The latest example of how ASQR actually works in the real world is the purchase of Chinook. IAF revised payload from 20000 kgs to 11000 kgs. What was it, Chinook not meeting ASQR?

Initial ASQR is basically a wish list. Revised ASQR is in accordance with technical feasibility.

Anyway, If you ever been in conversation with him you would know he parrots ASQR and does not understand shit about it. Just like that half Italian Pappu who parrots Rafale-Rafale at breakfast, lunch and dinner.
