India, Iran, Afghanistan to hold talks ahead of NAM summit

Ahead of the NAM summit, India, Iran and Afghanistan will hold a strategic trilateral meet on Sunday in Tehran in which key issues, including regional security and economic situation and best utilisation of Chabahar port, a significant commercial venture, will be discussed.

The trilateral meeting, to be led by the Deputy Foreign Ministers or Foreign Secretaries of these three countries, will discuss the commercial venture, which is under consideration for some time now, Foreign Secretary Ranjan Mathai told reporters in New Delhi on Saturday.

The meeting, initiated by the Iranian side, will also look into the report by the Indian Ports Association (IPA) on various commercial activities which could be taken up through the port in the sanction-hit country.

"It (report) has a number of different possibilities and we are studying it... The idea is to take forward what we need to do with Chabahar. What is our common interest...," Mr. Mathai said, while noting the significance of the port and related infrastructure as an alternative route to Afghanistan.

Located in South East Iran, Chabahar port offers tremendous opportunities for trade and commerce for India in Afghanistan and Central Asia bypassing Pakistan, which blocks the country's land routes.

Iran, which is facing harsh sanctions from the West, is inviting investments for developing the industrial zone.

The trilateral meeting is likely to set up an expert's group to study the IPA report and other modalities to develop the port.

The issue of security and stability in Afghanistan is also likely to figure in the meet given the fact that Iran is not in favour of presence of NATO forces in Afghanistan.

The trilateral meeting is being held ahead of the NAM Summit on Thursday and Friday.

India is keen to rope in Afghanistan to develop infrastructure in and around the strategically important Chabahar Port in south east Iran to establish an alternative trade route to resource rich Central Asia.

Foreign Secretary Ranjan Mathai will meet his Afghan and Iranian counterparts in Tehran on Sunday to discuss the project that would give India link to Afghanistan and landlocked countries in Central Asia, bypassing Pakistan. New Delhi is likely to propose a trilateral working group to discuss commercial viability of the project.

"The idea is to take forward a kind of general discussion as to what we need to do about Chabahar, what is our common interest in the development of the infrastructure, the port, developing the use of Chabahar and the related infrastructure as an alternative route into Afghanistan which we certainly regard as being of very great significance. So, we will discuss it," Mathai told journalists on Saturday.

Iran wants India to join the project, which includes building a container terminal at Chabahar Free Port on the coast of Gulf of Oman and Chabahar-Faraz-Bam railway project to get access to Afghanistan and Central Asian countries. India, however, has so far been cagey about getting involved in such a huge project in Iran, to avoid the US and the EU crticism.
Afghanistan too has been cautious about joining India in a project in Iran, because Washington is not comfortable with Tehran raising its clout in the region. The US, however, has its own plan – New Silk Road – for turning Afghanistan into a trade link between South and Central Asia.

Mathai on Saturday said that Iran's offer to India to join the project had raised "a number of very interesting possibilities in terms of the reconstruction at the industrial developments in Afghanistan".

"Afghanistan certainly also finds it of interest being an alternative route into their country from which they can get vital supplies. So, I think this is a common interest, and we are going to look at it," he said.

The Ministry of External Affairs had commissioned a study through the Indian Port Association to assess commercial viability of the project and suggest ways to move forward.

Mathai is likely to discuss the report of the IPA with his counterparts at the trilateral meet in Tehran on Sunday.

Good effort. India should make sure that Afghanistan gets its stuff through Chabahar rather than depend on Pakistan which can turn screws any time it wants.

New Delhi would also discuss 13th February attack on an Israeli diplomat in India soil. Indian oil imports from Iran accounts to more than 12 per cent of its total crude imports. New Dehli would not be able to openly continue the import in order to please the western players. However, due to the recent announcenet by the Iranian leadership over the nuclear issue, there are chances that new memorandum of understandings may be signed. It is time that India should not leave Tehran alone and find a middle path.

Only thing India is not leaving alone is its interests.

This way we ,and anyone who has relations with us , don't get blindsided on every other occasion.

As far as Iran and Afghanistan is concerned, Someone sitting half a world away cannot really be expect d to keep our interests in mind ...only a fool would deduce otherwise.

If America can provide us with an equal or better alternative then we go with America no questions asked(considering they take all parameters of this equation into consideration ie geographical proximity ,future trade channel security,energy security etc etc.). sentimentalities can go shove it.

Tehran: Prime Minister Manmohan Singh would arrive here tomorrow on a four-day visit to attend the NAM Summit on Thursday, prior to which he will hold crucial bilateral talks with Iran's top leadership, including supreme leader Ayatollah Ali Khamenei, ignoring US reservations.

