In this thread we post pictures and news for the 2019 informal summit between President Xi and Prime Minister Modi.

The two are scheduled to meet in an informal setting, in the southern Indian coastal town of Mahabalipuram, which has historic civilisational links with China. Generations of Chinese traders and explorers made port there.

The town is also a stone's throw away from South Asia's most advanced fast-breeder reactor and site for a nuclear fusion cryostat experiment.

New Delhi:
Prime Minister Narendra Modi and Chinese President Xi Jinping will sit down at the seventh-century Shore Temple complex overlooking the Bay of Bengal in the bustling ancient town of Mamallapuram on Friday in an attempt to reconfigure ties strained by tough talk on the issue of Kashmir by both sides.

A red-carpet welcome awaits Xi when he arrives here around 5 pm, with both the state and the central government agencies making all-out efforts to deck up the coastal town that had strong historical linkages with China's Fujian province.

Ahead of the two-day summit, Chinese Ambassador to India Sun Weidong said that a "new set of consensus", including "guiding principles" on giving a new direction to the bilateral ties, are expected from the engagement.

The summit will take place amid a renewed strain in ties between the two countries over the Kashmir issue. A joint statement issued after talks between Xi and Pakistan Prime Minister Imran Khan on Wednesday said China is paying "close attention" to the situation in Kashmir and that it should be be properly and peacefully resolved based on the UN Charter.

External Affairs Ministry spokesperson Raveesh Kumar in a reaction said India's consistent and clear position has been that Jammu and Kashmir is an integral part of the country and China is well aware of New Delhi's position.

Government sources have made it clear that like the first informal summit in Wuhan, there will be no statement or joint communique by both sides after the visit as it's an informal and unstructured meet. They also said that Modi will not raise the issue of abrogation of Article 370 as it is an internal matter of India and a sovereign decision. However, in case Xi wants more clarity regarding the same, the matter could be taken up.

The summit also comes in the backdrop of China's growing trade friction with the US. Both Modi and Xi are likely to explore ways of expanding trade and business ties. India is expected to raise the issue of ballooning trade deficit in China's favour, said the sources, adding that political relations, trade and ways to maintain peace and tranquility along the nearly 3,500-km Sino-India border will be a major focus area in the talks.

Ties between India and China came under some strain after India announced the withdrawal of Jammu and Kashmir's special status and bifurcated the state into two Union territories in August. China criticised India's decision and its Foreign Minister Wang Yi even raised it at the UN General Assembly last month.

Days later, Chinese ambassador to Pakistan Yao Jing said Beijing was working for Kashmiris to help them get their fundamental rights and justice, comments which have not gone down well with New Delhi.

Chinese president's itinerary

Officials said Xi will arrive at the Chennai airport around 2 pm and then head off to a luxury hotel. At 5 pm, Modi will accompany Xi to three iconic monuments of Mamallapuram — Arjuna's Penance, Panch Rathas, and the Shore temple. The two leaders then will witness a cultural programme at the temple complex. They will sit together in the lawns of the Shore temple and exchange views on charting a new roadmap of development and cooperation.

Later, Modi will host a private dinner for Xi at the temple complex.

On Saturday, the two leaders will have a one-on-one meeting at the Fisherman's Cove resort to be followed by delegation-level talks. Modi will later host a lunch for Xi, and the Chinese leader will leave for Chennai airport at 12:45 pm.

All the monuments in Mamallapuram on the itinerary have been spruced up while colourful gates have been erected along the routes from Chennai to the coastal city. A grand ornamental arch to welcome the two leaders has been prominently put up at the entrance to Mamallapuram from the East Coast Road. Traditional arches made of banana trees and sugarcane have been put up in front of the hotel where Xi will stay.

An unprecedented security cover has been thrown in and around Mamallapuram that has inconvenienced people in the town as well as tourists.

The first informal summit between Modi and Xi took place in picturesque Chinese lake city Wuhan in April 2018, months after a 73-day-long face off between the armies of the two countries in Doklam tri-juction in Sikkim sector raised fears of a war between the Asian giants.

In the summit, Modi and Xi decided to issue "strategic guidance" to their militaries to strengthen communication and build trust and understanding.

I cant understand Modis fascination about China. The Chinese have literally spit on our face in last few days with constant attempts to undermine our integrity. There was no need to treat Xi to such a celebrations. Nothing special gonna come out of this meeting anyways. China has ,is and will belittle us. The only thing i hate about Modi is his love for the chinese since his Gujrat CM days.

He's smart enough to know that India needs to hedge its bets in the 21st century.

There is no need for such extravaganza and spending money on someone who undermines Indian interests...

Indians should have kept it low key ... that is the way it should be ...

I think this meet is excellent. It shows Pakistan that the Chinese President is willing to come to India despite their randi-rona on Kashmir. It shows Trump that his little mediation-stunt has consequences.

Western countries (US, UK), made more strategically-provocative statements than China in the aftermath of August 5.

For India to look the west in the eye, it must first build a counterweight with its Chinese economic relations. For that we need to invest in the Chinese equation.

There will be no progress in India China relations. These summits are just for optics, so that Modi can say he tried before going forward with his plans to undermine China. Which is good.
There is one other major party which is 'in a hurry' to get India to sign a trade deal with it. This is India's bet at creating a counter-offer to get the former party to better their offer. The message is clear "we are getting along with China just fine...what are you willing to offer to make us not go too far in that direction?"

India is a seasoned negotiator. Often, big deals are being negotiated without letting anyone know. If this deal is being advertised with such pomp and fanfare, someone is doing it deliberately. In any negotiation the first stated position is never the true position of either parties. It is a bargaining position.

