Nope, there was whole fighter evaluation done by IAF back in congi days during 2009-10 and finally IAF themselves selected Rafale as meeting all requirements. So why not pursue it to its logical end, i.e the original no. of 108 (or something) instead of 36 . Rather than redoing the circus AGAIN...
