NEW DELHI/DHARAMSHALA/SHIMLA: The 17th Karmapa, Ugyen Trinley Dorje, could be a Chinese "plant", suspect Indian intelligence agencies looking into the spiritual leader's affairs after raids on his transit home at Sidhbari near Dharamshala on Thursday night. Rs 8.5 crore worth foreign currency was recovered.

Intelligence agencies say the Karmapa may be part of a Chinese plan to control monasteries along the Sino-Indian border. The exact circumstances of Dorje's "escape" from Tibet in 2000 have always puzzled Indian agencies. He claimed to have hoodwinked Chinese authorities by going into exclusion and reaching Nepal.

A source said the agencies have information to suggest the Karmapa has links with China, including funding. "The huge recovery, including 11 lakh Chinese yuan, substantiates what we have always suspected. The Enforcement Directorate and Income Tax authorities have been asked to probe this," said an intelligence official. He added Dorje may be questioned.

Besides the Yuan and Rs 4 lakh, the police recovered US and Australian dollars, Japanese Yen, pound sterling and Thai Baht. "There's no account of these currencies. Questioning of a close aide of the Karmapa, Rabjaychojan alias Shakti Lama, arrested after Thursday's raid, has not revealed the source of the money," said the official. Lama's claim Rs 4 lakh was withdrawn from a bank at Majnu Ka Tila, a Tibetan market in Delhi, is being verified.

Himachal Pradesh chief minister Prem Kumar Dhumal said it was for the Union home and external affairs ministries to act against the Tibetan refugees. He said his government's mandate was restricted to observing the violation of Himachal Pradesh Tenancy and Land Reforms Act

China link suspected in Karmapa cash haul



A day after the Himachal Pradesh Police unearthed a huge cash haul from a transit home of the 17th Karmapa, Ugyen Trinley Dorje, sources in the Union government said there are indications that the religious leader was in regular touch with the Chinese authorities to help Beijing control Buddhist monasteries from Ladakh to Tawang.
Teams of investigating agencies, including Enforcement Directorate, are already probing the cash haul and its origin. The Karmapa and some of his close associates were already under the scanner for their alleged Chinese links. A close aide of Karmapa, Rabjaychojan alias Shakti Lama, was arrested during the raids.
The raids followed arrest of two persons, Ashutosh and Sanjay, with Rs 1 crore at Una in Himachal Pradesh some time back. The money was meant for Karmapa.
The sources said the currencies of China, Japan, the US, the UK, Australia, Thailand and several other countries recovered from Gyuto Monastery in Dharamsala could have come from Chinese sources. Rs 4 lakh in Indian currency was also seized from the transit home of the Karmapa.

"These funds could have come from Chinese agencies and were to be used to help Beijing control all Buddhist monasteries located in the Himalayan region beginning from Ladakh in Jammu and Kashmir to Tawang in Arunachal Pradesh," the sources said.
Meanwhile, another government official said Ugyen Trinley Dorje was one of the four persons claiming to be the "real" Karmapa or spiritual head of the Karma Kagyu sect of Tibetan Buddhism. He is living in Dharamsala since his escape to India in January 2000 at the age of 14 years.

DHARAMSHALA, India (AFP) – Indian police said Friday they had raided the monastery of a top Buddhist monk seen as the possible next spiritual leader for Tibet and seized hundreds of thousands of dollars in cash.

Police swooped on the Karmapa's monastery in Dharamshala, a hill station in northern India, on Thursday and returned Friday to question staff about the origins of local and foreign bank notes discovered on the premises.

An aide has been arrested and $600,000 in dollar bills has been discovered as well as currencies from another 25 countries, senior local policeman P.L. Thakur told AFP in Dharamshala.

"The Karmapa has no role in it. The investigations will lead us to a further course of action," Thakur told AFP without elaborating.

The Karmapa fled Tibet as a 14-year-old because he said he was concerned that Beijing would force him to turn against the Dalai Lama, who has acted as a father-like figure for him in Dharamshala.

