A big step forward for India: UN adopts negotiating text for security council reforms

NEW DELHI: India's goal of becoming a permanent member of the UN security council took a significant step forward. Amid protests from China, Russia and Pakistan, the UN general assembly on Monday agreed to adopt a negotiating text for security council reforms.

In a statement, India welcomed the decision, saying, "We look forward to early commencement of text-based negotiations with a view to securing concrete outcomes during the 70th session of the UNGA. We call upon all member states to constructively engage in this process so that the long pending reform of the UN security council can be achieved."

Describing it as "historic and path-breaking," India's UN ambassador Asoke Mukerji told the general assembly that Monday's decision was significant on three counts — this, he said, was "the first time in the history of the intergovernmental negotiation (IGN) process that a decision on UNSC reform has been adopted through an official document"; this decision sets the IGN process formally on an irreversible text-based negotiations path; and the document is the one circulated on July 31, which would be negotiated on.

In other words, there is a recognized text that has been adopted by the entire assembly, so there is no confusion on which would be the negotiating text. Moreover, the work done in the 69th session will now be carried over into the 70th session, so that will not be lost.

China dismissed the move as "not fair, not transparent", as did Russia and Pakistan, but none of them could muster up the support to oppose the adoption of the text.

Welcoming the decision, Hardeep Singh Puri, former ambassador to the UN said that it was "a game changing decision made possible by excellent diplomacy by India, including in particular in the final days leading to the adoption of L.92."

What this means is that over the next year, the negotiations on the text will continue under the leadership of the Jamaican ambassador Courtenay Rattray to work towards building a global consensus on what the UN security council should be.

The opposition has not gone away — the big powers opposing the negoitations on the UNSC reform may yet resort to a block later on or in the UN security council. But for the foreseeable future, Monday's decision is a historic one, and could change the future of the UN decisively.

With the adoption, the general assembly decided to "immediately continue intergovernmental negotiations on security council reform in informal plenary of the general assembly at its 70th session, building on the informal meetings held during its 69th session, as well as the positions and proposals made by member states, reflected in the text and its annex circulated by the president of the general assembly in his letter dated July 31, 2015".

Kutesa had informed member states about the draft in a letter dated September 10 to all permanent representatives.

In a letter to all UN members in July, he had circulated the text containing the positions of countries on security council reform and how the UN body should be expanded in its permanent and non-permanent categories.

He also circulated letters containing the positions of groups and member states that indicated they did not wish their proposals to be included in the body of the negotiating text. These countries include the US, Russia and China.

India has maintained that the process to expand the powerful UN body "cannot be seen to be an exercise ad infinitum" and a results-based timeline is crucial to achieve a concrete outcome.

China will ultimately be the thorn in India's bid to UNSC seat with veto power. Can't understand Russian objection to this particular step though.

When they discuss about reforming the UN they are contemplating expansion of the number of permanent members.
The aspirants (India, Germany, Japan and Brazil) formed a league called G4 which mutually supports membership for all the members. They have a resolution that they will reject membership even if one of the members are not awarded a permanent seat. There is another league called 'Uniting for Consensus' which opposes the membership of the G4 nations.
Not all nationas oppose India's membership or Brazil's membership. But they will vote unanimously to respect each others interests. And some countries in the UFC have close relationship with the P5.
So the P5 takes in to consideration all party's opinion and then will proceed. That is diplomacy.
It is not confirmed that USA, Russia and China blocked last month's UN reform debate by just keeping India alone in mind. That is not true.

India may not get a permanent seat with veto. In such case India must push the UN to grant veto to it.
Because India has an excellent track record of contributing to UN peace keeping and abstained from any conflict with other countries. NSG waiver and IAEA relaxations are some examples for India's recognition. We can use it to our advantage.

We will know the results in next one year.

Russian's stance has changed due to recent shift in Indian policy. Isn't that obvious?

We are purchasing more and more weapons from Amreeka now a days and in upcoming years, Russian weapons industry will suffer due to lack of Indian orders.

Well I guess mainly Russia, China, Pakistan, North Korea and Italy was against this rest all were in Support.

But this Resolution directly doesn't say about India getting veto. It just start the procedure of UNSC expansion.

Now IMO the process will start that if new veto powers should be added or only new permanent members should be added.

Still veto powers can veto on each and every recommendations made under this process. So I don't think it's really big success!!

India is moving more towards indigenization so its imports will decrease, Russia still is and will be a major weapons supplier to India with Pak Fa in line and also MTA, most of American purchases are engines and logistic support equipments, barring P8i and apache. Deals like Vikramaditya has really left bad taste, not to forget their lethargic after sales service, but how large the co operation is there between India and Russia could be seen when they offered to lease the nuclear submarines.

There has to be other reason.

Forget about Veto for now...
Lets see how much of the text can be implemented...taking into consideration the vested interests of the west.

UNSC will become irrelevant as time pass by, because there is lot of rift between the members and it'll only get worse.

There is so much work like negotiating with Araps for safety of Indians troubled by ISIS or negotiating for CAR oil or the goddamned relationship with Swedes (since SAAB would be important for private sector making the LCA Mk-2).

You are a small country and American are troubling you, well not to worry the Russians and Chinese will find merit in your small godforsaken country. Holds true vice-versa too. UN is the only place where tails wag the dogs.

Look at these bloody pakis. Did they need UNSC seat to kill of marines in Afpak.

Look at Noko, everybody is happy there.

Look at Vietnam, went against French, then against Americans, then against Chinese. Won virtually all.

Look at India, everybody tried to keep India out of everything. Now everybody wants to negotiate nuke deals.

Look at Japs. Close to a Veto wielder and half the country is converted.

Look at Brits. They gave the Jet engine to the Americans only to lose the right to develop their own TN bum.

Look at the French. Super power since before WW1, since League of Nations days and they got slapped around by everybody.

Nearly the same for Brits. They lost all their empire after they got the Veto. What use is this Veto.

Look at Russians did the Veto save the USSR.

And the Chinese, they had their veto since long. They were for much of their history in the dog house.
