Afghan Taliban Leaders Meet Secretly In China: Report

Washington: An Afghan peace envoy held secret talks with Taliban leaders in China last week which were also attended by Chinese officials and representatives of Pakistan’s spy agency ISI, a media report has said.

The meeting being held at the initiative of China, which in recent months has showed willingness to mediated between the Taliban and the Afghan government, was facilitated by the ISI, The Wall Street Journal said.

Such a meeting was held to discuss about the possibility of talks between the Taliban and the elected Afghan government. “People familiar with the meeting said Chinese officials and representatives of Pakistan’s spy agency — the Inter-Services Intelligence directorate or ISI — also attended the talks on May 19 and 20 in Urumqi, the capital of China’s western Xinjiang region,” the report said.

Chinese and Pakistani officials were not immediately reachable for comment, it said. According to the daily, the Afghan delegation in China was led by Mohammad Masoom Stanikzai, who until last week was the most prominent member of the High Peace Council, the country’s peace-negotiating body.

The meetings come after a months-long diplomatic outreach led by Afghan President Ashraf Ghani to reset ties with Pakistan after years of frosty relations in a bid to revive talks aimed at ending Afghanistan’s 13-year war.

Mohammad Asem, a former lawmaker and associate of Ghani’s coalition partner Abdullah Abdullah also participated in the Urumqi meeting. The three former senior Taliban officials who attended —Mullah Abdul Jalil, Mullah Mohammad Hassan Rahmani and Mullah Abdul Razaq— are based in Pakistan and they are close to the Taliban’s Quetta-based leadership council, the daily reported.

Maulvi Qalamuddin, a former top Taliban official, said the meeting represented a very-high level effort to discuss peace. “These people are more important than those in Qatar,” Qalamuddin, who is now a member of the High Peace Council,told the daily.

“These talks are held secretly, and only a few people know about it,” he added.

Taliban Denies Holding Peace Talks in China

ISLAMABAD - Afghanistan's Taliban has rejected reports that its officials traveled to China last week and held talks with Kabul's peace envoys.

The reported two-day discussions were said to have taken place in the northwestern Chinese city of Urumqi. It was reported that a four-member Taliban delegation sat across the table from senior members of Afghanistan's High Peace Council.

"We strongly reject these rumors. The enemy wants to raise the spirits of its morale-lacking security personnel with such propaganda," Taliban spokesman Zabihullah Mujahid said in a statement emailed to VOA Monday morning.

The Wall Street Journal reported that the meeting was held at Beijing's initiative and was facilitated by the Pakistani spy agency to explore possibility of peace talks between the Taliban and the Afghan government.

The report says Chinese and ISI officials also attended the meeting on May 19 and 20 in the capital city of China's restive Xinjiang region. Pakistani and Chinese officials have not yet commented on the report.

The newspaper says that Mohammad Masoom Stanikzai, Afghanistan's new defense minister, led the Afghan delegation in the meeting.

Meanwhile, top officials from Afghanistan and the wider region gathered in Pakistan Monday to review progress and prepare an agenda for the upcoming ministerial meeting of the so-called Heart of Asia / Istanbul process, to be held in Islamabad later this year.

Deputy Afghan Foreign Minister Hikmat Khalil Karzai is leading Kabul's delegation in the talks.

The Heart of Asia / Istanbul process was begun in November 2011 to galvanized cooperation aimed at promoting Afghan peace and stability, and the region as a whole.

Pakistan Foreign Secretary Aizaz Ahmed Chaudhry is co-chairing the meeting with Karzai, says a foreign ministry statement issued in Islamabad, adding representatives from 12 participating countries, 16 supporting countries and 12 regional and international organizations are invited to attend the discussions.

The Pakistani prime minister's advisor on national security and foreign policy, Sartaj Aziz, while addressing the inaugural session Monday said his country is resolved to eliminate terrorism through coordinated efforts, reiterating the enemies of Afghanistan are the enemies of Pakistan.

"We see our collective efforts for peace and reconciliation [in Afghanistan] as the ultimate culmination to bring about a lasting settlement of the conflicts that has been raging, in one form or the other, for the last three decades," he said.

Pakistan has been urging the Afghan Taliban to cease its ongoing spring offensive in Afghanistan and engage in a peace and reconciliation process with President Ashraf Ghani's administration in Kabul. But the insurgent group has ignored the calls and instead stepped up attacks across Afghan provinces since late April.

lol defensive now ur, u want India to kick tibet spiritual refugees and die in ur oppressive china hands(country is not just soil ur military can thump on it , its ur living population(pretending to be living in free china). Remember India is ur guru when u are nomads and its spiritual system helped u to live in hope when ur in despair (Buddhism). Even now after being next to superpower USA, u fear India. If India really want to encourage Tibet uprising or even if it does 20% it will be enough to split china in to two halfs like USSR. Have gratitude to have a good neighbor like India. Remember expansion of ur Chinese empire in respect of land will result in collapse of ur country take lessons from past history. To ur knowledge India does not fear Chinese. if china even after positive Indian diplomacy for good relations,china looks for a reason to ignore( that is ur arrogance) . I believe u only see what u want to see, no use. Best is hope India really starts unrest in tibet then u will understand, what terrorism is for u but its will be freedom struggle for rest of the world.