China regards the Dalai Lama as a dangerous separatist and has sought to groom monks who would accept Tibet as being an integral part of China and drop all claims for an independent state.

In a twist late Friday, India's NDTV news chain reported Indian security officials planned to question the Karmapa over alleged Chinese links, saying the monk was suspected to be planning to set up a string of pro-Chinese monasteries.

The news station said security officials believed the Karmapa's escape as a 14-year-old from China had been "stage managed" by Beijing.

There was no official Indian comment immediately available on the report but Karma Chungyalpa, secretary to the Karmapa, told AFP the allegations were "untrue and fabricated."

The existence of the Tibetan movement in India, which lobbies openly for autonomy or independence and denounces the human rights situation in Tibet, is a constant thorn in the side of relations between the two Asian giants.

The Karmapa is one of the most revered religious figures in his homeland and is seen as one of a handful of candidates who could step forward to lead the community once the charismatic Dalai Lama dies.

He has lived in exile in India since fleeing his homeland in 1999 -- an eight-day journey by foot and horseback across the mountains -- but he remains recognised by China, Tibetans in Tibet and the community in exile in India.

At his Gyotu monastery in the foothills of the towering Himalayas, the 27-year-old Karmapa receives visitors on a regular basis, many of whom leave offerings or donations in cash.

He could never become a Dalai Lama, which is a title given to a child chosen as the reincarnation of the previous version, but he could emerge as the next leader.

The 75-year-old current Dalai Lama has said the institution might be abolished after his death and any choice over his successor is likely to take time and be bitterly contested by Tibetans and the Chinese authorities.

The police acted after two men were stopped earlier in the week in the northern state of Himachal Pradesh carrying 10 million rupees ($219,000) that they said belonged to one of the trustees of the monastery.

The trustee, identified as Rabgay Chosang, is thought to have been involved in a land deal, police said, adding he had been arrested and remained in police custody.

A source in the monastery, who asked not to be named, said 15-20 police were present on Friday and that they had seized "a few things". The Karmapa was in his residence.

Dharamshala has been home to the Tibetan community in exile, including the Dalai Lama, since 1960 when India granted the community land and facilities.

New Delhi, Jan 28: Police has seized a large amount of foreign currency in a raid at a transit home of 17th Karmapa Ogyen Trinley Dorje at Sidhbari, eight kms from Dharamsala on Thursday, Jan 27. A close aide of Karmapa, Rabjaychojan alias Shakti Lama, was arrested in the raid, police said.

According to Additional DGP (Law and Order) SR Mardi, the currency of various nations was recovered during a raid at Gyuto Monastery and the currency is being counted.

Police interrogated Rabjaychojan to elicit the source of the money stacked in suitcases at the monastery. Currencies of China, Japan, US, UK, Australia, Thailand and some other countries have been seized.

The raids followed arrest of Asutosh and Sanjan with Rs one crore at Una on Wednesday. Among the seized currencies, a sum of Rs four lakh Indian currency was also found. Police said the money was reportedly drawn from Delhi's Majnoo Ka Tila branch of a private sector bank. Police are interrogating the arrested duo.

No official response about the raid has come so far from the Karmapa's office and it is said that the Karmapa was inside the monastery when the raid was conducted. Police were still inquiring about the source of the seized money. Police teams have been sent to Dharamsala, Ambala, Delhi and some other places. The Kangra Police has informed about the raid to Enforcement Department (ED) and Income Tax department.

The 27-year-old Karmapa is widely seen by Tibet as one of the senior spiritual leader and a figure to head the Tibetan movement after the demise of the aging Dalai Lama.

Currency seizure: Cops grill Karmapa, search trust offices

Police today continued searches at the offices of a trust backed by 17th Karmapa Ugyen Trinley Dorje, who was questioned over the seizure of foreign currency valued at Rs 7 crore.

Himachal DGP D S Minhas along with senior police officers inspected the Gyato monastery and the ashram at Sidhbari near here last evening and talked with the Karmapa.

