3 channels get show-cause notice on coverage of Yakub Memon hanging

NEW DELHI: Unhappy with the coverage related to hanging of 1993 Mumbai blasts convict Yaqub Memon by three leading news broadcasters, information and broadcasting ministry has issued show-cause notice to them, asking why action should not be taken against them.

Official sources said that it was felt that some parts of the coverage of these news channels were inappropriate following which they have been asked to explain how their coverage does not violate the sections of the Programme Code.

Officials said that sections of the Programme Code lay down that no programme should be carried which contains anything obscene, defamatory, deliberate, false and suggestive innuendos and half-truths.

As per other sections of the Code, no programme should be carried which is likely to encourage or incite violence or contains anything against maintenance of law and order or which promote anti-national attitudes.

Another sections also tells channels not to carry anything which contains aspersions against the integrity of the President and judiciary.

Officials said that in view of these provisions of the Programme Code, the ministry felt that there was a need to seek explanation from these channels.

A unit under the I&B ministry, Electronic Media Monitoring Centre (EMMC), monitors the content of around 600 channels.

Two of the broadcasters to whom notices have been sent had reportedly aired phone-in interviews of underworld figure Chhota Shakeel. Another channel is learnt to have telecast remarks of Memon's lawyer.

After the channels reply to the show-cause notice, an inter-ministerial committee which is headed by Additional Secretary in the I&B ministry and includes officials from several ministries, will consider the matter.

Memon was hanged in Pune jail on July 30 morning, hours after three Supreme Court judges rejected his appeal to stop his execution in an unprecedented hearing that took place in the middle of the night.

Memon was convicted in 2007 as the driving spirit of the deadly attack in Mumbai in 1993 in which 257 people were killed as bombs exploded back to back at landmarks across the financial capital.

This was long over due.... the media tries to create a soft corner for criminals and even interferes in decisions handed down by the SC.... this should serve as a deterrent to TV channels who give air time to persons who are essentially hiding with the patronage of pakistan and threatening Indian citizens through Indian TV Channels. This Chota Shakeel actually went ahead and said there would be "repercussions". So now we are going to be terrorized with the help of the Indian media!

Intelligence Bureau must be given this task under cover of Information Broadcast Ministry to contain and corner anti Indian propaganda on these news channels , funded by foreign intelligence, which is an act of Infowar and PSYWAR against India and not free speech.

Looks like counter PSYWAR desk is being boosted. This was highly needed with immediate affect.

This was also discuses here that day on this forum that, such steps are required.

Well done!!

"Civil societies will act , both as an instrument and target , in the next phase of warfare. "

Self-regulation , as envisaged by many "intellectuals" in the field, is nothing but a hogwash.

The wrongest of all assumption is of "benevolent/righteous" nature of an "educated" person, so a rule-defined "ethical" guideline need to be placed , to control this "fear injection" in the mind of common citizen.

This opinion piece in BBC by Anand Grover seems to be sympathetic to Yakub Memon.

Show cause is all right. What is important is that the government should pass around notes as to what line to follow. That way, we will have all news channels repeating the same dogma, like we see in news articles from western countries.

Anand grover is the lawyer who filed the midnight petition to stop Yakub's hanging. So no surprise there that his article ended up on BBC.

Govt usually let's media houses know what it's strategy is. Issue is that some media houses tend to ignore and make efforts to counter govt media strategy. Case in point is "swachh Bharat" and yoga day.
