I have a slightly different take on this.
1. Identify tech that needs radio isotopes for civilian needs. Make availability easy and inspection under international standards mandatory.
This will drastically reduce the market for black market isotopes and prevent alibi to smugglers under guise of civil demand.
It will also show India as responsible nuclear power even in civilian needs.
2. The radio isotopes that are still smuggled should be followed to the end user and strict action taken including their origin. This will force US to either acknowledge that their labs leak isotopes or co-operate with Indian Intelligence to keep its position in International Atomic Energy Commission.
Remember RDX was smuggled into India under black market Gold. Reduced Import duty on Gold cut that market to its knees.
