In a hearing with the Pakistani Senate’s Standing Committee on Defence Production, chaired by Senator and retired Lt. General Abdul Qayyum on November 30, Heavy Industries Taxila (HIT) outlined that its manufacturing output for al-Khalid main battle tanks (MBT) was below capacity and that it required, besides the timely dispersion of funding, approval to undertake commercial activity.

Despite having the capacity to roll-out 50 al-Khalid MBTs per year, HIT is only able to produce on average 18 each year due to “budgetary constraints.” It was not made clear if the fiscal constraints came from HIT not being paid from available procurement funding, or if the Army lacked procurement funding.

A recent visit to HIT by a Pakistani news broadcaster had shown HIT was producing a 22nd al-Khalid unit.

To help remedy the issue, the Committee recommended that the Ministry of Finance should transfer the allocated funding for domestic defence production directly to the Ministry of Defence Production (MoDP).

HIT also informed the Committee that HIT was not permitted to undertake independent commercial work.

Rather, HIT can only export from its surplus capacity after fulfilling domestic defence requirements. This could be an indication of HIT being interested in taking on product development that is not directed by the Army or local requirements, but focused for commercial bidding in foreign markets.

The Committee was also informed about the al-Khalid II MBT, the next-generation version of the al-Khalid.

HIT announced that it had begun development work of the tank, though it did not provide details of the timeline of major milestones (e.g. prototype, pilot production and serial production) or an insight into the Army’s long-term requirements regarding the al-Khalid II.

Notes & Comments:

Neither HIT or the Committee provided a reason for the funding shortfall. While Pakistan is generally not in a fiscally comfortable position, the production cost of 50 al-Khalid MBTs – approximating $150 million in total – is not beyond Pakistan’s means in absolute terms. The Committee’s recommendation for routing the funds directly to the MoDP suggets a red-tape or mismanagement issue.

Apparently Pakis are too broke to buy even 50 tanks a year. Also production rate of 50 tanks per year is downright pathetic for an Atmi quwwat.

This against the fact the delusional clowns who reside on PDF keep dreaming about hundreds of T-84, Altay or MBT 3000 in Paki service. Truly hilarious quom. :biggrin2:

The sources said Pakistan was eyeing to buy from Russia a batch of T-90 battle tanks- the mainstays of the armoured regiments of the Indian Army - and that the move reflects Islamabad's intent to forge a deeper defence engagement with Moscow.

Pakistan has drawn up an ambitious plan to procure close to 600 battle tanks including T-90 tanks from Russia, primarily to bolster its military might along the border with India, intelligence sources said sunday. Most of the tanks Pakistan was procuring will be able to hit targets at a range of 3 to 4 km, the sources told PTI. Apart from battle tanks, Pakistan Army is also procuring 245 150mm SP Mike-10 guns from Italy out of which it has already received 120 guns, they said.

The sources said Pakistan was eyeing to buy from Russia a batch of T-90 battle tanks- the mainstays of the armoured regiments of the Indian Army – and that the move reflects Islamabad’s intent to forge a deeper defence engagement with Moscow. Russia has been India’s largest and most trusted defence supplier post Independence. The sources said as part of the mega plan to significantly revamp its armoured fleet by 2025, Pakistan has decided to procure at least 360 battle tanks globally besides producing 220 tanks indigenously with help from its close ally China.

Pakistan Army’s move to enhance its armoured corps comes at a time when the Line of Actual control in Jammu and Kashmir has witnessed growing hostilities in the last one year. The Indian Army has been strongly retaliating to every unprovoked firing by Pakistani side. But, when the Indian Army is focused on counter-terror operations, the Pakistan Army was fast reducing its gap with Indian forces in fighting a conventional war, sources said.

The Indian Army had drawn up a mega plan to modernise its infantry and armoured corps. However almost all the procurement projects including the Rs 60,000 crore Futuristic Infantry Combat Vehicle (FICV) programme are stuck due to a variety of reasons.