Karmapa was asked about the foreign currency seized and as expected he said it was received through offerings, Minhas said.

He said the Karmapa was not under arrest or house arrest.

Searches continued at the offices of the Karma Garchen Trust today and so far Rs 7 crore in currencies of over two dozen countries, including China, Taiwan, japan, South Korea, the UK, the US, Australia, German, has been seized.

Asked about the seizure, Karma Chunyappa, Deputy General Secretary of the Karmapa, asserted that the financial dealings of the monastery were transparent.

"We have a rich history of public service made possible through financial dealings that are entirely transparent. We will certainly answer all the qu stions that the press and public have but for now we request you to allow us to concentrate and comply fully with the investigations that are underway," he said.

The DGP said that some documents about land transactions had also been recovered and these were being scrutinised to find out whether there was a nexus between Tibetans and some local people indulging in benami land deals.

All non-agriculturists including bona-fide Himachalis were barred from purchasing any land in Himachal without the permission of the government under section 118 of HP tenancy and Land Reforms Act and Tibetans having refugee status were not entitled to buy any land.

However, some Tibetans have acquired properties in Himachal and the High Court had issued notices to Tibetans in this regard.

Meanwhile, Chief Minister Prem Kumar Dhumal today said the Himachal Government would share every information about the Karmapa with the Enforcement Directorate and security agencies.

"Certainly, the government of India must be having more information about Karmapa's activities and the state government would abide by the direction of the Union Government as the matter is linked to internal security," he told reporters after launching a heli-taxi at Annandale helipad in Shimla.

New Delhi, Jan. 29: Ugyen Trinley Dorje turned inclement weather in the Himalayas into an opportunity to further Chinese interests, officials said today as searches continued over the cash haul from the Dharamshala home of the Karmapa India doesn't recognise.

Security sources said the 26-year-old, the spiritual head of the Karma Kagyu sect of Tibetan Buddhism, spent huge sums of money since last year's cloudburst in Leh and landslides and heavy rain in Himachal Pradesh to generate goodwill.

Delhi sees this as part of a plan to spread Chinese influence in the Indian Himalayan region much the same way as Beijing has done in districts along the India-Nepal border where the Chinese have opened 17 "China study centres".

More than 150 people were killed in the August 6 cloudburst over Leh, as catastrophic rain sent rivers of water rushing down the mountains and bursting into villages in normally arid Ladakh.

Security officials said though Dorje wasn't allowed to visit the affected areas, "his people" did and spent huge sums, the money channelled allegedly through Hong Kong where the spiritual leader's followers are reportedly given "red carpet treatment".

Dorje, however, is unlikely to be arrested, the sources added.

Beijing also wants Dorje — whose followers claim he is the 17th Karmapa and the successor to the Dalai Lama — to take control of the Rumtek monastery in Sikkim, the principal seat of the Kagyu sect. But that has not happened so far because of the emergence of a rival claimant to Karmapa status.

"We will not allow him to be the Karmapa, and the current developments will reveal that he has been acting at China's behest in India," said a senior government official. "We have kept quiet for too long."

India wants the rival, Thinley Thai Dorji, who is about the same age as Dorje, to take charge of the Sikkim monastery, which has more than 700 overseas branches and is influential both in the Indian Himalayan region and Tibet.

Since his headline-making "escape" from Tibet to India in January 2000, which Delhi suspects Beijing had stage-managed, the government has never trusted Dorje and has, in recent years, severely curbed his movements.

Although the Dalai Lama recognises Dorje as the Karmapa, New Delhi would like to see it as the septuagenarian spiritual leader's wish to keep a door open for negotiations with Beijing.

Recognition of Dorje as the Karmapa is one of the rare points of agreement between China and the "Dalai clique".

An official in the Dalai Lama's office today confirmed that the spiritual leader recognised Dorje as the Karmapa.

Government sources said Dorje had been getting "too big for his boots" and voiced fears about the increasing pressure he is said to have exercised over some Indian politicians.