India will appear to swallow the Chinese bait, then tell Murica, what have you got for us? then em Nibbas will yield something, then mysteriously Indian media will report border violations from the PLA and we will use that excuse to unswallow the bait and climb down from our position. It is a process, let the whole choreography play out.

India is playing good-cop-bad-cop with both sides for its own advantage. The whole posturing has to be looked at in totality and not in bits and parts. None of our stated positions and intentions are to be taken at face value. They are subject to change without notice. :troll:

Our posturing last week when Modi went to Texas seemed to lean 'too American'. Similarly our posturing when Xi comes here will be made to seem 'too China friendly'. There's no reason why Indians should feel the burn from those cosmetic utterances. If anything both of those nations should feel the burn for being led down the garden path.

During Xi's last visit, both sat on a swing, while PLA and IA were at each other's throats, and Tibetan protesters were ferried in rickshaws to raid the Chinese consulate in Delhi to put Tibet in the headlines alongside Xi's visit. A year later, India made China blink on Dohklam. India gives back as good as it gets. Everything else is smoke and mirrors. Ghar pe mehmaan aaya hai, pampering toh hogi. That doesn't mean national interest will be surrendered at the feet of visiting dignitaries. Enjoy the fanfare.

You're right but also wrong. If the USA had been reliable, then none of this would be necessary. Modi knows India is caught between two unreliable powers. So he's hedging like any wise leader would.

Americans will also look at substance, not only optics. The fact remains that we have a trade surplus with America and a trade deficit with China. That gives the Americans significant leverage in a trade deal with us. Everyone knows that we will never gain trade surplus with China, and this meeting won't achieve anything big imo. As far as America's trading partners go, we're not really that high up their list. India is far less of a priority to America in trade than we think.

Deals don't happen in meetings. Meetings are for optics. The negotiation happens all year round and intermediate meetings are planned just to give out feelers to the other players. India wants to portray itself as not being in the US-camp after last week's fanfare in Texas, China wants to show the US that it has new markets to sustain its economy, so both want these optics.

All our stated bargaining positions will become permanent if America does nothing. That's our substance. They have told India not to use Chinese 5G, in exchange, India has asked for something. If they don't yield, we have no option but to go ahead.

RE : The fact remains that we have a trade surplus with America and a trade deficit with China. That gives the Americans significant leverage in a trade deal

On the contrary, America will want to make a deal with India to dilute the surplus, and India will want to make a deal with China to reduce our surplus (e.x. giving them ultimatum to produce 40% of their electronics in India etc). Mirchi jidhar lagi hai udhar balm lagaya jaata hai. Humko China se nuksaan hua hai. So we are evening out those odds. America ko India se nuksaan hua hai, so they are desperate for a quick deal to correct that surplus situation. India has no pressing need for a quick deal with the US since the surplus is in our favor. Same way, China is in no hurry...wait, lemme correct that..China would have been in no hurry had the US-China trade war had not made them desperate to look for new markets.

India's fingers are in Ghee. Eventually as a major economy, India will sign uniquely customized deals with both of the other major economies (the WTO template is for the smaller nations hold on to), but whose deal gets signed first and who gets more lucrative terms depends on who yields more concessions to us. Last week, we said "abki baar Trump sarkar"..this week it will be "abki baar Xi sarkar". Kehne me kya jaata hai. Apne jeb se thodi na kuch ja raha hai. India wants to portray that we are equidistant from both.

Neither Brazil nor Russia were able to achieve such leverage over their respective trading partners >> US and China, because they got boxed in their ideological narrative. Russia thought communist China's friendship would last it for eons, and Brazil thought their Christian brothers in the White House will help their economy sail through this century, but the harsh realpolitik is that both of those nations are today at India's doorstep asking for a deal. If you turn one away, then the other will start pushing its weight on you. We need two parties to pit one against the other.

The interesting thing here is that Russia, Britain, Germany is missing from this tectonic shift, because unki aukat nahi. India is being courted by 2 big powers for some reason. They can keep wriggling around in their G7 and G7 and G4.5 kitty parties. All their economies are in a depression.

5 years ago Indian GDP was 3-4% and inflation was 12% when the UPA left office. 5 years ago, if you asked someone, it would seem obvious that China and Russia would handle the Euro-Pacific trade zone and US and Brazil would dominate the American continents. The polarity of the world order has shifted to South-East Asia today so the US and China are at our door. India was able to achieve a leverage over both its adversaries, the US and China. This position is hard earned. Why should we antagonize one over the other. We'll squeeze concessions from both.

You cannot change the neighbour's. It's best to have some kind of cooperation with them. For mutual interest. Modi was also treated nicely in China.
And Chinese are big economy we can also gain things with them good trade also ensure border will stay cold. And because Chinese are real Pakistani owners if we gain influence on Chinese then Pakistan is a lil bitch.

Pakis are literally giving chinese companies 23 year tax break and china is deciding their cabinet ministers ,these things india will never do,so it is very optimistic to think china will take a position against pakistan ,when pakis literally want to become a Chinese colony,we have to maintain a level of diplomatic relationship as Xi is their undeclared emperor for life now,India is also doing a exercise in Arunachal pradesh also & M777 have been inducted on chinese front ,so a lot of things are going on,it is also a signal to US & a opportunity to cash on US-China trade war by negotiating more indian access to chinese markets,if we can lower the deficit significantly then it will be a great achievement

Our goal is not to get China to take a position against Pakistan. Our goal is to keep them neutral.

The fact that China was neutral in 1971 and 1999 played a big role in opening up the Indian market to China, and getting India under the WTO regime that was practically engineered by China. PM Vajpayee rewarded China's neutrality in Kargil with the 2003 summit, acknowledgement of Chinese sovereignty over Tibet, and Chinese recognition of India's sovereignty over Sikkim. It also opened up direct trade for Chinese companies in various sectors.

And touchdown.