At present, India’s armoured regiments, comprising mainly T-90, T-72 and Arjuna tanks, have much more superiority over Pakistan, but sources said Islamabad was seriously planning to bridge the gap at the earliest. As against around 67 armoured regiments of Indian Army, the number of similar regiments in Pakistan Army is around 51, the sources said. They said, at present, over 70 per cent of the tanks in Pakistan’s armory have the capability to operate during night which, they said, was a matter of concern. Besides eyeing to procure T-90 tanks, Pakistan Army is also in the process of inducting Chinese VT-4 tanks as well as Oplod-P tanks from Ukraine, the sources said. Trials for both Oplod and VT-4 tanks have already been conducted by the Pakistan Army.

At present, Pakistan is learnt to have around 17 units pf Chinese origin T-59 and T69 tanks, which comprise 30 per cent of its total tank strength, the sources said. It also has 12 regiments of Al-Zarar tanks, which makes 20 per cent of the tank fleet while Ukrain origin T-80-UD and T-85 UD as well as upgraded version of T-59 tanks comprise the rest of the 50 per cent tank fleet, they said.

“The Pakistan Army is carrying out modernisation of its armored regiments in a calibrated and time-bound manner which is not the case in India,” said an expert, who wished not to be named. He said it was a matter of concern the way Pakistan was modernising its tank fleet. The Indian Army has also raised an independent tank brigade which is stationed in Ladakh but it is not enough, the expert added.

This is going to bleed the Pak economy to death. And at the same time, Taliban Khan goes around with a begging bowl to shore up his economy!

In simple words your defence posture (in all its form) will force your enemy to think to hard about outsmarting you thus leaving him predictable (gives you opportunity to hit / exploit him and his weaknesses )

But this news is the fallout of IA showing intent for Armata. Look at the acquisition they are talking of, T-90. At the best, they would get couple of 100 Chinese clones again.

Al-Khalid Pakistani military Generals are desperately scouting for a new Main battle tanks and, after evaluating many Chinese and Ukrainian options in last few years, they seem to have locked on to Russian T-90S Main Battle Tanks which according to their military planners fits the bill in different parameters and also meets their objective of trying to make Russia one of the defense suppliers of Pakistan. T-90S Main Battle Tanks which are locally produced in India and with orders over 1500 tanks just coming from India alone, Russians don’t even want to hold talks about it with Pakistan let alone even consider selling them to Pakistan even in small numbers but that it not stopping Pakistani government officials who keep bringing that up even though Russians continue to decline to sell them to keep Indian order flow intact. Pakistani Army in the last few years has evaluated Chinese MBT VT4 main battle tank and also carried out extensive trials of Turkish-made Altay MBT. Pakistani Army even went back to its older defense equipment supplier of Soviet origin weapons and conducted another round of extensive trials of Ukrainian T-84 Oplot-M main battle tank which basically was an upgraded T-80UD which Pakistani Army already has in its arsenal, but was not convinced. After several false starts and after several declaration to buy Chinese,Ukrainian and Turkish main battle tanks ,Pakistani military planners limited by budget and limited by options are hoping to procure T-90 MBTs from Russia ,which is a main battle tank of Russian and Indian Army . T-90s seems to be the obvious choice due to its high production line and better availability of spares and supplies after so-called locally developed Al-Khalid main battle tank jointly developed by Pakistan and China during the 1990’s flopped big time. Pakistanis don’t want to admit it but their so-called pride Al-Khalid main battle tank which was just a re-branded Chinese Type 90-IIM tank was such a disaster that Pakistan doesn’t even want to develop a successor to it and the tank has been maintaining a low profile due to poor supply of spares and due to poor serviceability of it’s Ukrainian engine that even after producing 310 of this in Pakistan that they have no interest in restarting its production and instead are looking for a main battle tank from abroad. Al-Khalid MBTs entered into service with Pakistani Army in 2001 and immediately there was demand for 600 to 900 tanks, skeptics even with Pakistani army were not convinced about its capabilities but one-upmanship against India due to its delayed Arjun MBT program and ego of high ranking generals meant tank was rushed into production without proper extensive trials and without proper capabilities locally developed which made it superior to Indian T-72 MBTs at that time but India by then, decided to procure latest T-90s from Russia which over the years have been upgraded and have also been battle-tested in Iraq where they have performed exceptionally well when compared with American supplied M1A1 Abrams tanks. Heavy Industry Taxila (HIT) which manufactured 310 Al-Khalid MBTs, In anticipation of the larger order, had developed a facility which can produce 50 tanks annually but was producing less than 18 Al-Khalid MBTs due to budget constraints and technical issues. As per HIT, each Al-Khalid MBTs costs $30 million which is close to three times over the cost of average a T-90 tanks which not only makes them super expensive but also technically inferior which is plagued with several issues and is a non-performer in a battleground. Al-Khalid was send to several friendly countries for evaluation in hope of export orders but technical issues kept cropping up even in those trials and none of the countries agreed to procure them and very few instead opted for Chinese Norinco-made MBT-2000 (Type 90-II) model, upon which so called pride of the nation Al-Khalid was based upon. For Years Pakistanis kept working on so-called “pride of the nation” Al-Khalid MBTs to fix all its issues yet issues remained and financially it was getting out of hand so the production was stopped at 310 units in 2014 and secretly the program was also buried without much hyper Halla Bulla which you usually find in Indian side when an indigenous program is closed down. Talks of Pakistan working on the development of Al-Khalid-2 has been going around for a decade now but that has been a no-show also because Pakistanis couldn’t find a desired main tank from China to re-brand it as Al-Khalid-2. Pakistani Army’s most reliable tank still remains 80’s procured 300 T-80UD tanks supplied by Ukraine but less than 88 are been upgraded with latest generation upgrades which mean hardly a handful of them now seems operational thus this explains Pakistan’s continues push to acquire T-90s from Russia.

