At present i cannot back it up my claim with a video of the press conference, wait till the video surfaces and then see it for yourself what he said. He said that at present not camparable to Gripen NG but it will be there. And he also talked about its generation. I myself is a huge Tejas fan, check my avatar for it. But i was disappointed as many Indian by the statement of our ACM Naik.

That just pisses me off even more.

What hell ACM Naik's , comment has completely ruined this long awaited IOC milestone.
Way to boot morale

Not even PK Barbora said such things , and he was much more vocal about these kinds of things.
No other nation would have issued such a statement especially on day like this.

I would like to know what bloody criterion the ACM , would like to fulfil for his 4th gen classification

I am no fan of IAF's new shock and awe strategy.
First MMRCA files on the road , now during this long awaited milestone this .

LCA Tejas handed over to Indian Air force, IAF Chief clarifies it is a fourth gen aircraft

http://frontierindia.net/lca-tejas-...f-chief-clarifies-it-is-a-fourth-gen-aircraft

By Frontier India | January 10th, 2011 | Category: Indian Air Force News | No Comments »

The much awaited the India's own Light Combat Aircraft (LCA) 'Tejas', was handed over to the IAF by Defence minister, A K Antony. LCA tejas has cleared the Initial Operational Clearance. IAF will now be able to fly the aircraft under its own colors and it will contribute to Final Operational Clearance (FOC). The FOC is expected to be achieved by the end of 2012. IAF intends to deploy the aircraft at one of its bases in Bangalore. This will enable DRDO support for ironing out the "teething problems" associated with induction of a new aircraft. IAF has announced to form first LCA squadrons at its Sulur air base near Coimbatore in Tamil Nadu.

The day was not without controversy. IAF Chief was misunderstood as saying that it was not a Fourth Generation aircraft. Air Chief Marshal PV Naik later clarified that it was a fourth generation aircraft. He said that some systems and maneuvers have to be finalized leading to the FOC.

IAF plans to induct two squadrons in IOC mode by the middle of 2011. The IAF has already placed the orders for 40 LCAs in March 2005. The first 40 LCAs are powered by the American General Electric GE-F404 engines. The value of these 40 aircraft is estimated around Rs. 7,000 crore.

14 test pilots have flight tested LCA Tejas over the last 10 years. The Light Combat Aircraft (LCA)Tejas on 7 Jan 2011, had cleared its last hurdle before attaining the scheduled Initial Operational Clearance (IOC) with the aircraft's integrated flight control system receiving the necessary documentation from the certifying authorities. The Regional Centre for Military Airworthiness (RCMA) had handed over the certification for the LCA's integrated flight control system (IFCS). The FCS will enable aircraft perform 8 or 9 G's maneuvers.

The Regional Centre for Military Airworthiness (RCMA) handed over the certification for the LCA's integrated flight control system (IFCS) – the pilot-friendly flight controls.

IAF had announced plans for five LCA Tejas squadrons in the coming years. It means some 100 aircraft's will be producted with more powerful engine.

The IAF plans to ultimately have around 10 LCA Tejas squadrons to replace Russian MiG-21.

Initial Operational Clearance Accorded to LCA Tejas Antony Hands over 'Release to Service Certificate' for Tejas to Air Force Chief

http://pib.nic.in/release/release.asp?relid=68967

--------------------------------------------------------------------------------

16:45 IST
Nearly three decades after it was first conceptualized, the Initial Operational Clearance for the Light Combat Aircraft was accorded today when the Defence Minister Shri AK Antony handed over a formal "Release to Service Certificate" of Tejas aircraft to the Chief of Air Staff, Air Chief Marshal PV Naik, at a function in Bangalore. The "Release to Service certificate" is prepared by Regional Center for Military Airworthiness, an organization under CEMILAC (Center for Military Airworthiness and Certification) which has thoroughly scrutinized the entire design, development, equipment testing and the results of flight testing of all the systems of Tejas over the last several months. This is the first time an indigenously designed and developed military fighter aircraft is being certified for Air Force operations. This occasion marks a very important achievement in the design and development of Tejas in particular and military aviation in the country as a whole. After this, Tejas aircraft will be available for use by the Indian Air Force Pilots.

Visibly happy, Shri Antony announced that the Government had cleared the next lot of 20 Series Production aircraft and expressed confidence that there will be a progressive improvement in the standard of build. Further, he said, there is a scope for supplying more of Mk2 variants of Navy and Air Force. The estimation is that Nation needs about 200 of Tejas Aircraft, Shri Antony said.

Dwelling on the Military Aviation Programmes in the country, Shri Antony said, these have been given a major thrust in the recent past. The Tejas programme has been extended to work on the Mark II Variants of Air Force and Navy with more powerful engines. The DRDO has also initiated projects on Advanced Medium Combat Aircraft, varieties of unmanned aircraft and Unmanned Air Combat Vehicles. The Ministry of Defence has also progressed the activities of the major programmes like the Fifth Generation Fighter Aircraft and Medium Transport Aircraft which HAL is spearheading. The Airborne Early Warning and Combat Aircraft is ready for rolling out in January with flight trials starting by end of the year. He said, shortly, the country will see the first flight of LCA Navy. 'The successful completion of the above programmes will lead the country towards self reliance with the state-of-the-art technologies in the world. The time has now come for our industries both public and private sector, to manufacture these world class military systems with highest quality and productivity', Shri Antony said.

Speaking on the occasion, Air Chief Marshal PV Naik said 'Tejas taking wing is a dream coming true'. He said the event marks the successful fusion of designing, engineering and production. ACM Naik said there is still some more work that needs to be done on Tejas and expressed confidence that it would be completed by the middle of this year.