Singh will also be holding bilateral meetings with leaders from other countries, including Pakistan President Asif Ali Zardari and Bangladesh Prime Minister Sheikh Hasina on the sidelines of the 16th Summit of the 120-nation grouping.

Ahead of the meeting between India and Iran, New Delhi has made it very clear that discussion on peace and security will be of the paramount concern which will be raised with Tehran.

"Peace and security is, indeed, our primary concern given just how important the entire West Asia region, Gulf region, in particular, is for India's security and for Indian economy, both in terms of oil imports and our exports. So, this is our own concern and we don't have to take anybody else's concern as priority," Foreign Secretary Ranjan Mathai had said in New Delhi.

Singh's bilateral meet with Khamenei and President Mahmoud Ahmadinejad assumes significance as it will take place at a time when the US is pushing India to reduce engagement with Iran and implement sanctions imposed by some countries over its controversial nuclear programme.

While the West has been trying to underplay Iran hosting the NAM Summit, Tehran sees the event as a major diplomatic achievement.

Iranian Foreign Minister Ali Akbar Salehi in his opening remarks at the experts meeting of the Summit yesterday said the grouping should seriously deal with the unilateral economic sanctions imposed by certain countries against its members.

Iran has been slapped with a number of sanctions by the US and the other Western nations which accuse Iran of pursuing a clandestine nuclear weapons programme. However, Iran denies the charge and says its nuclear programme is for peaceful use.

The Prime Minister's interactions with Iranian leadership assumes more importance since it was New Delhi that had sought a meeting with Khamenei.

Besides focusing on regional security situation, trade and economic cooperation are likely to be high on the agenda with special focus on oil imports.

Iran is one of the crucial suppliers for oil for energy-starved India. While India recognises only UN imposed sanctions, those levied by US and other countries have become a major stumbling block in making payments to Iran for oil imports.

Singh is also likely to hold meetings with Egyptian President Mohammed Morsi, who would also be attending the Summit. He would be the first Egyptian leader to visit Iran since the 1979 revolution.

Another important attendee would be UN Secretary General Ban Ki-moon, who ignored US requests of giving the Summit a miss.

Controversial Iranian nuclear programme, Syria crisis and regional issues are likely to dominate the summit.

Tehran: Iran has hit out at the US, saying the holding of the 16th NAM Summit in Tehran proves the "failure" of America's "threat and sanction" policy against the oil-rich country.

Iranian Deputy Foreign Minister for Arab and African Affairs Hossein Amirabdollahian said the anti-Iran policies of the US-led Western nations are doomed for failure.



Amirabdollahian described the presence of heads of states and high ranking delegations of NAM member countries in Tehran as important "under such critical conditions arising from developments in the Middle East and North Africa and its coincidence with Islamic awakening movement" in the region.

"The threat and sanction policy [of the US] has failed despite pressures exerted on Iran by the US and some other countries," the official IRNA news agency quoted Amirabdollahian as saying.

He also said Iran's hosting of the summit would improve its position in the international fora while the US and European Union are facing severe financial crisis.

During the summit, Iran will take over the NAM rotating presidency from Egypt for the next three years. While Western countries have tried to downplay Iran holding the summit, Tehran sees it as a major diplomatic win.

US and other western countries have accused Iran of following a secretive nuclear weapons programme even though Tehran vehemently denies it. US feels that Tehran will use the opportunity of hosting the 120-nation group's summit for furthering its propaganda and had behind the curtains asked many countries to skip the event.

US had even publicly asked UN Secretary General Ban-Ki Moon to not to attend the summit but taking everyone by surprise, he has decided to go ahead.

Besides Iran, US and Western countries are also looking at NAM stage being used to secure support for the current Syrian regime lewd by Bashar al-Assad.

Syria's Prime Minister Wael Nader al-Halqi is likely to attend the Summit and he may meet Prime Minister Manmohan Singh. India has opposed US line on nature of international intervention in Syria in the United Nations. India has been opposing an externally induced regime change in Syria.

"We would like to see a Syrian-led, inclusive process for reform and change in Syria to bring an end to the current conflict. We believe the international community's role should be to assist that Syrian-led process and the UN has a particular role to play," Foreign Secretary Ranjan Mathai had recently said.

Syria will be one main issues to be flagged at the Summit. Tehran is an open supporter of the al-Assad.

The purpose of NAM is dead. When the member countries have aligned themselves with blocks then what is left is NAM.

Last i heard it was a proposal floated by Qatar in 2002

What do you think Iran is going to trust US and Israel? Beside natural bondage between people of Afghanistan and Pakistan, the route from Pakistan is safer, cheaper and short.