With a 1200hp engine the Al Khalid is already more agile/mobile than T-90S (which IA is getting 464 more instead of T-90MS).
The FCS is possibly better too... some have Ukrainian VARTA soft-kill APS.
Only itts APFSDS penetration is just as shitty as T-90S & the armour layout in inferior to it.

It is torque which matters and particularly low end torque. Hp count is maximum power achieved (mostly at very high RPM of Engine ) at which engine hardly operates. Anyhow, this is a complex discussion and if anybody here is an automobile engineer, he will understand this better.

Recently IMF gave them extra 1 billion and they are also working to get loan waivers from west and China. Few days back imran khan was spotted crying like a lil bitch to get loan waivers

In mid-April 2020, at the Chinese tank factory located in Baotou in the province of Inner Mongolia, was held the ceremony of shipment of the first batch of VT4 main battle tanks equipped with explosive reactive armour (ERA) (Option FY-IV) for a foreign customer.

Chinese media reported that Pakistan is a foreign customer for these tanks that were produced after the country begin emerges from the coronavirus crisis.

n 2019, the Pakistan Army Armoured Corps has selected the Chinese VT4 tank – produced by Norinco – to meet requirements for procuring hundreds of new main battle tanks.

A military analyst, Muzammil Hatami announced the selection of the Norinco VT4 for increasing of Pakistani armoured vehicle fleet.

“VT4 has confirmed for future Pakistan army tank and Alkhalid II main battle tank is in developing phase,” – said Muzammil Hatami during 10th International IDEAS defense exhibition in Karachi, Pakistan.

The VT4 is a third-generation MBT offered for export by Norinco. It is an improvement over the Al-Khalid MBT (also known as MBT-2000), which is currently in service with Pakistan Army, although it retains the 125 mm main gun, carousel auto-loader, and crew configuration of the older vehicle.

Despite the fact that the future tank’s tender details kept at a secret, it was reported that Pakistan might procure around 100 MBTs in order to meet the deficiency of MBT production in the country.

Last week also it was reported that the Nigerian Army has taken delivery of a shipment of military vehicles from the China North Industries Corporation (NORINCO).

According to local sources, NORINCO delivered the first of 17 military vehicles compromising of VT4 main battle tanks, SH5 105mm wheeled self-propelled howitzers and ST1 tank destroys.