Tejas Programme had been initiated 28 years ago to develop the technologies of the fourth generation fighter aircraft and demonstrate them on two technology demonstrator aircraft. There was a gap of two generations of technologies at that time. The Tejas team consisted of ADA, HAL, DRDO, IAF, CEMILAC, DGAQA, PSUs, Private Industries and Academic Institutions. ADA (Aeronautical Development Agency), a part of Department of Defence R&D, Ministy of Defence with Secretary, Department of Defence Research &Development, spearheaded the design and development process as the nodal agency. The challenge was taken up and the first Technology Demonstrator encompassing fourth generation fighter aircraft technologies was flown on January 4, 2001. By March 2004, with one more Technology Demonstrator and one Prototype vehicle, all the technologies of the fourth generation relevant to the Tejas had been demonstrated successfully, completing the technology demonstration phase.

The next phase of the Programme got initiated in November 2001 with the Government funding for not only building the prototypes for the Fighter and Trainer but also for establishing the "Limited Series Production (LSP) line" and delivery of eight Limited Series Production aircraft. Today the Programme has reached the stage of demonstrating the integration of all the required sensors and weapons as well as demonstration of safe and reliable flying within the specified flight envelope. The above has been demonstrated through about 1500 test flights using about 11 aircraft flown by over 15 test pilots of Indian Air Force and the Indian Navy.

It is worth recognizing that during the last two decades; the effort of the Tejas team has not only gone into production of the aircraft and the flight testing, it has uplifted the technology level of various disciplines of design, development, ground testing and flight testing in the country. Technology levels of these areas have been taken up to fourth generation in the country. The Programme has also nurtured a large human capital of Aeronautical Engineers during the last two decades. This evolution of the eco systems in Aeronautics has made the country ready to take on future military and civil aviation challenges.

IAF Grudgingly Accepts Tejas IOC, Wants 83 Mk-IIs

http://livefist.blogspot.com/2011/01/iaf-grudgingly-accepts-tejas-ioc-wants.html

On a painfully sunny day at Bangalore's old HAL airport, India's Tejas light combat aircraft achieved initial operational clearance (IOC) today for induction into the Indian Air Force. With two aircraft to be delivered to the IAF in June and two more by December, the IAF for the first time has full access to the aircraft. But IAF chief Air Chief Marshal PV Naik was visibly more subdued than any of the others today, and despite the supposed sanctity of the ceremony (for some idiotic reason, an MLA and an MP were felicitated instead of the scientists), he chose to give voice to his irritation a few yards away from two Tejases gleaming in the sun -- a fighter and a trainer.

"There are some areas where work still needs to be done. There are aspects that need to be improved. We have agreed to a list of concessions for IOC. But we are sure that ADA will fulfil those by June, with full operational clearance in a couple of years. The refinements we are looking for include wake penetration tests, all weather clearance, lightning clearance, etc. Some parameters have only been partly tested. After all, we've waited a long time for the Tejas. We don't want a partial platform. We want everything fully operational," he said.

Shortly after two Tejases roared into the sky for a quick flight display, Naik went on to describe the Tejas as a "MiG-21++" fighter, and went on to say, "At present it is not a fourth generation aircraft. It will come up, but at present it is not." He also indicated that the Tejas Mk-II would not only be powered by the F414 engine, but would incorporate airframe design changes and newer avionics. A statement issued today by ADA today said that the IAF had projected a need for 83 Tejas Mk-II aircraft (which would give the IAF a fleet of 123 aircraft in total -- far less than projected). The first flight of the Mk-II is scheduled for December 2014. Indigenous content on the Mk-II will be 75 per cent according to the HAL chief.

HAL chairman Ashok Nayak said that the company's capacity to churn out ten Tejas fighters a year could be ramped up if the need arose -- current capacity jointly shared by the Hawk and Tejas lines could be made into a dedicated Tejas line, he said. The unit cost of a Tejas will be between Rs 180-200 crore.

ADA said in a statement that the following would bridge the gap between initial and final operational clearance: integration of beyond visual range weapons, gun, rockets, guided and unguided bombs, and the further expansion of its flight envelope to -3.5 to 8G (-2 to 6G for IOC) and 24-degrees angle of attack (22 for IOC).

In a major military aviation milestone, India's homegrown Light Combat Aircraft (LCA) Tejas on Monday secured the Initial Operation Clearance taking it a step closer towards induction into the IAF.

In a feat that came a decade after the multi-role LCA took to the skies, Defence Minister A.K. Antony handed over the IOC certificate to Air Force chief Air Chief Marshal P.V. Naik at the HAL Airport here.

Mr. Antony said the IOC certification would facilitate delivery of the first lot of 20 production standard aircraft to the IAF with assured safety and specified performance before the end of the year.

"This is only the semi-finals", Mr. Antony said, adding the LCA would enhance national security and build the country's own fighter aircraft capabilities.

The IOC comes after over three decades of LCA development and research spearheaded by Aeronautical Development Agency, surmounting technology denial regimes.

The light-weight Tejas, presently powered by American GE-F404 engine, has been developed from the scratch, putting India in the select club of nations, including U.S., Russia, France and Britain.

The Flight Test phase of Tejas was initiated in January 2001 and it had completed 1,508 flight tests using various variants, including first two-seater trainer version.

Mr. Antony said, "After crossing a number of challenges and accomplishing a significant series of milestones including weapon delivery, in over 1500 sorties, the country is poised for a major turning point with the declaration of the IOC."

The development of the aircraft, primarily to replace the ageing Russian MiG-21 and MiG-27 fighter jets, was affected by the U.S. sanctions in 1998 that led to delay in importing some items and developing alternative equipment, since vendor identification and development to production cycle took time.
