High Court.

Mr. Menon told Mr. Malik it was regrettable that Saeed, whose outfit has been proscribed by the UN Security Council, has been released notwithstanding his background.

The Foreign Secretary conveyed India's view that such a development raises questions over Pakistan's sincerity to probe the Mumbai attacks.

He said Mr. Malik, who had sought an appointment two days back, spoke about "actions" that the government of Pakistan has taken in connection with the Mumbai attacks probe. Mr. Menon did not elaborate on the issue of actions.

Sources, however, said Mr. Malik told Mr. Menon that Islamabad was considering legal options in the wake of the High Court order but gave no commitment about challenging the court decision.

India should break off diplomatic relations with Pak. One thing I dislike about the MMS government is its pusillanimity. They never seem to take an aggressive stand against Pak. When academics are at the head of govt, what do you expect anyway? :(

US criticizes release of Hafiz Saeed

WASHINGTON: The US on Wednesday strongly criticised the release of Jamaatud Dawa chief Hafiz Saeed.

“In the aftermath of the Mumbai attacks, we made very clear that there is an international responsibility to cooperate and to bring the perpetrators to justice and that Pakistan has a special responsibility to do so, transparently, fully and urgently,” said State Department spokesman Robert Wood.

“Pakistan has said it is committed to fighting terrorism, understood the urgency and had promised strong action against those responsible,” he added. Reuters

On Tuesday, a Pakistani high court ordered the release of Hafiz Saeed, which angered India as well as the US. reuters

Now, US asks Pak to bring 26/11 culprits to justice

America has formally reacted to the release of Jamat-ud-Dawa (JuD) chief Hafiz Saeed's release in Pakistan.

Responding to a question on Saeed's release at a White House briefing, US Assistant Secretary of State Phillip Crowley said that US continues to pressurise Pakistan over bringing the 26/11 accused to justice.

"The US continues to impress upon Pakistan the importance of bringing the perpetrators of the Mumbai attack to justice and Pakistan should ensure that all those who are responsible for the attack are, in fact, brought to justice," said Crowley.

Crowley further said that US wants to make sure Pakistan is acting aggressively against extremist elements within its borders, and the military campaign in the Swat valley is proof of that.

Earlier on Wednesday, US envoy for Pakistan and Afghanistan, Richard Holbrooke, who is in Islamabad said that the Obama administration would raise another 200 million dollars in aid for Pakistan - over the 110 millions dollars already promised to Pakistan in May.

This money is to be used for relief efforts for Swat refugees. In the past, however, US aid has frequently been diverted to terrorist groups fighting India.

Meanwhile, speaking to NDTV on Wednesday, Minister of State for Foreign Affairs Shashi Tharoor said India's concern is that aid to Pakistan should not be used against it.

NEW DELHI: Pakistan may be thumbing its nose at India by releasing wanted terrorists like Hafeez Saeed, but New Delhi is veering around to the
view that talks with Islamabad that were suspended after the 26/11 Mumbai attack should be resumed as engagement, however frustrating, would be better than benign neglect of the source of its terror problem.

Some version of a dialogue with Pakistan is expected to start soon, possibly before the visit of US secretary of state Hillary Clinton to India which is likely in the first week of July. India knows that powers like the US would try to nudge India to the negotiating table, and it would be better not to be seen as having been pressured into the talks.

New Delhi recognises that the post-Mumbai diplomatic trail is fast turning cold, and it would like to retain the initiative by starting talks. The new external affairs minister, S M Krishna, is said to have quoted JFK to his officers: "Never negotiate out of fear, but never fear to negotiate."

Taking the cue from the boss, the foreign office is trying to find a way to break the ice. There are two main reasons why India would like to begin talks. First, it might get the Pakistanis to at least attempt to stop the next big- ticket terrorist attack against India. Sources said Pakistan is likely to sponsor another big attack in J&K to push India to come to the table. This is nothing short of blackmail, but India doesn't want to be in a position where it might seem to be succumbing to such blackmail.

Second, Indian officials are clear that the US, waiting for the elections to be over, will soon raise the talks issue with India. This could come as soon as Hillary Clinton's visit to India in July. The government here is keen to pre-empt such pressure tactics.

Prime minister Manmohan Singh might have an occasion to break the ice if he decides to go for the Shanghai Cooperation Organisation (SCO) meeting in Moscow later this month. If Singh attends the SCO, he would have a chance to meet his Pakistan counterpart and could seize the opportunity.

At the same time, it becomes glaringly clear that India's high-voltage diplomatic push post-26/11 has not really succeeded in getting Pakistan to act on anything - either on the perpetrators of the Mumbai attacks or on dismantling the terror infrastructure in Pakistan.

They are talking of starting the "talks" so that Pakistan would shut up and stop bitching about Kashmir to everyone in the world. Have you noticed how they have suddenly ramped up their noise about Kashmir? India has always done these "talks" to keep Kashmir out of international discussion (when the talks are ON, Pakistan can't really go around blaming India for creating problem can it?).

I say it is a good strategic move. I just hope that government is doing something more than just trying to keep Pakistan from talking too much.