The sources said the home ministry had, for the past four months, been getting alerts about pressure being mounted from different quarters for letting Dorje take the seat at the Rumtek monastery.

They said a senior Himachal politician wrote to the government requesting that Dorje be allowed to visit Sikkim.

The sources said the government was worried about Dorje's "rising" influence in Sikkim, Himachal and Ladakh.

The Tibetan leader was last night questioned about the unexplained cash seized from his home while police continued searches in Dharamshala today.

During coldwar days india used to be playground for KGB and CIA rivalry..Is it possible that with india day-by-day slipping into american camp,there is new rivalry of CIA and chinese intelligence agencies.Coz this case has clear cut involvement of more than 2 agencies.

I wouldnt doubt for one split second that the CCP tried to bribe the Karmapa Lama.

Knowing Chinese culture as well as I do - I can confidently say that if GOD were to descend from the Heavens tomorrow and face mankind in person - The Chinese would surely try to see if they could bribe GOD too

Chinese communist regime is capable of doing anything. Infact most communist parties in India do have some affiliations with China. Every link to China from India should be dealt with severely.

why did China give Dorje foreign currencies in order for him to perform such a "control"? why not simply Rupees? or USD?

There is enough evidence of Chinese activities in NE states. However this one looks serious. Investigations should take a very cautious step, we should not upset our Tibetan brothers by handling it in ways, our Intelligence Agencies are known to do. Guilty should be exposed & punished!

Okay let's not doubt Karmapa for a second; but tell me, why would he have Yuan in India? How would he have Yuan in India? Yuan isn't convertible directly in terms of forex and neither is Rupee and the medium of trade between China and India is still US dollars. Pray tell me if you may, why in such a case would a Karmapa, who is supposed to have renounced such commoner tactics be just doing those?

Another thing that raises the specter of CCP here is that all the donations to our school of thought and monasteries in the country are received through either local NGOs or those registered with the Tibetan Government in Dharamshala. In this situation, the funds are transferred either directly by the welfare agencies or with official consent of either the Tibetan PM or His Holiness himself. The Buddhist schools of thought here in India are managed independently that are under direct view of our national government. In any of these situations above, the Karmapa does not directly come into possession of charity money which is usually in US dollars from all over the world and not a rainbow of currencies from all over the globe.

Having so many currencies in one agency's or person's possession is illegal in India. This includes religious institution that are managed by law and not above the law, which includes all schools of Buddhism including ours. The Karmapa especially gives discourses subscribing to either Vajrayana and to some extent philosophically sharing some commonalty of Mahayana schools. Vajrayana sect as known, right now only faces one threat and only 1 entity is obsessed with it; the CCP since 1950s. We know this since His Holiness came to our country. And I and rest of my kind would know this very well subscribing to these schools of faith.

Vajrayana sect has faced Communist Red Guard and has seen their worst which is why they are today here. Why would CIA, RAW, MOSSAD, MI6 or any other damn agency would be concerned with our school, tell me. They know that the exiles are here as guests and that we don't have any bone against them and instead share cultural and faith's bond.

You see, there is a stark difference between your slaves the Pakistanis and us; we don't suspect simply because some raving cleric has spread lies. Right now there isn't much proved by law, but it does not take a nuclear scientist to put this together especially when our school of thought is involved.

In case, the topic has not been forbidden in China by your government, ask your previous generations about it. Especially those who are from maybe your grandfather's era. There's a slim chance they will remember this due to Mao's brainwashing but give it a shot if you are really interested to know.

We are not blindly blaming your government. There are symptoms all around to make them a likely culprit.

If india is smart, india would appoint a pro india and anti china Dalai Lama and make sure that the current Dalai Lama confirms him as his successor before he leaves for heavenly abode. That would make sure india retains the Tibet card for a long time. India should from now on make sure that IT is in the loop for any decision making body of Tibetans in exile and their politics.
Come on India, buckle up or we will get shoed out.
