77 Chinese held in Kenya for telecom fraud - The Times of India

BEIJING: China on Friday said 77 of its nationals arrested in Kenya over the past few days may have been involved in telecommunications fraud.

"The case is under investigation at the moment. Initial results show that this probably is a case of telecommunications fraud," foreign ministry spokeswoman Hua Chunying said at a daily press briefing here.

She said China will actively cooperate with Kenya on related investigations.

She also expressed the hope that Kenya will protect the legal rights of the Chinese nationals and deal with the case in a just and proper way.

According to media reports, Kenyan police have arrested 77 Chinese nationals who were allegedly running an elaborate money laundering and Internet fraud scheme from multiple homes in an upmarket area of the capital, Nairobi.

some background news

Chinese police vow severe crackdowns on transnational telecom fraud

BEIJING, June 19 (Xinhua) -- China's Public Security Minister Meng Jianzhu has vowed to "strengthen cross-Strait and international cooperation" on the crackdown of transnational telecommunications fraud.
Meng, also a state councilor, made the statement at a forum attended by Chinese police who had busted a telecom-based swindling case in March.
According to the Ministry of Public Security, a total of 598 suspects in the case, including 186 mainlanders, 410 Taiwan residents, one Cambodian and one Vietnamese, have been arrested by the police from across the Taiwan Strait.
Meng said the uncovering of the case showed "innovative efforts of cross-Strait police cooperation" and a "breakthrough" for the Chinese police in conducting international law enforcement cooperation, as the case was uncovered with the help of police forces from Cambodia, Indonesia, Malaysia and Thailand.
He said efforts should be made to improve coordination mechanism of different police departments, strengthen international police cooperation and enhance the capability of precise crackdown of crimes.
Telecom-based swindling is a new type of crime in which suspects cheat people through telecommunications facilities including computers and cellphones. Many innocent people have fallen victim in the hands of this kind of crimes.
Chinese telecom fraud gang cracked down

BEIJING - Chinese police have recently busted a telecom fraud gang, arresting 86 suspects and solving over 200 criminal cases, the Ministry of Public Security announced on Friday.

Under the command of the MPS, police departments from the provinces of Fujian, Shaanxi and Anhui on September 27th destroyed 17 dens, capturing Liu Xinglin, the principal suspect of the gang, which is thought to have swindled over 20 million yuan (3.16 million US dollars).

Earlier investigations found over 80 suspects of the telecom fraud gang, which had established dens in 17 areas across the country.

Liu was listed as wanted by Taiwanese police authorities for his criminal activity involving fraud. After coming to the mainland with other individuals in 2003, he and others established the telecom fraud gang.

Experts said telecom fraudsters can easily succeed due to loopholes in supervision in telecom and banking sectors, so that fraudsters can pretend to be officials from governments and law enforcement departments with network technology.

In the meantime, they can easily draw cash from people's online bank accounts abroad.

The MPS in recent years has busted a series of cross-border telecom fraud cases, destroying 350 dens, capturing 3,800 suspects and uncovering over 10,000 cases of telecom fraud crimes.

The ministry said it will further strengthen its crackdown on telecom fraud crimes and contain rise in the number of such cases.
the target victims are the Old/thoughtless people in Mainland China deceived by these criminal suspects(Chinese) outside China(normally in ASEAN and African nations) via Internet and telecom..
