If such is the case then why Nirbhay could not meet 100% of its test points on first three test flights?

Just for information DRDO Akash SAM replicates SA-6 same way but we know internally they are not same.

DRDO should master ALCMs design and production skills from within to make any result prdictable.
Just like BrahMos did.
